Particulars of Organization, Functions & Duties

1. Objectives/ Purpose of the Public Authority:
The aim and objectives of the organization is to inspect the D.G. and T.G. installations up to 1000 KVA and enforcement of safety provisions under IE Rules. Collection of Inspection fees & Electricity duty on self generation for consumption and sale of Electric energy from Commercial consumers and industries are its main activity. Also, this organization undertakes survey, investigation and preparation of detailed project report for Small, Mini and Micro hydel projects as per direction of Government. Its territorial jurisdiction covers the whole of WESCO zone.
2. Mission/ Vision Statement of the Pubic Authority:
a. Effective measures for inspection of Diesel Generators and Turbine Generators up to 1000 KVA of Commercial and industrial consumers.
b. Inspection of Substations and Overhead Lines under Govt. scheme like RGGVY, BGJY and R.E. works on requisition from the executing agencies.
c. Implementation of safety Rules & precaution thereof.
d. Survey, investigation and preparation of detailed project report for Small, Mini and Micro hydel projects.
3. Brief History of the Public Authority and Context to its Formation:
The Executive Engineer (Projects)-Cum-Deputy Electrical Inspector (Generation), Burla is appointed by the Govt. under section 162 of Electricity Act. To carry out Initial/ Annual/ Periodical inspection of Diesel Generators and Turbine Generators up to 1000 KVA of Commercial and industrial consumers under the territorial jurisdiction of WESCO zone consisting of nine western districts of Odisha i.e., Sundargarh, Jharsuguda, Sambalpur, Deogarh, Bargarh, Subarnapur, Bolangir, Kalahandi and Nuapara. Also it undertakes Survey & Investigation of Small, Mini & Micro hydel projects as per direction of Government. It is under the administrative control of Superintendent Engineer (Projects)-Cum- Electrical Inspector (Generation), Circle No-II, Jeypore. The other context of its formation is to collect Electricity Duty on self generation for consumption & sale of Electric energy from Commercial and industrial consumers, Electrical accident enquiry in the D.G./ T.G. sets up to 1000 KVA. etc.
4. Main Activities/ Functions of the Public Authority:
The main activities of the public authority were:
i. Inspection of the D.G./T.G.sets up to 1000 KVA.
ii. Inspection of Substations and Overhead Lines under Govt. schemes like RGGVY, BGJY and R.E.works on requisition from the executing agencies.
iii . To assist Superintendent Engineer (Projects)-Cum- Electrical Inspector (Generation), Circle No-II, Jeypore and Chief Engineer (Projects)-Cum- Chief Electrical Inspector (Generation), Odisha, Bhubaneswar on inspection of electrical installations of D.G./T.G.on their requirement.
iv. Monitoring and collection of Electricity duty and inspection fees from Commercial and industrial consumers up to 1000 KVA.
v. To Conduct fatal and non-fatal electrical accidents in D.G./T.G. sets and submission of enquiry reports to S.E.(P)-Cum-E.E(Gen),Circle No-II,Jeypore and C.E(Projects)-Cum-C.E.I(Generation) Odisha, Bhubaneswar.
vi. Checking and approval of drawings of electrical installations in D.G./T.G.sets with reference to the statutory provisions of IE Rules.
vii. Survey and investigation of Small, Mini & Micro hydel projects.

The Jr. Clerks are responsible for effective management of the office establishment and accounts and the other employees assist for smooth functioning of the office. 1. With Relation to Collection of Taxes:
Name and Description of Tax.
a. Inspection fees under the head of accounts "0043 Taxes and duties on Electricity fees (102) under I.E.R., 1956".
b. Electricity Duty under the head of accounts "0043 Taxes and duties on electricity fees (101) under I.E.R., 1956".
2. Purpose of Tax Collection:
Inspection fees is collected against service of Electrical Inspectors in checking the safety aspect of electrical works and Electricity Duty is collected as a govt. revenue for consumption and sale of electricity on self generation. Procedure and criteria for determination of tariff have been published by Department Of Energy vide Notification no. 13 dated 28.12.2001, Electricity Duty Act-1961 and further amendments from time to time.
3. Details of public services provided by the public Authority.
a. Approval of drawings of all electrical installations.
b. Inspection of electrical installations and issue of inspection report and safety certificates.
