O/o the Joint Director, Consolidation, Range-III is located at Cuttack, Odisha.

This office comes under the Department of Revenue & Disaster Management, Govt. of Odisha.

The main functions of this institution is to for improvement of agriculture productivity application of modern agricultural implements, consolidation programme was taken up with the objective of preparing and updating land records and maps, consolidating the scattered fragments and to prevent further fragmentation of lands under this range.

1. Name and Address of the Office:

2. Particulars of Organization, Function and Duties:

i) This Range started functioning since 24.1.1979 named as Dy. Director CH. Range-IV fixing its headquarters at Cuttack with its territorial jurisdiction confined with the area of Tangi, Choudwar, Cuttack Sadur & Niali. This range has been named as D.D.CH. Range-III, Cuttack w.e.f. 26.12.1989. This range is now functioning in a Government building at Major Settlement Office, Zobra, Cuttack.

This Present position of Officers and camps under this range is as follows:

ii) Function and Duties:

For improvement of agriculture productivity application of modern agricultural implements, consolidation programme was taken up with the objective of preparing and updating land records and maps, consolidating the scattered fragments and to prevent further fragmentation of lands under this range.

As per the provisions of clause (1) of Section 2 the Joint Director has been appointed by the State Govt. to discharge the function of Director under Section 6,12,20,21,44,45 and 55 (3) of the consolidation Act.


The Joint Director has different functions as laid down under Odisha consolidation of Holdings and prevention fragmentation of land Act, 1972 and Consolidation Manual Vol. I II and III.

a. To inspect Circle offices and camps under his control including annual inspection.
b.
Joint Director has been provided the statutory powers to issue notification constitution units and initiating preparation of maps and land register in respect of each unit u/s 6(1). He is the appellate authority of Additional Sub-Collector. Asst.consolidation Officers u/s 12 and rule 20 against orders to Additional Sub Collector. He shall confirm the provisional consolidation scheme u/s 20 of the Act. He has been provided powers of Civil Court to exercise u/s 44 of the Act. He is also appellate authority against hearing of penalty for destruction, damage or removal of survey marks u/s 55(3) of the Act.
c.
To review the progress of the Consolidation Scheme.
d.
To review monthly disposal of cases by Addl. Sub-Collector and Asst. Consolidation Officers.
e.
To sanction pension, gratuity and death-cum-retirement benefit of his employees as appointing authority to them as per C.C.A (Pension) Rules 1992.
f.
To furnish C.C.Rs of consolidation Officers as reporting Officer.
g.
To sanction increments, leave, advance of G.P.F. As per provision of Act and Rules.

iii. Asst. Consolidation Officer:

A Person notified as A.C.O. u/s 2(c) of the Odisha Consolidation of Holdings and Prevention Fragmentation of Land Act 1972 by the consolidation commissioner to exercise the powers and perform the duties of as A.C.O. Under O.C.H. & P.F.L. Act 1972 and the rule made their under. The A.C.O. is a field Officer and implements the Scheme by holding Camps. Besides, one A.C.O.is holding duty posts at Range Officer as A.C.O. (Hqrs) and A.C.O. (Tech). The A.C.O. (Hqrs) is the in charge officer of Accounts, Establishment, Job-Contract Establishment Store, Technical Section. The Joint Director has delegated financial power to A.C.O. (Hqrs) as delegated Drawing Disbursing officer as per S.R. 102 of O.T.C. Vol. II.

The A.C.O.s has been provided the following statutory of power and functions.

a. To Prepare map, L.R., determination for valuation and share to joint holding u/s 6(1) of the Act.
b.
Partition of joint holdings u/s 7(1) of the Act.
c.
Preparation of statement of principles u/s 8(1) of the Act.
d.
Publication of L.R. & Map u/s 9(1) of the Act.
e.
Disposal of cases u/s 10 (1) of the Act on consolidation and cases u/s 15(1) of the Act.
f.
Publication of records and maps u/s 13(1) of the Act.
g.
Preparation of P.C.S. u/s 17 of the Act.
h.
Publication of P.C.S. Maps and records u/s 18(1) of the Act.
i.
Publish the confirmed P.C.S. Records and maps u/s 21(1) of the Act.
j.
Publication of final map sand records u/s 22(2) of the Act.
k.
Demarcation of chaka u/r 28 of the Act.

     Besides, the Asst. Consolidation officer has executive function to manage the Camps and field staff.
