Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Objectives/ Purpose of the Public Authority:

     The aim and objective of the Panchayat Samiti is to make all round Development of the Block as a whole and promote substantial development in every walk of public life.

2. Mission & Vision:

     Up-liftment in all aspect of rural people of the Panchayat Samiti providing basic amenities is the main vision of Block. To provide basic amenities and livelihood the following measures under different spheres are being taken-up by this Panchayat Samiti as per the Govt. Rule.

3. Brief History of public authority & context of it's formation:

     Telkoi  Panchayat Samiti is situated at a distance of 65 K.Ms from District Headquarter, Kendujhar. This Panchayat Samiti started functioning w.e.f., 01.10.1959. The Geographical area of this Samiti is 59.202Hect (1135.54 Sq km), covering 25 GPs and 196 Revenue villages, total population of this Block is 117647 as per 2001 census. Out of which 65041 are Schedule Tribe & 8274 are Schedule Caste.

4. Duties of Public Authority:

i) Preparation of Annual Action Plan, Five year prospective plan and Execution of various development works.
ii)
Selection of OAP/ODP/NOAP Beneficiaries and distributions of pension.
iii)
Selection of beneficiaries for different Anti-Poverty Programme through Palli-Sabha & Grama Sabha & to finance them under different scheme like S.G.S.Y, ITDA & STSC, FCC etc.
iv)
Functioning of SHG and their participation in different programme.
v)
Sanction of Gratuitous relief
vi)
Supply of drinking water
vii)
Distribution of essential commodities through Gram Panchayat & Self Help Group.

5. Main Activities and Function of the Public Authority:

i) Supervision of various development works.
ii)
Supervision and implementation of various Govt. Scheme, i.e., Public Distribution System, Social Security, Development of ST & SC, Pisci-culture, Finance under Anti-Poverty Programme.

6. List of Services being provided by the Public Authority:

i) Gratuitous Relief.
ii)
Up-liftment of BPL Families through Bank Finance.
iii)
Provide I.A.Y/ MO-Kudia Houses.
iv)
Provide pension under Social Security Scheme.

7. Expectation of Public Authority from the Public for enhancing its effectiveness and efficiency:

Good behavior and Co-Operation is expected

8. Arrangements and Methods made for seeking Public Participation/Contribution:

     There is regular interactive between Public Authority and Citizen in order to know the Rule of Organization and it's Aim & Objectives.

9. Mechanism available for Monitoring the Service Delivery and Public Grievance Resolution:

     Soon after receive of the Grievance from any quarter, such petition is entered in Grievance Register duly opened and maintained. If filed enquiry necessary enquiry is made either Block Level Extension officer or Panchayat Executive Officer of GP. Grievance of Public is heard on every Saturday at Block Head Quarter and GP head quarters.
