Particulars of Organization,Functions & Duties

As per the Odisha District Planning Committee Rules ,2000, the District Planning Office in the district will render secretarial support to the District Planning Committee for discharge of it's functions through the member secretary of the committee i.e. District Collector.
Formulation of Annual & Five Year District Plan:
District Planning Committee (DPC) have been constituted to undertake district level planning as per mandatory provisions of the 74th Constitutional Amendment & the Odisha District Planning Committee Act, 1998.
The DPC will draw & finalize overall plan strategy, decide the broad plan frame work, and issue necessary guidelines to Zilla Palishad (ZP) & all the Urban Local Bodies (ULBs) of the district for initiation of planning exercise. It has to ensure that the lower level PRIs are involved in the plan formulation in respect of rural sector plans.
The DPC shall prepare draft district development plan by consolidating the plans prepared by the panchayats (for rural areas) & Municipalities/ NACs (for urban areas) in respect of the schemes/ projects/ programmes/ works including those listed out in the 11th & 12th Schedule of the Constitution.
As per Govt. in P & C Deptt. letter no. 12650/ dt.29.08.2005 , Zilla Parishad have to consolidate plans prepared by itself with plan proposals of Panchayat Samities and Gram Panchayats for the Rural Sector to be placed in the DPC. Similarly, the District Urban Development Agency (DUDA) will consolidate the proposal of individual ULBs (Municipalities/NACs). The District Planning Office will prepare an integrated draft development plan for the district as a whole & place before the DPC for finalisation & approval.
Govt. in Planning & Coordination Department has engaged the School of Rural Management, KIIT, Bhubaneswar as Technical Support Institute (TSI) to undertake Formulation of Annual District Plan 2009-10 & 2010-11 for Subarnapur District. The meeting of DPC Subarnapur was held on 16.11. 2009 to discuss the district plan furnished by the TSI.
MLALAD Scheme:
Under the scheme Govt. of Odisha is allocating Rs.75.001akhs each year per Assembly Constituency. Funds allocated by the Govt. are drawn & deposited with DRDA, Subarnapur Hon'ble MLAs are required to recommend admissible project proposals based on the felt local need of the people confirming to the guidelines of the scheme issued by the Govt. in Planning & Coordination Deptt. District Collector is the authority for approval of the project & sanction of fund. Projects under the scheme are executed by BDO, in rural area & ULBs in urban area. Projects involving special technical knowledge are entrusted to concerned line Deptt. for effective execution. District Planning Office is entrusted to examine the admissibility & feasibility of the projects along with sanctioning & monitoring of the scheme.
MPLAD Scheme:
Under the scheme Govt. of India is allocating Rs.2.00 Crore each year per Parliamentary Constituency. Funds are released to the Nodal District Collector. Up to 14th Lok Sabha, part of this District was coming under Phulbani MP Constituency & other part was coming under Dhenkanal MP Constituency. From 15th Lok Sabha this district is coming under Bolangir MP Constituency. Hon'ble MPs are required to recommend admissible project proposals based on the felt local need of the people within the Constituency confirming to the guidelines of the scheme issued by the Govt. of India & sent to this district for their execution.
In case of Hon'ble MP Rajya Sabha, they may recommend admissible project proposal within the state they represent. Funds against recommended project proposals are deposited with DRDA, Subarnapur. District Collector is the authority for approval of the project & sanction of fund. Projects under the scheme are executed by BDO, in rural area & ULBs in urban area. Projects involving special technical knowledge are entrusted to concerned line Deptt. for effective execution. District Planning Office is entrusted to examine the admissibility & feasibility of the projects along with sanctioning & monitoring of the scheme.
Western Odisha Development Council (W.O.D.C.):
Keeping in view the demand of the people of Western Odisha & in order to eradicate regional imbalance in Western Odisha vis-a-vis other part of Odisha, W.O.D.C. was formed during the year 1998. Headquarters of the WODC is situated at Bhubaneswar. WODC examines project proposals recommended to it and make necessary approval & sanction of Funds. Project relating to this district are released to the District Collector & they are executed through BDOs, EO, ULBs or other specialized Line Deptt. as per the nature of the project, Monitoring of the scheme is done by District Collector, PD, DRDA, & District Planning Officer, Subarnapur.
Special Problem Fund:
Project Proposal under the scheme are received, examined & approved by Govt. in P&C Department. Govt. is remitting fund & the list of project for execution in the District. At the District level, Collector is sanctioning funds to the Executing Agency, selected to execute the work. Funds released by the Govt. are deposited with PD, DRDA. After sanction of fund by Collector, DRDA is releasing the funds to the concerned executing agency. Monitoring of the project is done by Collector, PD, DRDA & District Planning Officer.
SPECIAL DEVELOPMENT PROGRAMME FUND:
The guideline of MLA LAD FUNDs as instructed by the Government in P&C Department is being followed for implementation of projects under Special Development Programme. Rs.50.00 lakh per Assembly Constituency has been received since 2012-13.
Biju KBK Scheme
The Biju KBK plan has been implemented since 2016-17 with a view to accelerating the pace of development in the KBK district in the current year the Biju KBK plan will be executed under district window having two components i.e. District Sector and State sector two third of allocation of Biju KBK plan under district window shall be earmarked for state sector and one third of the allocation shall be earmarked for district sector. The out lay under district window shall be spent primarily for undertaking projects relating to Bijli,Sadak ,Pani ,Livelihood initiatives and other need based projects with a view to addressing critical gaps .The action plan under district sector shall be examined and approved by the District Planning Committee and submitted to P&C department for final approval. As regards to state sector the action plan instead of being routed through DPC shall be submitted to P&C Department for Govt approval. Grass root level consultation should be the part and parcel of the plan formulation in each case .During the year 2017-18, 09 crore has been allotted to this District out of which 06 crore is earmarked for state sector and the rest 03 crores for District sector.
Critical Gap Fund for District Plan:
The scheme “Critical Gap Fund for District Plan “ has been introduced in the year 2016-17 .The main objective of the scheme is to address the basic rural infrastructure needs as priority with special emphasis on zero connectivity areas ,health, and drinking water etc to address the local needs.
W.O.D.C
The Western Odisha development Council (WODC) prepared its own Annual Budget for the Council area basing on the Grant-in-Aid received from the State Government.
W.O.D.C is the final authority with regard to selection, finalisation and approval of project proposal, amount, Executing Agency, Administrative approval and release funds to the district for execution through selected Executing Agencies.
The separate WODC District Office, Subarnapur has been functioning in the existing office building of the DPMU, Suabrnapur on dtd.22.03.2021.
Untied Funds:
Allocation under the scheme has been stopped by Govt, in P&C Deptt. since 2000-01.

Biju KBK |
Earlier the Biju KBK Scheme was deal in DRDA, but during the year 2015-16, the scheme transferred to Office of the District Planning & Monitoring Unit, Subarnapur. The Biju KBK plan has been implemented with a view to accelerate the pace of development in the KBK Districts. The scheme is divided into two parts i.e State Sector (2/3 of Allotment) and District Sector (1/3 of Allotment). The key areas under the Scheme are Bijli, Pani Sadak, Livelihood Initiative and other need based project. As per scheme guideline, while the project proposals under District Sector is required to be approved in District Planning Committee before their approval by Govt. P&C Deptt. , the project proposals under State Sector need not be routed through DPC and required to be submitted directly to Govt. In P&C Deptt. Collector is to finalise and prioritize admissible project proposals as per the Scheme Guidelines.

Critical Gap Fund |
The scheme C.G.F has been introduced in the State during 2016-17 which aims to address basic rural infrastructure needs as priority. Regarding selection, sanction and release of funds for projects, Collector of the District is to prioritize the admissible project proposals as per the Scheme guidelines and to place before the Chairperson, DPC for his approval.
