Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)] 

Objective/ Purpose of the Public Authority:

The objective/purpose of this ULB (Public Authority) is to provide basic Amenities to its citizens utilizing its income sources derived from Taxation and Govt. grants.

Mission/ Vision :

The mission/vision statement of the Public Authority is very clear so far providing basic amenities to the public is concerned with an expectation from the public (rate- payers) to co-operate with the Public Authority in terms of timely payment of dues of the Public Authority and other duties as and when notified or published through public media.

Brief History of the Public Authority and Context of its Formation:

The Public Authority was established in the year 1876 consisting of 31 Wards, comprising 19.43 Sq.Miles in area.

Duties of the Public Authority:

It is the duty of the Public Authority to look into the health, sanitation and overall wellbeing of its inhabitants on the face of the resources Available with it.

Main Activities/ Functions of the Public Authority:

The main functions/activities of the Public Authority are to collect revenue and utilize the same towards public health, sanitation, conservancy, convenience and other developmental works.

List of Services Being Provided by the Public Authority with a Brief Write-up on them:

List of services provided include lifting of garbage, cleaning of roads and drains, street lighting, construction and maintenance of roads, drains, culverts, dispensing medicine to the poor, relief measures during calamities, entertainment through public parks and gardens, Community Centers, Kalyan Mandap, different poverty alleviation programs, SECC, Addhar Card etc.

Expectation of the Public Authority from the Public for Enhancing its Effectiveness and Efficiency:

Being a Local Body administered and governed by the local people through their representatives, various problems encountered are discussed and solutions made. Hence such interaction of ideas of public with the Public Authority is expected in enhancing the effectiveness and efficiency of the Public Authority in its day-to-day administration.

Arrangements/ Methods Made for Seeking Public Participation/ Contribution:

Public participation/ contribution is sought for when necessary in the greater interest of public through public media and public representatives.

Mechanism Available for Monitoring the Service Delivery and Public Grievance Resolution:

Public grievances are attended on priority basis and properly monitored.

Various matters of the Public Authority are placed as proposals in shape of Agenda in Council meetings for a decision and approval.

The decision process moves through different levels starting from ministerial to Officers and then to Council for discussion. After discussion The proposals included in the Agenda are passed as Resolutions and communicated to Proper quarters. The minutes of the discussions are also transmitted for seeking clarification from Govt. / Govt. approval as and when necessary. In the decision making process, statutes as well as Government instructions are strictly followed3

After completion of paper works, the concerned building is visited by the Tax Collecting Agency for necessary measurement to fix-up the annual rental value of the building and the tax payable to the Public Authority and the same is communicated to the owner of the holding by way of Notice for payment of Tax

He/ she must belong to BPL Category. Qualification - below class-IX Preference must be given to Economically Weaker Sections

Procedure to avail the benefits of the Programme

In USEP (L.S.) cased the applicants will be
identified by the B.D.C.

Criteria for deciding eligibility

He/she should be under BPL Category, age
between 18 to 45 years, residing in an area
for 3 years minimum, he/ she should not be
a defaulter in any Financial Institution.

Detail of the benefits given in the Programme(also mention the amount of subsidy or other help given)

In USEP(L.S.) cases the subsidy will be 15% of the project cost and limited to Rs.7,500/- In DWCUA cases subsidy will be 50% and limited to Rs.1,25,000/-.

Procedure for distribution of subsidy

Subsidy eligible will be released soon after
claim by the concerned Bank.
