Duties |
1. His / Her headquarters in the office of the Project Director, Watersheds at district level / or at any other place as assigned by the higher Authority. 2. The DDSC & PD, W/S shall be responsible for smooth and timely implementation of various Soil & Water Conservation activities and Watershed Development Projects being administered and executed under different state and centrally sponsored schemes within the jurisdiction subject to adherence of the rules, regulation, circulars, guidelines and orders of the Government. 3. He/ She shall be responsible for the transmission of all circular/ information/ instructions/ guidelines etc received from different quarters to the sub-ordinate staffs & officers under his/her control for their guidance 4. He/ She shall accord technical sanction in respect of plan & estimates of Soil Conservation and Watershed Development projects vis-à-vis the administrative approval as may be delegated by the Government from time to time. 5. He/ She shall be responsible for project planning, preparation of new schemes, overall monitoring & supervision of the works related to Soil Conservation & Watershed Development under different schemes being funded by the DSC&WD and other Agencies within the area of the respective jurisdiction. 6. He / She shall be the Head of the Office and exercise powers of D.D.O as would be delegated by the Head of Department from time to time. 7. He/ She shall conduct /organize all meetings and training programmes for proper implementation Soil Conservation & Watershed Development programme / activities within the jurisdiction area. 8.He/ She shall provide technical guidance / advices to the executing agencies with regard to their works and assignments. 9. He/ She shall ensure timely submission of all reports and returns to the proper quarter including Utilization Certificates of the funds allocated by the DSC&WD and other funding agencies 10. 1. His/her headquarter will be at the District / State headquarters as per his/her place of posting. 2. He / She shall act as the nodal officer within the area of respective jurisdiction comprising a revenue sub-division(s) / Block(s) as assigned by higher authorities. 3. He/she shall make frequent field visits and check measures the works executed within the area of the respective jurisdiction. 8. 1.The Assistant Executive Engineer Soil Conservation shall work in the Directorate Soil Conservation & Watershed Development under the administrative control of Director of SC&WD, Odisha Bhubaneswar. 2. He/ She shall make necessary co-ordination with the district offices for civil Construction works / mechanical S.C. measures, Farm pond, Water Harvesting Structures (WHS), Reservoirs, Departmental buildings, other infrastructures development works, construction of building and maintenance buildings, taken up under different state and centrally sponsored schemes. 3. He/ She shall be responsible for conducting a survey, planning including preparation of Preliminary Projects Reports (PPRs) and Detailed Projects Reports (DPRs) for implementation of Watershed Development Projects / Soil & Water Conservation projects under various Schemes. 7. He/ She shall be responsible for the smooth and timely completion of Soil conservation and Watershed Development projects in respect of his / her jurisdiction. 8. He/ She shall accord technical sanction of plan and estimates of different Soil Conservation and Watershed Development projects / Plantations to the extent of powers delegated from time to time. 9. He/ She shall provide necessary guidance to the departmental field staffs as well as contractual staffs/ WMTs in the execution of various Soil Conservation and Watershed Development Projects within the area of jurisdiction. 10. He / She shall conduct field tour for proper supervision the work of the subordinate staffs and check measure works executed departmentally or through a watershed committee under the different scheme for disbursement of payments by the Watershed Committees within his / her jurisdiction. 11. She/ He shall supervise the fieldwork on demonstrations, trials and Research plots and guide the subordinate field functionaries for conducting demonstrations in both Govt. farm and farmers field. 12. She/he shall extend guidance to the sub-ordinate field staffs under overall supervision of Asst. Dir. Soil Conservation in the matter of collecting soil Samples for demining the fertility status, erosion assessment, soil reaction, feasibility of land for different crops including preparation land capability map and soil fertility report. 13. He / She shall ensure timely submission of reports and returns including utilization certificates for different Watershed Development projects as well as other Soil & Water Conservation projects / SCDCs / PDCs/Coffee / Sisal/ Misc. Plantation etc. within his / her jurisdiction. 14. He / She shall maintain a harmonious relationship with the officers of the line departments to facilitate suitable utilization of their services in convergence activities of Watershed Development, Soil Conservation and allied programmes. 15. He / She shall authenticate the reports submitted by his / her subordinate field staff on damages/field hazards like saline inundation, sand casting, landslide, gully erosion etc. due to heavy storm, flood, famines and natural calamities. 16. He/ She shall supervise the Coffee development project work under the Deputy Director of Coffee Development. 17. He/ She shall impart training as Instructor/Trainer to the training participant in the Soil Conservation Training Institute (SCTI) under the Administrative control of Principal, SCTI. 18. 1. The Assistant Agriculture Engineer Soil Conservation shall work in the district Headquarter under the administrative control of the Deputy Director Soil Conservation Cum Project Director Watersheds in 26 districts except (Puri, Bhadrak, Jagatsingpur and Kendrapada). The AAESC of above four districts shall work in the respective district Headquarter under the administrative control of the ADSCs. 2. He / She shall co-operate in conducting survey, planning and formulation of different Soil Conservation and Watershed Projects including preparation of new proposals under a different scheme. 3. He/ She shall accord technical sanction of plan & estimates as per the instructions issued from time to time by the Government 4. He/ She shall supervise the civil construction works like Water Harvesting Structures (WHS), Reservoirs, Departmental buildings and other infrastructures development works taken up under different state and centrally sponsored schemes. 5. He/ She shall make field visits as per approved tour programme to check measure the civil works / mechanical Soil Conservation measures executed by the field staffs and watershed committee to the extent as may be delegated by the Government from time to time. 6. He/ She shall prepare the technical reports and returns in the district offices to furnish the same to the proper quarters. 7. He / She shall provide necessary guidance to the Departmental field staffs, contractual staffs (WMTs) and the different stakeholders as and when required. 8. He / She shall prepare a report on irrigation potential created/planned to be created, due to the construction of different Soil Conservation Projects. 9. He / She shall attend to the water budgeting and recommendation of cropping pattern in the proposed command areas of Irrigation projects within the respective jurisdictions. 10. He / She shall furnish necessary quality certificates for procurement of agricultural implement/equipment at the district level as per the executive instruction received time to time. 11. Any other duties/responsibilities may be assigned to him as and when required by the higher authorities from time to time.

1. The services of Soil Conservation Overseer shall be placed with the Deputy Directors / Assistant Directors / Assistant Soil Conservation Officers to carry out various Soil Conservation and Watershed Development programmes/ activities. His / her headquarters will be fixed by the competent authority. 2. He / She shall assist the Assistant Soil Conservation Officer in implementation of Watershed/Soil conservation projects in a cluster of watersheds of a Block/shelterbelt Plantation/Coffee/Cashew/Sisal plantation//SCDCs/ PDCs/ and other farms. 3. He / She shall assist the Assistant Soil Conservation Officer / PIA for conducting field survey, project planning, and preparation of Preliminary Projects Reports (PPRs) / Detailed Projects Reports (DPRs) for implementation of Watershed Projects / Soil Conservation interventions. 4. He / She shall be responsible for scrutiny of Soil Survey maps, plan, Sections, charts, diagrams etc. related to Soil and Water Conservation works as well as Watershed Development Works. 5. He / She shall scrutinize and check the plans and estimates for different watershed development projects/soil conservation projects. 6. He / She shall assist the Assistant Soil Conservation Officer / PIA for in the smooth and timely implementation of Watershed Development Programmes / Schemes including different Soil & Water Conservation Activities (Vegetative & mechanical conservation measures) / Coffee Development / Soil Conservation Demonstration/ Plantation Programmes (Cashew Plantation / Sisal Plantation/ Bamboo/ Misc. Tree Plantation (MTP) etc. within his / her jurisdiction. 7. He / She shall assist the Assistant Soil Conservation Officer / PIA in both the field and office work in maintaining records and registers. 8. He / She shall check measure works and furnish necessary check measure certificates in the required records/document of the project works executed by the SCEW / Watershed Committee / sub-ordinate field staffs within the area of the respective jurisdiction. 9. He / She shall assist the Assistant Soil Conservation Officer / PIA in timely submission of report and returns including utilization certificates as required thereon. 10. He / She shall remain in charge of Soil Conservation Demonstration Centre, Pasture Development Centre and Research Farm, Sisal Estates/ Coffee estates and the duties and responsibilities as assigned to him/her by higher authorities from time to time. 11. He / She shall investigate the damages/field hazards like saline inundation, sand casting, landslide gully erosion etc. due to heavy storm, flood, famines and natural calamities before reporting to Assistant Soil Conservation Officer / PIA/Assistant Director, Soil Conservation / Deputy Director, Soil Conservation. 12. He / She shall guide/facilitate the local people to take up Soil Conservation Measures by raising windbreaks against scale, storm/diversion channel for safe disposal of undesirable water flow / vegetative and mechanical conservation activities. 13. He / She shall be responsible for the installation of different exhibition stalls exhibiting different activities of Watershed Development / Soil Conservation Programmes in Blocks / Districts / State headquarters etc., assigned to him/her by higher authorities. 14. Any other duties/responsibilities which may be assigned by his/her higher authorities at the time of requirement. |

Duties |
1. The services of Soil Conservation Extension Worker shall be placed with Deputy Directors / Assistant Directors / Assistant Soil Conservation Officers to carry out various Soil Conservation and Watershed Development activities at Village /GP level under different Schemes. 2. His / her headquarters will be within or the nearby area of the watersheds cluster / Coffee plantation area / SCDC / PDC farm area/ nearby town / concerned block headquarter / district headquarter / state headquarters as to be fixed by the competent authority depending upon his/her place of posting 3.He / She shall make field survey & cooperate to collect the basic field data (Socio-economic / climatologically / Land records/ Animal resources/ Demographic data etc.) conduct PRA exercise at village level for problem identification/analysis and listing of suggestive measures for preparation of Detail Project Report/action plan. 4. He / She shall prepare the plans and estimates in respect of different Watershed Development / Soil Conservation activities. 5. He/she shall engage labourers in the execution of various Soil Conservation works (for the works executed departmentally other than works executed by watershed committees) both vegetative and mechanical conservation measures such as various plantation measures, Gully control measures, W.H.S. / Farm Pond / Diversion weir / Vegetative Contour bunds, land reclamation/ field bunding / opening of Staged Contour Trenches, etc. as per the instruction of the higher authorities. 6. He/she shall maintain the muster roll, execute the S.C. works assigned to him through the labourers engaged and record the works done in the Measurement Book under his / her dated signature as per the instruction/guidance of higher authorities relating to works executed departmentally. 7. He / She shall check measure works and furnish a necessary certificate in the concerned records/document of the work executed at field level departmentally / Watershed Committee within the area of the respective jurisdiction. 8. He / She shall maintain the records and register including the recording of work done in the respective Measurement Book for the works executed by him/her and furnish a necessary certificate in the concerned records/document with a dated signature. 9. He / She may be declared as a member of the watershed development/management team (WDT / WMT) for watershed projects as and when required. 10. He / She shall receive the store materials required for the S.C. Works and authenticate the utilization of the same maintaining the respective records and register with his /her dated signature. 11. He / She shall be responsible to maintain the nursery for raising quality planting materials including for maintenance of nursery register. 12. Upon posting in the Headquarter establishment, he/she shall assist the concerned officer in charge of the technical cell of the headquarter office in preparation of reports, returns including other official works as desired by the higher authority. 13. In the Training Institute, he/she shall be engaged to assist in practical training of the trainees as per the instruction of the Principal or the course coordinator. 14. Any other duties/responsibilities which may be assigned to him/her by authorities as & when required. |

Soil Conservation Officer as the case may be.
Preparation of Soil Survey maps, Plans, Section, Charts, Diagram, Writing with ornamental handwriting etc. for exhibition, seminars, conferences etc. in the State / District / Village / Watershed levels.
They are responsible for preparation of all reports and returns of Technical section l / Evaluation Section of Sub-Division / Division / Directorate.
Assisting Junior Soil Conservation Officer / Asst. Soil Conservation Officer as the case may be for preparation of reports and returns with drawing documents as per requirement.
Compilation of progress reports and other information in respect of different schemes under operation in the Sub-Division / Divisions / Directorate for approval of the competent authorities.
To deal all files relating to Technical section / Evaluation Section of the Sub-Division / Division / Directorate.
Any other work assigned to him as and when required by the higher authorities in exigencies of public service. |

The Field Man Demonstrator are the Class-III Non-Gazetted field employees of the Soil Conservation Directorate. The main duties of the Field Man Demonstrator are as follows. They are to physically work in the field and demonstrate beneficiaries of the locality regarding the utility and the benefits of the Soil Conservation measures taken up in the field. They are to collect the labourers and engage them in the field during execution of soil & water Conservation measures and also supervise the work in the field as per the instructions of the J.S.C.O./ S.C.Asst. Any other work assigned to them by the higher authorities in public interest . The role & responsibility as reflected above for different cadres under Directorate of Soil Conservation, would be changed basing on the role & responsibility of the officers & staff as in the ensuing approved restructuring proposal of the Govt. |

Procedure Followed in Decision Making Process

After receipt of the letters form different quarters the same are being distributed between different sections through the Branch Officers. After the letters are marked & entered in the OSWAS Diary Register in the name of the concerned Section and the same is forwarded to DA as he / She being the custodian of the files puts up the letters in the files through OSWAS to the Section Officer. The files are submitted to the Director of Soil Conservation through the Branch Officer to take the Final decision for disposal of the letters.
