Introduction

O/o the Secretary Zilla Sainik Board is located at Sambalpur.

This office comes under the Department of Home, Govt. of Odisha.

The main function is to implement the Government policies for the welfare of Ex-servicemen (ESM) and their families/ dependents.

Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1. Objective/ Purpose of the Public Authority:

To implement the Government policies for the welfare of Ex-servicemen (ESM) and their families/ dependents.

2. Mission/ Vision:

i) Responsible for resettlement and welfare of ex-servicemen, their widows, dependents and the disabled personnel.
ii)
Various resettlement and welfare schemes/activities or the Directorate General of resettlements are implemented through Kendriya Sainik Board and subsequently through Rajya Sainik Board and Zilla Sainik Board.
iii)
To look after welfare of ex-servicemen by:
a) Re-employment
b)
Self-employment
c)
Welfare

3. Brief History & Background of the Establishment:

 Zilla Sainik Board, Sambalpur was raised on 15.04.1984 with its headquarters located at Sambalpur. Seven Districts of Western Odisha i.e. Sambalpur, Bargarh, Jharsuguda, Deogarh, Balangir, Subarnapur and Sundargarh were placed under the Jurisdiction of Zilla Sainik Board to extend welfare activities to Ex-servicemen and their dependents. Zilla Sainik Board has been placed under the administrative control of the District Collector, Sambalpur. Who is also the President of the Board. However, for technical functioning, it comes under direct control of Rajva Sainik Board, Odisha.

4. Duties of the Public Authority:

Duties of the Secretary Zilla Sainik Board, Sambalpur and his staff have been given at Section 4(1)(b)(ii) in manual-2.

5. Main Activities/ Functions of the Public Authority:

i)  Registration of ex-servicemen for re-employment.
ii)
Allotment of one standard acre of land to ESM after retirement.
iii)
Sponsor for re-employment of ESM.
iv)
Liaise with various Govt./ Pvt. agencies for re-employment of ESM.
v)
Issue of Identity Card to ERSM/ widows.
vi)
Advise/counselling ESM on the problems faced by them.
vii)
Listen to grievances of ESM and take necessary action accordingly.
viii)
Action taken for release of family pension.
ix)
Help in solving domestic/ neighbour related problems.
x)
Recommend for grant of enhanced pension to ESM/widows/ dependents.
xi)
Rehabilitation of disabled ESM.
xii)
Do miscellaneous/ other welfare for ESM.
xiii)
Financial assistance to non-pensioner widows/ ESM from KSB/ RSB who is in distress.

7. Expectation of the Public Authority from the Public for enhancing its Effectiveness and Efficiency:

a) Timely report to this office.

Bring out their grievances to the notice of this office for our necessary action.

Timely renewal of registration for re-employment.

Co-operation of all ex-servicemen/ widows.

Furnish timely and correct information such as death, re-marriage, daughter's marriage, non-adjustment of pension, re-employment, birth of children, legal heir certificate, affected by the natural calamities etc.
h)
Visit to this office time to time and update themselves with the welfare activities being undertaken by this Office.
