Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)] 

 Aims & Objectives of the Organization:

  1. To provide holistic growth of the Horticulture sector through an area based regionally differentiated strategies which include research, technology    promotion,    extension,    post harvest management, processing and marketing, in consonance with comparative advantage of State / region and its diverse agro-climatic feature.
  2. To enhance Horticulture production, improve nutritional security and income support to farm households.
  3. To establishes convergence and synergy among multiple on-going and planned programmes for Horticulture Development.
  4. To promotes, develop and disseminate technologies through a seamless blend of traditional wisdom and modern scientific knowledge.
  5. To create opportunities for employment generation for skilled and unskilled persons, especially unemployed youth.

Mission Vision:

  All out development of Horticultural crop production, value addition and nutritional security Micro Irrigation & Post harvest Management.

Brief History and Back Ground for its Establishment :

   Directorate of Horticulture came into existence in the year 1977 after separation from Directorate of agriculture and food production. Then systematic & structured approach for Horticulture Development came into being. A designated cadre of extension personnel, though inadequate, was put in place in 1989. There after a Techno-economic feasibility study of the Horticulture Sector was got done by the Horticulture Department for the State. However not much was done as a follow up action. It was thought that in due course further expansion of positions & recruitment will be done. Adoption of uniform austerity measures had hurt it most. Ministerial cadre remained very scant, which has led to accounting problems & less utilization of funds.

Flow Process Chart for Issue of Food Card:

    The dealing assistant initiates the files/ cases on any particular problem and submits the same to the section officer concerned with his own suggestion. If any keeping in view the codified provision /rules in vogue. Then the file is to be routed to the next higher authorities viz Scheme Officers /Deputy Director/ Joint Director / Director of Horticulture. Whenever situation so warrants Commissioner-cum-, the cases may referred to Commissioner-cum-Secretary for Govt. approval. At times some cases are referred to Law and finance Department for their view. In the Govt. Machinery the entire channel is responsible for any fault when detected.

INPUT SUBSIDY GUIDE LINE 2017-18

The Scheme has two components i.e. 1. Sale of Planting Material in subsidized rate, 2. Construction of Single Line trellis.

  1. Sale of planting Material:

The Scheme aims at backyard plantation through supply of Subsidized planting materials to help the farmers who require very small quantity of planting material for his backyard or scattered planting in their small patch of land.  A maximum 10 plants will be provided to a beneficiary.

  1. Single line trellis:

The scheme aims at to provide incentives to the vegetable grower who is taking vine crops like Ridge gourds, Cucumbers, Bitter gourd etc. In the scheme 75% subsidy of Rs.4000.00 per 10 decimal(One unit) will be provided to the beneficiary to a maximum limit of Rs.3000.00 per unit. One beneficiary will avail Five unit only.

PROCEDURE & RELEASE OF SUBSIDY FOR EXCUTION OF INPUT SUBSIDY PROGRAMME UNDER STATE PLAN DURING 2017-18

  1. SUBSIDISED SALE OF PLANTING MATERIAL

 

  1. The beneficiary will be selected well in advance by the field functionary and duly verified by the AHO/ADH/DDH concerned.
  2. Due emphasis should be given on ST/SC beneficiary as per the fund flow.
  1. The Planting Materials are to be sold as mentioned in the para – Assistance and Targeted Area.
  1. Inter component changes within the planting material is allowed as per the availability and demand of planting material in the field.
  1. One beneficiary will only avail subsidy for 10 Plants only in one financial year.
  1. The Planting Material should be sold after receipt of the farmer share.
  1. Only the subsidised cost will be allotted under State Plan and the DDH/ADH will make expenditure both the allotted amount and the farmer share to square up the account with all in cost price.
  1. The required QPM except Drumstick Seedling and Papaya Seedling may be lifted by the DDH/ADH as per the diversion programme.
  1. The Drumstick seedling and Papaya seedling shall be raised by the concerned ADH/DDH.
  1. Technical Guidance for plantation and maintenance should be given by the officer and field staff time to time.
  1. The ADH/DDH will maintain a detailed record with respect to Name, Fathers Name, Village, GP, Block, Category of farmer, Nos. of Plants Supplied etc.
  1. Regular visit of the field staff to plantation site shall be ensured by the concerned supervising officials.
  1. The beneficiary list should be approved in the GPs. and uploaded in the website online by the ADH/DDH concerned.
  1. A copy of the approved final beneficiary list in book form & a soft copy should be submitted to the Director of Horticulture, Odisha, Bhubaneswar through email after sale of Planting Materials are over for record with an abstract regarding category as mentioned below. The achievement shall be up dated in the website orihort.in in each month.
  1. Single Line Trellis
  2. Methodology

For example Bitter gourd seeds will be sown @3-4 seeds/basin in 10cents (say 24mX16.7m) plots. Row to row spacing at 1.5m will be maintained with a uniform plants – to-plant distance of 1.5m. The plants will be trailed on single line vertical trellis.

          In single line system, the vines will be trailed on vertical trellis only and top of the area remained open to allow full penetration of light and free passage of air. Wooden/ bamboo poles will be fixed at 8 meters distance in each row and three rows of 14 gauge thick wire will be fastened at every 55cm height of poles so that it formed a curtain like structure. The height of trellis will be maintained at 165cm from ground level. The crop will be maintained following normal package and practices of the crop.

  1. Selection of Beneficiary and Release of Subsidy
  1. The beneficiary will apply to the concerned Assistant Horticulture Officer in the prescribed format as per Annexure-I to take up the Single Line Trellis to avail subsidy.
  1. The beneficiary should submit the land record as a proof of ownership.
  1. The beneficiary will be selected well in advance by the field functionary and duly verified by the AHO/ADH/DDH concerned.
  1. Due emphasis should be given on ST/SC beneficiary as per the fund flow.
  1. All the farmers have to enter online.
  2. The GPS coordinate should be recorded before and after construction of Single line trellies.
  3. The scheme is meant for vine type of vegetables like Cucumber, Bitter Gourd, Ridge Gourd, Small Gourd etc.
  1. One unit area is 400 sqm. i.e. 0.1 ac. One beneficiary will avail maximum subsidy for an area of 0.5 ac. i.e. 2000 sqm. or 5 units
  1. The cost of establishment of a unit area of 400 m2is as below.

  1. The ADH/DDH will provide a work order to the beneficiary after due verification of field.
  2. The beneficiary will collect all the inputs and establish the trellis system.
  3. A beneficiary will avail assistance to the tune of 75% of the cost and the maximum limit of subsidy is Rs.3000.00 per unit.
  4. The subsidy will be disbursed to the beneficiary account through RTGS / Online.
  5. Beneficiary should submit a certificate regarding expenditure incurred by him which will be not less than Rs. 4000/- to avail subsidy of Rs. 3000/- against total expenditure of Rs. 4000/- for an unit of 10 cents.
  6. Assistance will be released to the beneficiary after due completion, establishment and verification of trellis system.
  1. After keeping all the records along with verification report (Annexure-II) of field staff the subsidy amount will be disbursed.
  2. The demonstration shall be taken in a contiguous patch/cluster.
  1. Assistance of AAE of the district may be taken wherever required.
  1. The ADH/DDH will maintain a detailed record with respect to Name, Fathers Name, Village, GP, Block, Khata No., Plot No., Category of Farmer etc.
  1. Regular visit of the field staff to the site shall be ensured by the concerned supervising officials.
  1. The beneficiary list after releasing subsidy should be uploaded in the website
