Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i) ]

1. Aim and Objectives of the Organization:

To provide regular employment to the weavers of Cuttack (excepting Athagarh & Banki Sub- division), Jagatsinghpur, Jajpur & Kendrapara Dist. by ensuring supply of required quality raw materials, arranging supply of improved looms & accessories, to promote the sales of Handloom cloth produced by the weavers, introducing new designs and motivate the weavers for product diversification for better wage earning overall facilitating for better livelihood of weavers.

2. Mission/ Vision:

As per present scenario, the conversion charges in Handloom sector is comparatively inadequate as compared to that of a daily wage labour working in other sector. Due to this reason the younger generations of this community are expressing their reluctance to adopt this profession for their lively hood.

In order to motivate the younger generation to this field, no. of developmental projects are under taken by the Govt. Research & Development works at different level have been initiated for development of Handlooms. Necessary steps are being taken for capacity building of young weavers by deputing them on exposure visit to different developed handloom clusters so as to enable them to produce diversified clothes on market demand i.e. exportable varieties. The weavers engaged in pre & post loom activities will be trained and massive training programmes will be taken up for producing marketable products as per demand by way of value addition and diversification. In case of made up, the weavers will be provided with stitching machine etc. for the purpose. It is proposed that after successful implementation of all the developmental projects, the younger generation will adopt this profession and the earning capacity of the weavers shall be increased to 20% higher to present wage earning.

3. Brief History and Background for its Establishment:

This Cuttack Textiles Zone established during the year 1954-55 (21.03.55) covering undivided Cutack Dist with Dhenkanal, Subsequently  Dhenkanal & Athagarh (Athagarh & Banki sub Div.) have been  separated since 1980-81 for close & better supervision.

4. Allocation of Business:

Employment to the weavers, Production & sale of handloom Cloth.

5. Duties to be performed to achieve the Mission:

To provide regular employment to the weavers by making backward & forward linkage.

7. Details of Services Rendered:

Provided training, improved looms & accessories, work shed-cum-housing, exposure visit to other developed clusters for product diversification etc.

8. Citizens Interaction:

The Deputy Director and field staffs are regularly visiting WCS/ SHG, weaver villages to interact with the weavers for proper implementation of schemes.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. What is the procedure followed to take a decision for various matters? (A reference to secretariat Manual and Rule of Business Manual and other Rules/ Regulations etc. can be made)

Dy. Director of Textiles, Cuttack convenes the meeting of society representative and staffs and take suggestion/ opinions before taking the final decision on the issue of various matters basing on the guidelines communicated by the Govt.

2. What are the documented procedures/ laid down procedure/ Defined criteria/ rules to arrive at a particular decision for important matter? What are different levels through which a decision process moves?

Dy. Director of Textiles, Cuttack seeks the proposals from the society level & then makes the action plan through the concerned field staffs before arriving at a particular decision in important matter and then takes the final decision basing on Govt. guidelines.

3. What are the arrangements to communicate the decision to the Public?

All the decisions are communicated to the public through the societies & field staffs.

4. Who are the officers at various levels whose opinions are sought for the process of decision making?

Norms for Discharge of Functions

[Section-4 (1) (b) (iv)]

Details of norms and standards set out can be given in respect of various activities. Some of the norms are indicated below as an illustration: 

1. Criteria for selection of beneficiary for work shed Assistance:

a. He/ She must be a regular working weaver having income at least 50% from weaving.
b. He/ She should have land (Minimum 180 sqr ft) for construction in his/ her name.
c. He should not possess RC house for work shed & should not have availed similar Govt. assistance within last 10 years.
d. He/ She should be able to bear own contribution for the completion of construction of work shed after availing the Govt. assistance.

2. i. Criteria for enrollment in MGBBY Scheme:

a. He/ She must be a regular weaver by profession.
b. Age limit for enrollment within 18 yrs. to 59 yrs.
c. should contribute individual premium@Rs.80/- per annum.

ii. Benefits

a. In normal/natural death, Rs.60,000/- will be provided to the nominee.
b. Accidental death-Rs.1,50,000/-
c. Partial damage/ loss of one limb-Rs.75,000/-
d. 2 children to be provided @ Rs.1200/- per annum as S.S.Y. from 9th to 12th standard.

3. i.  Criteria for enrollment under HIS:

a. He/ She must be a regular weaver by profession.
b. Age limit for enrollment within 1yr. to 80 yrs.
c. should contribute individual premium @Rs.50/- per annum.

ii. Benefit:

a. The weaver's spouse & two dependent children are covered under the scheme.
b. Medical expenses up to Rs.15000/- will be reimbursement depending on the diseases per annum and at a time up to Rs.7,500/-.
c. The family (covered under the scheme) will be avail OPD facilities.

4. Criteria for selection of beneficiary for looms & accessories:

a. He/ She must be a regular working weaver having income at least 50% from weaving.
b. He should not have availed similar Govt. assistance within last 3 years.
c. He/ She should be willing to bear own contribution of 10% of unit cost.
