Introduction

An  Act to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commissions and for matters connected therewith or incidental thereto. WHEREAS the Constitution of India has established democratic Republic; AND WHEREAS democracy requires an infaimed citizenry and transparency of information which are vital to its functioning and also to contain corruption and to hold Governments and their instrumentalities accountable to the governed; AND WHEREAS revelation of information in actual practice is likely to conflict with other public interests including efficient operations of the Governments, optimum use of limited fiscal resources and the preservation of confidentiality of sensitive information; 2 THE GAZETTER OF INDIA EXTRAORDINARY {PART II— AND WHEREAS it is necessary to harrnonise these conflicting interests while preserving the paramountcy of the democratic ideal; NOW, THEREFORE, it is expedient to provide for furnishing certain information to citizens who desire to have it.

Information is any material in any form. It includes records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form. It also includes information relating to any private body which can be accessed by the public authority under any law for the time being in force.

Objective / purpose of this RTI Act .

The basic object of the Right to Information Act is to empower the citizens,promote transparency and accountability in the working of the Government,contain corruption, and make our democracy work for the people in real sense.It goes without saying that an informed citizen is better equipped to keep necessary vigil on the instruments of governance and make the government more accountable to the governed.The Act is a big step towards making the citizens informed about the activities of the Government.

Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

The Tourism wing of the Department of Tourism & Culture has a composite office Directorrate of Tourism is a part of this Composite Office. A Public Sectorundertaking namely, OTDC Ltd. is functioning under the administrative control of this Department constituted in Tourism Department Resolution No. 3221/TSM, dated 27.02.1979 and was incorporated under the Indian Companies Act, 1956.

1. Aims / Objectives  of the Public Authority:
The main objective of this Department is to increase the Tourist Traffic and to extend their duration of stay in the State. Besides aims and objectives of the Public Authority are-

 

(a)Policy planning formulation of new objects and evolution  of projects.
(b) Routine publicity of a non-commercial nature on Tourism involving heavy financial outlay.
(c) Running of Tourist Offices.
(d) Training and certification of Tourist Guides.
(e) Entertainment facilities to Touriss  by way of Cutural programmes, dances, music, concert, film shows etc.
(f) Matters connected with leasing of Govt. building of Govt. land for the purpose of promoting tourism.
(g) Production of documentary films on Tourism.
(h) Construction of Tourist homes/lodges for promotion of Tourism
(i) Co-ordination with Central Govt. and its agencies, Department of Govt. and bodies.
(j) Lease out the Tourist banglows to private parties on long term lease basis.

 

Mission/Vision:-

In order to develop and promote the Tourist Centres in the State and to achieve the objective a two -prolonged strategy is followed by the State Govt. viz. to create required infrastructure within and to organise effective piblicity outside the state.

 

The State Govt. has announced a comprehensive Tourism Policy w.e.f 29.12.1997 in keeping with the Odisha Industrial Policy, 1996.

3. Brief history of the public authority and context of its formation:

    Transport Department as it exists today was originally a part of Supply Department.  Subsequently, it was functioning under Works Department. Taking into account spiraling increase in the number of vehicle clogging roads, economic progress, urbanization, industrialization and change in the quality of life of the people, it was felt necessary to create a separate Department to look after Commerce & Transport affairs of the State and regulate Road Transport and Traffic affairs, Commerce & Transport Department came into existence during the financial year 1971-72.Initially, the Aviation subject was dealt in the Transport Department but later on, in the year 1998, the subject was transferred to GA Department. Recently, the Aviation subject has returned back to Transport Department w.e.f. 01.11.2019.

4. Duties, main activities/functions of the Public Authority:

    The most important work of the Department is to implement provisions of the Motor Vehicle Act, 1988 and the rules framed thereunder, collection of taxes and fees on Motor Vehicles, regulation of tariff on goods and passenger transport by road, to provide passenger services to the traveling public, expansion and development of Railways Net Work in the State.

   The regulatory function under Motor Vehicle Act and rules are performed by the Transport Commissioner, Cuttack who is Ex-officio Chairman of the State Transport Authority, Odisha. Collection of M.V. Taxes, fees and fines, issue and renewal, of permits, registration of Motor Vehicles, issue of license and enforcement activities are some of the works in the capacity of chairman, State Transport Authority.

 The State Transport Appellate Tribunal function as the appellate forum against the decisions of the State Transport Authority and the Regional Transport Authority. It also functions as the Second Motor Accident Clams Tribunal for the Central Revenue Division. Two more Second Motor Accident Clams Tribunals are located at Sambalpur and Berhampur for the purpose of adjudicating open claims for compensations in respect of accident involving death of / bodily injury to persons arising out of the use of Motor Vehicle or damages to any property of third party or both.

    The driving training school, Bhubaneswar imparts driving training of Motor Vehicle to educated unemployed youth in order to create opportunities for self-employment.

    The Rail Co-ordination directorate has been functioning since 1979. It co-ordinates between the State Government and the Ministry of Railways, Government of India as well as Zonal Railways. It looks over expansion of Rail net work by way of new Broad Gauge Rail link, provision of passenger amenities like introduction of new trains, reservation of berths under state quota, supply of wagons/ tanks for carriage of essential goods and commodities during emergency.

   The Odisha State Transport Corporation (OSRTC) established under the R.T.C. Act., 1950, commenced its business of passenger transports services from 15.5.74. It has been providing transport facilities to general public and concessional transport facilities to the students/ cultural associations/ freedom fighters/ accredited journalists and physically handicapped persons etc.

The most important work of Aviation Branch is regulation, maintenance & further development of existing Airstrips, construction of new Airstrips, successful implementation of RCS-UDAN in the State and increasing the domestic & international air connectivity to & from the State.

5. List of services being provided by the public authority with a brief write-up on them

The Department renders services in different fields, such as

(i)  Collection of taxes and fees for Motor Vehicles.
(ii)  Regulation of passengers and goods transport in the State.
(iii) Regulation of tariff on goods and passengers in the State.
(iv) Facilitating passenger services to the traveling public.
(v)  Control of traffic accident offences.
(vi) Issue of driving licenses.
(vii) Control over inter-state vehicles plying in the State.
(viii)Imparting training to un-educated youths with a view to creating opportunities for self- employment.
(ix)Road Safety and Awareness measures.
(x)Pollution Control measures.
(xi)Grant of permit for stage carriages, inter-state vehicles and goods vehicles.
(xii)Traffic survey.
(xiii)Concessional Transport facilities to the students/ freedom fighters/ accredited journalists and physically handicapped persons.

(xvii) Imparting flying training to student pilots through Government Aviation Training Institute (GATI) in PPP mode

6. Expectation of the Public Authority from the public:

The public are required to co-operate with the deptt. in implementing its plans, programmes & policies . They should obey the rules and regulations relating to traffic control, driving vehicles, uses of driving licenses , timely payment of fees, pollution control measures , safeguard the public property etc.

7. Arrangements and methods made for seeking public participation /contribution:
Meetings, workshops and discussions are held with different private vehicle owners association for improvement of transport facilities, Voluntary organizations, NGOs and general public are associated on pollution free measures and road safety measures . For fixation of bus fares/truck fares recommendation of the technical committee consisting of seven members including four from members of public is taken into consideration. The OSRTC board also associates members of public for deciding its developmental works. There are also members of public in the state transport authority. Such as Technical Committee for revision of bus fare.

In Aviation, meetings and discussions are held with Central Govt., AAI and private Airline operators for improvement of Air connectivity, expansion of existing Airstrips/Airports, development of new Airstrips/Airports and other Aviation policy measures.

8. Mechanism available for monitoring the service delivery and public grievance resolution:
Official business in the deptt. is performed strictly as per guidelines provided in the Odisha Secretariat Instructions and other related circulars, instructions , guidelines issued from time to time. Every Section in the deptt.is manned by a supervisor officers to ensure timely delivery of services. Periodical reviews are made to watch performance of the section.

iii) To watch and review the progress of expenditure against sanctioned grants through maintenance of necessary registers and to issue timely warning to the controlling authorities that the progress of expenditure is even.

iv) To ensure the proper maintenance of the register of liabilities and commitments as required under the O.G.F.R. to facilitate realistic preparation of Budget estimates, watching of book debits and timely surrender of anticipated savings.

v) To screen the proposals for supplementary demands for grants.

vi) To scrutinize proposals for further delegation red legation of powers to subordinate authorities.

Vii) To keep himself closely associated with the formation of schemes and important expenditure proposals from their initial stages.

viii) To watch and ensure the compliance of audit objection, inspection of reports, Drafts Audit papers etc.

ix) To screen all expenditure proposals requiring to be referred by Finance Department for concurrence or comments.

x) To ensure regular and timely submission of statements, reports and returns as prescribed / required by the Finance Department.

xi) To pursue irregular payments, when noticed, with a view to rectifying the situation and to take steps to prevent that such lapses do not recur.

xii) To pursue audit and accounting irregularities brought to notice by the Accountant General with the office concerned for finalizing the action thereon so as to rectify the irregularities and if it is sufficiently erring to bring the same to the notice of the higher authorities and to initiate necessary departmental action with the least possible delay.

xiii) To take effective steps for reconciliation of departmental figures with those recorded in the level of account of Accountant General every months and to ensure the reconciliation of the final accounts of the year before the end of June.

xiv) To supply necessary materials required by the Accountant General in connection with the preparation of Appropriation Accounts within the prescribed time limit.

xv) To control and supervise the functions of the internal Auditors of the Departments and to ensure effective check and audit of the accounts of the subordinate offices.

xvi) To exercise necessary control on all financial matters.

xvii) To ensure prompt and timely collection of revenue and receipts

due to Govt. by prescription of monthly target to collection and review of the demand, collection and balance statements.

xviii) To deal with the review of receipts and expenditure.

Collectors, if required, can outsource the job of coordinating the entire       arrangement, including transportation, arrangement of accommodation, food, publicity, co-ordination with District Level Committee, State Level Committee, IRCTC, other stakeholders and other related agencies. For this purpose a logistic partner will be engaged after a competitive and transparent bidding process to facilitate the pilgrim at the station of departure. For logistic partner, the terms of references shall be done and floated separately.

Orientation Training Programme for Taxi Drivers

81 Taxi Drivers have undertaken orientation training programme for improvement needed on etiquette and manners, create awareness about the city and importance of the Tourism and to develop the skill to take care of different types of Tourists. Indian Institute of Tourism & Travel Management (IITTM), Bhubaneswar was entrusted to conduct the said training programme

Foreign Language Training Programme , 90 persons of Travel, Tourism and Hospitality trade professionals will be trained on Tourism orientation and Foreign language in German, Russian and Chinese to handle the influx of foreign visitors to Odisha. Indian Institute of Tourism & Travel Management (IITTM), Bhubaneswar was entrusted to conduct the said training programme

Training programme for Tour Guides

180 persons will be trained as Tour Guides to handle the foreign and domestic tourists visiting different attractions by providing valuable information on the tourists products of the State and socio-cultural life of the community. Out of which 60 youths have been trained as tour guides. Indian Institute of Tourism & Travel Management (IITTM), Bhubaneswar was entrusted to conduct the said training programme.

Eco-Tourist Guide Training Programme

Under Odisha State Youth Policy, 2013, 34 persons have been trained as Eco-Tourist Guide for escorting & guiding to the tourists. It is also facilitating gainful employment to the unemployed local youths. Indian Institute of Tourism & Travel Management (IITTM), Bhubaneswar was entrusted to conduct the said training programme.

Orientation training programme for Tourist Police Personnel

To strengthen Odisha’s image as amongst the safest destinations for tourists in India, the Department has taken steps towards upgrading Tourist Police infrastructure, access and responsiveness through rebranding, information dissemination, staff training and sensitisation. 72 Tourist Police Personnel have undertaken orientation training programme by Indian Institute of Tourism & Travel Management (IITTM), Bhubaneswar for operationalisation of Tourist Police Cell at 8 designated sites in Odisha i.e. Puri Sea Beach, Satapada, Chandrabhaga, Nandankanan, Dhauli, Shree Lingaraj Temple, Gopalpur & Chandipur.

Refresher Course for existing trained State Level Guide

46 existing trained State Level Guides were imparted refresher courses who were due for renewal of the Guide License.

Safety and Security of Tourists & Beach Cleaning

Safe, secure & hassle free movement of tourists within Odisha is the top most priority of the Department of Tourism. Puri being the hub of tourist movement, the State Govt. has taken the following measures

  1. 100 Life Guards have been deployed along the Sea Beach, Puri by the Home Dept. The Life Guards are controlled by SP, Puri and monitored by Odisha Fire Service Dept. to prevent drowning death and to protect lives of tourists at Sea Beach, Puri from Digabarini to Swargadwara(Chaitanya Chowk). Expenditure towards deployment of Life Guards is being borne by Home Dept.
  2. 10 Life Guards Associations of Puri Sea Beach front comprising 266 private Life Guards of Nolia community have been deployed in Sea Beach, Puri to safeguard tourists. They have been imparted rescue and life saving training and hospitality training by Tourism Dept through Indian Red Cross Society.
  3. For better identification of these Life Guards, Tourism Department has provided them with uniforms in adherence to the international code i.e. yellow and red color T-shirts
  4. Tourism Dept. frequently organises awareness campaigns on the beaches for safe sea bath to check drowning deaths and encourage clean beaches.
  5. 33(Thirty Three) Beach Instructions issued by Department of Tourism, District Administration, Puri and Beach Development Committee, Puri in English and Odia language have been installed along Sea Beach front in Puri at different locations for tourist awareness. Tourists are advised to take the help of Life Guards during sea bath and not to venture into the sea while intoxicated.                                   
  1. Patrolling Tourist Police have been introduced in Puri-Konark and Puri-Satapada routes. Four Tourist Police patrolling vehicles have been engaged for this purpose. Expenditure towards engagement of police patrolling vehicles is borne by Tourism Department.
  1. Home Dept. has created Tourist Police Cells at eight Police Stations in the state viz. Sea Beach Police Station(Puri), Brahmagiri Police Station (Satapada), Konark Police Station (Chandrabhaga) in Puri Police District, Nandankanan Police Station (Nandankanan), Dhauli Police Station (Dhauli), Shree Lingaraj Police Station (Shree Lingaraj Temple) in UPD, Bhubaneswar, Gopalpur Police Station(Gopalpur) in Berhampur Police District, Chandipur Police Station (Chandipur) in Balasore Police District vide letter no.17521(M)/D&A dtd. 29.05.2015. 72 posts have been created in different categories like SA-8, ASI-8, Havildar-8 and Constable-48. All Tourist Police Cells have been operationalised.
  1. 50 Life Guards (Nolias) of Gopalpur Sea Beach have been covered with Insurance of Rs.1.00 lakh each with United Insurance Co. Ltd.
  1. In view of tourists visit to Particularly Vulnerable Tribal Groups (PVTG) areas, an advisory for visit of international tourists to PVTG areas has been issued and implemented.
  1. A Tourist Emergency Fund of Rs.1.00 Crore has been created to provide financial assistance to tourists during disaster situations.
  1. 04 All Terrain Vehicles (ATV) has been provided for police patrolling on Sea Beach, Puri in order to look after the safety and security of the tourists visiting the sea beach.

Plan and Programme

During 2020-21, an outlay of Rs. 38512.99 lakhs was provisioned. While implementing the proposed plan and programme during 2019-20, emphasis was given on the following thrust areas:

  1. Completion of ongoing projects
  2. Projecting Odisha in the domestic as well as in the overseas market as a favoured tourist destination through appropriate publicity and marketing including launching of special campaigns.
  3. Creating appropriate environment for attracting private sector investment in a big way by suitable policy initiatives and a synergy of activities at the government level. Restructuring the Department to increase functional efficiency, social responsibility & financial accountability by restructuring the Tourism Department to make it more vibrant and dynamic.

Approval of Tourism Related Projects

Approval of Tourism related project is a key responsibility of the Tourism Department. Projects fulfilling certain criteria and standards are granted approval by the Special Single Window Clearance Committee (SSWCC) and State Level Single Window Clearance Authority (SLSWCA).

13 (Thirteen) Tourism related Project proposals were approved by SSWCC and 5 tourism related project proposals were approved by SLSWCA. In total, 69 Tourism related Project proposals have been approved by the said committees.

Plan Outlay

Tourism is a highly capital intensive industry. To augment infrastructure and services and market them, government budgets often do not wherewithal. The private sector has a great role to play in augmenting government efforts, especially in creating the tourist facilities. The Department of Tourism has to ensure required infrastructure for luring more investment by the private sector. Similarly, the Department of Tourism has to take the lead in organizing events & activities and undertake aggressive marketing and publicity campaign in association with the travel trade and the hospitality industry.

Branding, Publication and Publicity

After rebranding Odisha Tourism as “India’s Best Kept Secret” the department initiated the publication of its quarterly newsletter “Odisha Unveiled” to inform diverse stakeholders within and outside the state of its various efforts towards developing and positioning Odisha as one of Asia’s most favored all season destinations offering unique best-in-class experiences to tourist and travelers across the spectrum.

Advertisement (Print Media)                                                                                                     

Advertisement is one of the powerful channels of communication to create public awareness. The Department of Tourism has brought out 16 new creatives on Odishaaah! campaign on multiple themes for advertisement. Attractive and innovative advertisements released in the year 2019-20 for promoting Odisha as a tourist destination in the following magazines.

Outdoor Branding

Airport Branding at Mumbai, New Delhi, Kolkata & Bhubaneswar With a view to Promoting Odisha Tourism in the national market in general and metro cities in particular, Odisha Tourism has undertaken Out of Home (OOH) branding at following airports :

Bhubaneswar’s Biju Patnaik International Airport has also been extensively branded to showcase tourism to inbound visitors.

To creatively market the diverse tourism circuits and experiences that Odisha offers, the Department had commissioned empanelled agencies to produce audio visual films covering various destinations and segments including Wildlife and Eco-tourism, Heritage tourism, Ethnic tourism, Beach tourism, the Buddhist Circuit, Arts & Crafts of  Odisha.

These audiovisuals have been launched online through YouTube as the principal Social Media channel for AV marketing.

Key on the agenda of the Department of Tourism is the revamping of the website www.odishatourism.gov.in as one-stop solution for tourists, visitors be it planning the itineraries, choosing travel packages, deciding on logistics, do’s and don’ts and getting information about nearby destinations. it will give an immersive experience to tourists, including finding a local specialist travel agent, locating experiences on the map, travel advisory and booking eco-tours under the traveler’s essentials section. It has well-bucketed information and proper navigation, giving user’s confidence while searching for information about Odisha Tourism. The digital transformation will not end here. In coming future, we want to make it as one of the best travel websites with crowd sourced information about travel agents, deals, packages, virtual tours and custom itinerary planner.

Foreign Language Training Programme 90 persons of Travel, Tourism and Hospitality trade professionals will be trained on Tourism orientation and Foreign language in German, Russian and Chinese to handle the influx of foreign visitors to Odisha. Indian Institute of Tourism & Travel Management (IITTM), Bhubaneswar was entrusted to conduct the said training programme

Training programme for Tour Guides

180 persons will be trained as Tour Guides to handle the foreign and domestic tourists visiting different attractions by providing valuable information on the tourists products of the State and socio-cultural life of the community. Out of which 60 youths have been trained as tour guides. Indian Institute of Tourism & Travel Management (IITTM), Bhubaneswar was entrusted to conduct the said training programme.

Eco-Tourist Guide Training Programme

Under Odisha State Youth Policy, 2013, 34 persons have been trained as Eco-Tourist Guide for escorting & guiding to the tourists. It is also facilitating gainful employment to the unemployed local youths. Indian Institute of Tourism & Travel Management (IITTM), Bhubaneswar was entrusted to conduct the said training programme.

Orientation training programme for Tourist Police Personnel

To strengthen Odisha’s image as amongst the safest destinations for tourists in India, the Department has taken steps towards upgrading Tourist Police infrastructure, access and responsiveness through rebranding, information dissemination, staff training and sensitization. 72 Tourist Police Personnel have undertaken orientation training programme by Indian Institute of Tourism & Travel Management (IITTM), Bhubaneswar for operationalisation of Tourist Police Cell at 8 designated sites in Odisha i.e. Puri Sea Beach, Satapada, Chandrabhaga, Nandankanan, Dhauli, Shree Lingaraj Temple, Gopalpur & Chandipur.

 

Refresher Course for existing trained State Level Guide

46 existing trained State Level Guides were imparted refresher courses who were due for renewal of the Guide License.

Safety and Security of Tourists & Beach Cleaning

  1. Safe, secure & hassle free movement of tourists within Odisha is the top most priority of the Department of Tourism. Puri being the hub of tourist movement, the State Govt. has taken the following measures,-
  1. 100 Life Guards have been deployed along the Sea Beach, Puri by the Home Dept. The Life Guards are controlled by SP, Puri and monitored by Odisha Fire Service Dept. to prevent drowning death and to protect lives of tourists at Sea Beach, Puri from Digabarini to Swargadwara (Chaitanya Chowk). Expenditure towards deployment of Life Guards is being borne by Home Dept.
  2. 10 Life Guards Associations of Puri Sea Beach front comprising 266 private Life Guards of Nolia community have been deployed in Sea Beach, Puri to safeguard tourists. They have been imparted rescue and life saving training and hospitality training by Tourism Dept through Indian Red Cross Society.
  1. For better identification of these Life Guards, Tourism Department has provided them with uniforms in adherence to the international code i.e. yellow and red color T-shirts
  2. Tourism Dept. frequently organizes awareness campaigns on the beaches for safe sea bath to check drowning deaths and encourage clean beaches.
  3. 33(Thirty Three) Beach Instructions issued by Department of Tourism, District Administration, Puri and Beach Development Committee, Puri in English and Odia language have been installed along Sea Beach front in Puri at different locations for tourist awareness. Tourists are advised to take the help of Life Guards during sea bath and not to venture into the sea while intoxicated.
  4. Patrolling Tourist Police have been introduced in Puri-Konark and Puri-Satapada routes. Four Tourist Police patrolling vehicles have been engaged for this purpose. Expenditure towards engagement of police patrolling vehicles is borne by Tourism Department.
  5. Home Dept. has created Tourist Police Cells at eight Police Stations in the state viz. Sea Beach Police Station(Puri), Brahmagiri Police Station (Satapada), Konark Police Station (Chandrabhaga) in Puri Police District, Nandankanan Police Station (Nandankanan), Dhauli Police Station (Dhauli), Shree Lingaraj Police Station (Shree Lingaraj Temple) in UPD, Bhubaneswar, Gopalpur Police Station(Gopalpur) in Berhampur Police District, Chandipur Police Station (Chandipur) in Balasore Police District vide letter no.17521(M)/D&A dtd. 29.05.2015, 72 posts have been created in different categories like SA-8, ASI-8, Havildar-8 and Constable-48. All Tourist Police Cells have been operationalised.
  6. 50 Life Guards (Nolias) of Gopalpur Sea Beach have been covered with Insurance of Rs.1.00 lakh each with United Insurance Co. Ltd.
  7. In view of tourists visit to Particularly Vulnerable Tribal Groups (PVTG) areas, an advisory for visit of international tourists to PVTG areas has been issued and implemented.
  8. A Tourist Emergency Fund of Rs.1 (One) Crore has been created to provide financial assistance to tourists during disaster situations.
  9. 04 nos. of All Terrain Vehicles (ATV) has been provided for police patrolling on Sea Beach, Puri in order to look after the safety and security of the tourists visiting the sea beach

ADVISORY TO ALL TOURIWST GUIDES IN ODISHA ENGAGED IN GUIDING AND VALUE ADDED INTERACTION WITH TOURISTS/ VISITORS

INCREDIBLE INDIA TOURIST FACILITATOR CERTFICATE PROGRAMME (IITFCP).

The registration in the programme would have following advantages.

 

ODISHA WATER SPORTS GUIDELINES

  1. Objectives These guidelines will be known as ‘Odisha Water Sports guidelines 2017’ dealing with the regulation of recreational water sports activity in the state of Odisha. It will be applicable to the coast of Odisha up to 12 nautical miles from the coastline, and water bodies within the state; for undertaking water sports activities on, above and below the surface of water. These will be the sole and exclusive set of guidelines for regulation of water sport activity in the state of Odisha and in case of any conflict or ambiguity in relation to regulations issue by other departments, then as far as purely recreational and non transport water sports activities are concerned, these guidelines will prevail. This will come into effect from the date of its publication in official gazette.

The following activities are covered under the scope of Water Sports. (The list may be amended from time to time by Govt)

 Motorised and Towed activities:

  1. Motorised activities:
    a) A motorboat, speedboat, or powerboat is a boat which is powered by an engine, including those motorboats fitted with inboard engines, those having an outboard motor installed on the rear, containing the internal combustion engine, the gearbox and the propeller in one portable unit. Boating using these types of boats such as power boats/Fibre reinforced plastic boats/ barges/hovercrafts/including Glass Bottom boats, and other boats of 4 similar type; from jetty or ramp or beaches where embarkation and disembarkation of passengers can be carried out safely.
    b) Jet ski: is a small jet-propelled vehicle which skims across the surface of water and is rode in a similar way to a motorcycle.

     2.Towed activities:               

  1. a) Banana Rides & similar rides: A banana boat (or water sled), is an unpowered, inflatable recreational boat meant for towing. Different models usually accommodate three to ten riders sitting on a larger, main tube and resting their feet on two laterally flanking tubes which stabilize the boat. The main tube is banana-shaped. There are variants of such rides which involve a floating objects towed and pulled by a powered boats. For the purpose of these guidelines these will be treated as Banana rides.
  2. b) Parasailing: also known as para-scending or para-kiting, is a recreational kiting activity where a person is towed behind a vehicle (usually a boat) while attached to a specially designed canopy wing like a parachute, known as a parasail wing The activity shall be allowed subject to fulfilment of conditions stipulated in the guidelines for parasailing given in Annexure 1.
  3. c) Water skiing & fun rides – Using power boat and Jet-ski. After moving at least 100 m straight into the sea beyond bathing, swimming and snorkeling zones.
