Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

This Urban Local Bodies is in the District of Bhadrak, Odisha established on dt. 24.11.1974 as NAC,declared as Municipality on dt. 14.02.2014 having an area of 47.78 Sq. Kms and Population of 33,690 as per Census-2011, consisting of 23 Nos. of Wards, 21 Revenue Villages and 6599 House Holds. It is geographically situated is at an elevation of 3 Meters (9 feet). It is located at at 21.12°N 86.74°E. It is a distance of 40 Kms from the District Head Quarters towards Noth-East and 7 Kms from Sahid Tirtha, Eram Circumscribed by Bay of Bengal  at east, Gamei River at North, Narasinghpur GP at west and Binayakpur GP at South : 

BOUNDARIES:

The boundaries of the Municipality is as follows:-

  1. East:-Radhanathpur and Bay of Bengal.
  2. West:-Basathi, Bakharpur, Sunguda and Guagan
  3. South::- Sabarpur, Sukadevpur and Bhadrak
  4. North:-Balibindha, Bhairabpur, Gopalpur and Balasore.

The Office is located at the heart of Basudevpur at a distance of 40 kms towards North -East dimension from the Head quarter of District office of Bhadrak.

8. Working Hours both for Office & Public:

The working hours of the office is from 10.00 A.M. to 5.00 P.M. with a launch break throughout the year except Summer season. During Summer the working hours is from 7.00 A.M. to 1.00 P.M. Without launch break. The office remains closed on second Saturday day, Sunday, and Govt. holidays.

9.  Grievance Redress Mechanism:

The grievances received from public are being assigned to the concerned officials and disposed of on their merit as per law. Instruction from higher quarter are being carried out as per the norms and guidelines.

Powers & Duties

Executive Officer is the administration head of the organization. Council headed by Chairperson is the decision making body of the ULB and take decisions in its monthly meetings relating to various projects to be under taken. Executive Officer is in over all charge of all activities of the ULB and implementation and executes as per law. He is the head of the day to day administration of affairs and financial administration. He looks after and nourishes all the features and spheres of the Urban Local body as per stature. He administers all the affairs and maintains combined and collective responsibilities by assistance of his sub-ordinate officials.

ALL SECTIONS:-It consists of Establishment Section, Legal Section and RTI Section, Issue and Diary Section , General and Misc Section, PMAY, Employees Pension, Social Security and Social Welfare, Accounts & Cash Section , Audit Section, NPR & Aaadhar, Swachha Bharat Mission, Public Works Section,  Street Lighting , Sanitation Section, Tax Section, Lease & Auction, PDS & NFS,Homeopathic, DAY-NULM, Election Section, Death and Birth, ORTPS Act-2012 and MIS & e-Governance Section.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).

   All the decisions are taken up by Local Self Government I.e Council of the ULB headed by the Chairperson. Executive Officer is the head of the day to day administration and the link which enjoins in between H&UD Department, SUDA, DUDA, all Govt.Officials on one side and the Council as Local Self Govt. on the Other sides. Decision is being taken by these institution within the frame work of law and being implemented/ executed by the Executive Officer. Annual Action Plans and Budgets are being approved by the above said authorities and are executed by the Executive Officer with the assistance of his subordinate officials.
