Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
Objective/ Purpose of the Public Authority:
The objective/purpose of this ULB (Public Authority) is to provide basic Amenities to its citizens utilizing its income sources derived from Taxation and Govt. grants.
Mission/ Vision :
The mission/vision statement of the Public Authority is very clear so far providing basic amenities to the public is concerned with an expectation from the public (rate- payers) to co-operate with the Public Authority in terms of timely payment of dues of the Public Authority and other duties as and when notified or published through public media.
Brief History of the Public Authority and Context of its Formation:
The Public Authority was established in the year 1876 consisting of 31 Wards, comprising 19.43 Sq.Miles in area.
Duties of the Public Authority:
It is the duty of the Public Authority to look into the health, sanitation and overall wellbeing of its inhabitants on the face of the resources Available with it.
Main Activities/ Functions of the Public Authority:
The main functions/activities of the Public Authority are to collect revenue and utilize the same towards public health, sanitation, conservancy, convenience and other developmental works.
List of Services Being Provided by the Public Authority with a Brief Write-up on them:
List of services provided include lifting of garbage, cleaning of roads and drains, street lighting, construction and maintenance of roads, drains, culverts, dispensing medicine to the poor, relief measures during calamities, entertainment through public parks and gardens, Community Centers, Kalyan Mandap, different poverty alleviation programs, SECC, Addhar Card etc.
Organizational Structure:

Expectation of the Public Authority from the Public for Enhancing its Effectiveness and Efficiency:
Being a Local Body administered and governed by the local people through their representatives, various problems encountered are discussed and solutions made. Hence such interaction of ideas of public with the Public Authority is expected in enhancing the effectiveness and efficiency of the Public Authority in its day-to-day administration.
Arrangements/ Methods Made for Seeking Public Participation/ Contribution:
Public participation/ contribution is sought for when necessary in the greater interest of public through public media and public representatives.
Mechanism Available for Monitoring the Service Delivery and Public Grievance Resolution:
Public grievances are attended on priority basis and properly monitored.

Norms for Discharge of Functions
[Section-4 (1) (b) (iv)]
Section 4(1)(b)(iv) of the Right to Information Act, 2005, mandates every public authority to publish the norms set for the discharge of its functions, including procedures followed and standards adopted.
To ensure transparency, efficiency, and accountability in the discharge of official functions and to make the norms available to the general public.
The discharge of functions within the organization is governed by the following norms:
All functions are discharged in accordance with the relevant statutes, rules, regulations, and instructions issued by the competent authority from time to time.
The norms for discharge of functions are periodically reviewed and revised to meet changing requirements and to enhance efficiency.
These norms are accessible to the public under the Right to Information Act, 2005, and are displayed on the official website of the public authority.

The following documents are maintained and controlled by the Public Authority:
- Decisions made during Council meetings and resolutions passed by the Council.
- Annual Budget documents detailing revenue and expenditure forecasts, allocations, and financial planning.
- Reports summarizing yearly administrative activities, achievements, challenges, and financial status.
- Documentation related to various developmental works, projects, and schemes undertaken by the Public Authority.
- Includes work orders, progress reports, and completion certificates.
- Records related to births, deaths, marriages, and other vital statistics maintained as per statutory requirements.
- Detailed plans, estimates, and project reports for various infrastructure and development activities.
- Documents related to population census, electoral rolls, election schedules, results, and other related materials.

[Section-4 (1) (b) (xiii)]
This section provides details of concessions, permits, or authorizations granted by the Public Authority to various individuals, groups, or entities.
The following categories are applicable under the jurisdiction of the Public Authority:
- Issued to individuals or businesses for the purpose of conducting trade or commercial activities within the municipal area.
- Approvals granted for construction, modification, or renovation of buildings as per municipal regulations and standards.
- Allocation of land for various public or private purposes including residential, commercial, or industrial usage.
- Permits issued to street vendors or hawkers for conducting business in designated areas.
- Authorizations for setting up utilities like water supply connections, sanitation services, etc.
- Any financial or procedural concessions granted to specific individuals or organizations, including exemptions or reductions in fees, charges, or taxes.
- Granting of leases or permissions for usage of public properties or assets under the control of the Public Authority.
The details of recipients of concessions, permits, or authorizations granted are available to the public through submission of a formal application to the Head of Office of the Public Authority under the Right to Information Act, 2005.

- Access to various e-Governance services and online applications such as Trade Licenses, Building Permits, and Public Grievance Redressal Systems.
- Digitized copies of important records including Resolutions of the Council, Annual Budgets, Work Records, Vital Statistics, Plans & Estimates, Census & Election Matters, etc.
- Availability of various application forms related to Trade Licenses, Building Plan Approvals, Permits, and Authorizations.
- Annual Reports, Budget Statements, Expenditure Reports, and Financial Statements are available in electronic format for public access.
- Digitally available maps and GIS data related to municipal boundaries, planning areas, and urban infrastructure.
- Communication through official email IDs and other digital correspondence mechanisms.
