O/o. the Sub Collector Office, Patnagarh, Balangir is located at, Patnagarh, Balangir, Odisha.

This office comes under the Department of Revenue & Disaster Management, Govt. of Odisha.

The main function of this institution is to The major concern of the Sub-Divisional Office is to coordinate revenue administration between the Tahasil level and District Revenue Administration and to monitor collection of Land Revenue Administration and to monitor collection of Land Revenue and Water Rate etc.

Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1. Aim and Objectives of the Organization:

i) The major concern of the Sub-Divisional Office is to coordinate revenue administration between the Tahasil level and District Revenue Administration and to monitor collection of Land Revenue Administration and to monitor collection of Land Revenue and Water Rate etc.
ii)
The role of the Sub Divisional office is to ensure Public peace tranquillity and maintenance of law and order.

iii)
Welfare programme such as welfare of women, children, their health and education, old and disabled persons, Social Welfare, Scholarship to college going S.C./S.T. Students are undertaken by the sub-divisional Administration.

iv)
This office has an important role to play in distribution of P.D.S. Commodities to eligible consumers through retail P.D.S. Centres.

v)
This office mobilises small savings among all categories of people in the society to strengthen the economy of the state and growth of financial standard of general public.

vi)
This office is responsible for play an important role in administration of relief and rehabilitation of affected persons during natural calamities like flood, cyclone, drought etc. It also supervises administration of ex-gratia relief in case of death due to lightening, sunstroke and cyclone etc

vii)
This office also preparation and revision of the Electrical Roll of Voters of assembly constituencies & ensures General Election to A/C.

viii)
This office looks after the proper functioning of G.P.s timely auction of properties of the Gram Panchayat and Cases of no confidence motion against the Sarapanchas.

2. Mission/ Vision:

To streamline the Revenue Administration of the Sub Division, to uplift the weaker section of the society, to maintain law and order in the society and to render better services for the welfare of the public.

3. Brief History and background for its establishment:

Since abolition of  Patna-state the office of the SDO came into existence, afterwards the name is changed to Sub-Collector's Office.

5. Allocation of business:

The Sub-Collector office is entrusted with the work of Administration, maintenance of Law and order in the entire area of the Sub-Division.This office gears up the process of collection of Revenue through Tahsildars and their staffs. As it is the office of Executive Officer of Devottar Department, management & maintenance of temples at Patnagarh (Baldev Jiu, Pataneswari and Samaleswari, Harishnakar), finding out the various way of source of income  and observation of functions like Car Festival at Patagarh, Mandal , Harishankar and Nrusingha Chaturdasi Mahotsaba at Harishankar comes under the purview of this office. Besides, this office has an important role in the sanction of financial Assistance to old, destitute, widow etc as per provision of Govt., Red Cross, relief due to unnatural rain, drought, accident etc as per Odisha Relief Code. This office also monitor Public Distribution System (PDS) through Asst. Civil Supply Officer (ACSO), Marketing Inspectors (MI) at Block Level. As per the power conferred in the Odisha Land Reform Act (OLR Act), Sub-Collector looks after the interest of the SC/ST person and checks the transfer of their land to other caste persons. Conducting free and fair General Election both for State Assembly and Parliament and as Electoral Returning Officer (ERO) updation of Electoral Roll.

6. Duties to be performed to achieve the Mission:

Distribution of work among the staff, reshuffling of duty entrusted are done from time to time for smooth management of office and to achieve the Mission.

7. Detail of service rendered:

Sanciton of Old Age Pension (OAP)/Widow Pension (WP)/Odisha Disability Pension (ODP)/ National Family Benefit Scheme (NFBS). Institution of cases U/S 23, 23(A) and 22 of OLR Act. Institution and disposal of various preventive section of Cr. PC like section 97, 98,107,109,110,133,144 and 145.

8. Citizen interaction:

This office is discharging it duties by observing the relevant rules and regulations keeping in view of the wants of Citizens by giving proper manner and behaviour to them.

Public interaction is made in this office for various matter. Redressal of public grievances, submission of memorandum demanding certain claims from Govt etc. are out of them.

Sub-Collector attends to the grievances of public in every Saturday except 4th on which the Collector, Bolangir camps here for citizen Grievance.

Norms for Discharge of Functions

All the norms and working procedure provided in the Odisha Record Manual (O.R.M.) are being followed. For the criminal case norm set by Code of Criminal Procedure (Cr. PC.) for Certificate cases norm set by Odisha Public Demand Recovery Act (OPDR Act), for Under valuation cases norm set by Registration Act(47(b),for granting of lease of govt. land norm set by OGLS Rules 1962 and for The rest of the work for which no such norms are provided are also given equal importance for disposal.
