Introduction

1.  Background of the Handbook:

The hand book on RTI Act 2005 of the Panchayat Samiti contain all information regarding the organization structure of the Panchayat Samiti. The authorities duties and responsibilities of the executives at various stage of this organization. It also produce broad area on different rules, regulation instruction, manuals and records held by different authorities/ employees of the Samiti for discharging their respective functions. It acknowledge the provision for participation of public representative and different commities for formulating policies of the Samiti and implementing the same. For suitable implementation of the Act the Name & Designation of the Asst. P1O, PIO and departmental affiliated authorities have been categorized in the hand book and the procedure for obtaining information of this organization has also been indicated in the hand book. Every citizen can exercise his right to know other useful information from this hand book.

2. Objective/ Purpose:

The objective of the hand book is to provide for safe ting out the practical regime of right to information for citizen to secure access to information on all matter of this Samiti in order to promote transparency and accountability tn the working of every executive and employee of this Samiti.

3.  Intended User:

Even, citizen in this Samiti intended to obtain information on Organization policy and working of different schemes/ projects can obtain the information of this Samiti. The Asst. PIO, PIO affiliated authority are also intended users of this hand book.

4. Organization of the Hand book:

The information contain in the Hand book are organized and assembled from all section of activities of the Panchayat Samiti. They have been systematically arranged in the hand book.

5. Definition:

The various terms typical in which nature used in this hand book are assembled and their definition are as follows:

a. Act - means the right to information Act, 2005.

. BPL card- means a card issued to any citizen who is below the poverty line.
c.
Fee- means amount payble by the applicant for obtaining any information under the provision of Sub Section (1) of section 6 and sub-sections (1) and (5) of section 7 excluding the cost of providing information.

. Form - means a form appended to these rules.
e.
Identity- means an evidence to show the citizenry like an electoral photo identical, a passport or any other document which can satisfy the authority about the citizenship of the person.
f.
Public information officer means the public information officer designated in the Panchayat Samiti.
g.
State Government - means the government of Odisha.

7. Procedure and fee Structure:

A person who desires to obtain any infonnation under this Act shall make a request in writing or tlirough electronic means accompanied with prescribed fee to the designated PIO or Asst. PIO of this Samiti.

Provided application fee shall not be payable in case of a person whose name appears in the BPL list of the Samiti who is to produce BPL card. The prescribed fee structure is as follows:

Particulars of Organization, Functions and Duties

[Section-4(1) (b) (i)]

1. To implement Govt. sponsored schemes and programmes, infrastructural development in the operational jurisdiction for socio economic development of the people.

2. Development of the area, service to poor and distress with due benevolence within the frame work of Govt. Orders, Guidelines with a democratic approach spreading over the Geographical area of the organization.

3. The Odisha  Panchayat Samiti Act 1959. which came in to force from 15th February 1960, established Panchayat Samiti and accordingly this office started with effect from 02-01-1962 in Pre Extension stage. Then it com converted to Post stage on 01-10-1973  and declared as EAS Block on 15-11-1996.

4. To render services for development of the area as well as the targeted mass as specified by the Govt. Time to time and successful implementation of Govt. Schemes.

5. To monitor the schemes, programmes operated through Panchayat Samiti. Eradicate the bottle neck as and when arises RedressaJ of Public grievances corresponding to the work assigned by the Govt.

6. a) Conducting of election of PRI bodies. Rendering services in other election work as desired by the Govt. From time to time Preparation of voter list and other election related works. Supervision of work and business of the Gram Panchayat Action of the GP properties.
b)
Preparation of annual action plan for the developmental works as per Govt. guidelines. Selection of beneficiaries for beneficiary oriented  scheme as per govt. guidelines. Opening of case records etc. Preparation of plan and estimate including technical sanction Administrative approval. Selection of VLL for execution of works Issue of work orders. Giving of layouts. Execution and supervision of work. Preparation of bill and payment.
c)
Formation, supervision and guidance to the SHGs for their smooth functioning And ascending development To undertake gradation work with other line department for their inclusion into the scope of beneficial manifold of SGSY Programme. Arrangements of revolving funds to developing SHGs. Arrangement of SGSY subsidy linked finance through banks to the SHGs and passed grade II through a selection committee comprising of Block, ICDS and Banks to develop their economic activities, to derive a monthly income of Rs. 2000/- p.m. per Swarojagari after three years of grounding of assets. Arrangement of training to the members of the SHGs so assisted to develop their schemes to manage and maintain the assets Supervision and monitoring of the SHG assisted under SGSY for fulfillment of moral philosophy behind the SGSY programmes and economical goal.
d)
Inspection and supervision of primary schools. Implementation of Mid-day meals Programme in primary schools. Implementation of EGS and Sarbasikhya Abhiyan Programme. Drawl of salary, sanction of leave annual increment and temporary GPF Advance of Primary school teachers.
e)
Selection of beneficiary under OAP/ODP and IGNMP, NOAP scheme and provide necessary assistance to them under Social Security Act. Assistance to NFBS beneficiaries. Receipts of application for registration of societies under Societies Registration Act, 1860.
f)
Visit and inspection of ST and  SC development schools.  Collection of application sanction and disbursement of pre-metric scholarship to SC and ST students regarding UP schools and High school. Disbursement of merit scholarship in High school. Detection and booking of OLR cases under section 23. Issue of Caste Certificates to SC and ST students for prematric scholarship. Collection loan applications, visit SC and ST SHG for OSFDC finance. Sanction and disbursem3nt of OSFQC loans. Collection of loan application under OSFDC micro finance and high cost finance.
g)
Supply of fish fnes to the fish farmers as per govt. prescribed rates. Collection of application, sanction and disbursement of FFDA loans. Training to the fish farmers. Technical guidance to the fish farmers. All round development of Pisces culture activities in block area.

All bill after returning from bank routed through cash section for payment. Cash section maintains different cashbooks on different schemes. All the payments are made through cheques deposit and payments are done in the cash section.

At Block level Panchayat Samiti Manual, G.P. Manual and Z.P. Manual adopted for development work for Panchayatraj Institutions. The work are being taken up as per guide line of the manuals and instructions given by District Office and P.R Deptt. from time to time. According all sections of the Block follow the guide line and instructions of respective departments.

2. What are the documented Procedures/ laid down Procedures/ Defined Criteria/ Rules to arrive at a particular decision for important matters? What are different levels through which a decision process moves?

As instructed and directed by Govt. as well as District Office from time to time.

SGSY aims at establishing a large no of micro enterprises in the rural areas, building upon the potential of the rural poor

The Sworojagaries may be individuals or groups (SHGs) Emphasis will be on group approach

The objective of SGSY is to bring assisted families above the poverty line

SGSY is conceived as a holistic programme of micro enterprises covering all aspects of self employment viz. organization of the rural poor into SHGs and their capacity building, planning of activity clusters, infrastructure build up, technology, credit and marketing

10 nos of key activities need to be identified for each block based on resources, occupational skills of the people and availability of markets.

SGSY will adopt a project approach for key activity

SGSY will focus on ground approach. This would involve organization of poor in to SHGs through process of social mobilization, their training and capacity building efforts would be made to form women groups

SGSY is a credit-cum-subsidy programme. However, credit will be the critical component in SGSY. Subsidy being only a miner and enabling element. SGSY envisages a greater involvement of Banks raging from preparation of projects to selection of individual Sworojagaries, pre credit and post credit activities including loan recovery

SGSY will seek to promote multiple credit rather than a onetime credit injection. The SHG will be encouraged for increasing their credit intake over the years.

SGSY will seek to lay emphasis on skill development through training courses.

SGSY will ensure up gradation of the technology in the identified activity clusters. The technology in the identified activity clusters. The technology intervention will seek to add value to the local recourses.

SGSY will provide for promotion of marketing of the goods produced by the SGSY Sworojagaries.

Subsidy under SGSY will be uniformed at 30% of the project cost, subject to a maximum of Rs. 7500/- In respect of SC/STs and Disabled, however, these will be 50% and Rs 10000/- respectively. For groupe Sworojagaries (SHGs) the subsidy would be at 50% of the cost of the scheme, or per capita subsidy of Rs.10000/- or Rs 1.25 Lakhs, Whichever is less. Subsidy will be back ended.

SGSY will focus on vulnerable groups SC/ST will accounts for at least 50%, women for 40%  and disabled for 3%

SGSY will implemented by the DRDAs through the Panchayat Samiti. The process of planning implementation and monitoring would integrate the banks and technical deptts, Official etc funds under SGSY is Shared by central and state govt. in the ration 75"

Social Security Scheme MBPY

Any person aged more than 60 years having no landed property or a few Landis destitute is eligible for old age pension widow irrespective of age with above land property are eligible

IGNOAP

Persons more than 65 years old having no body to support for maintaining his/her liable hood also eligible (BPL)

MBPY (ODP)

A disable person more than 5 years old which will be selected by the selection comity will be eligible at over 40%

NFBS

If main bread earner of BPL family dies within 18 to 65 years age eligible for getting benefits of 10 thousand under this scheme.

Prematric Scholarship

All the SC/ST students reading from class VI to X are eligible to get the scholarship as per SC/ST development department norm. The students remain in residential Sevashram department & Ashram School are eligible to get Scholarship as hosteller.

OSFDC Programme

The Scheme is operating for economic benefits of SC/ST people through bankable scheme to SC/ST SHG. SC/ST SHG can get the benefit of the scheme if they have full fill the norm and criteria fixed by GOVT. and availability of Subsidy

OLR ACT Under Section 23

In this Act SC/ST people can protect their immovable property rights. If there land have been illegally and forcibly possessed by general person who is not in their cast they can simply submit a application to WEO/Sub-Collector level for necessary action.

FFDA Programme

All intended farmers both BPL and APL, Educated unemployed youth are eligible.

The beneficiary should have clear record of right on the proposed project land.

Proposed project land should be technical feasible

Should not be defaulter in any bank

Having capacity to provide margin money and mortgage required by financing bank.

Procedure

Intended farmers interested for pisciculture will have to contact with FEO along with land particulars & Sketch map of proposed land after field visit. After visit examining, the feasibility loan application with connecting documents send to the ADF cum CEO FFDA for processing. After submitting user fees @ 0.5% of the project cost by the farmer to FFDA the Dist officer after scrutinizing sponsor to the banks.

MPLADS

Under this scheme each MP will have to choice to suggest to the head of the district works to the tune of Rs. 1 core per year which is subject to change from time to time to taken up in his/her constituency. Elected members of Rajya Sabha representing the whole of the State as they do, may select works for implementations in one or more district(s) as they may choose Nominated members of the Lok Sabha and Rajya Sabha may also select works for implementation in one or more district(s), anywhere in the country of their choice Engagement of private Contractors for execution of the work under MPLADS is prohibited

MLALADS

With a view to increasing the participation of local people and their representatives in the planning process. Which is one of the main objectives of decentralized planning? the concept of Members of Legislative assembly Local Area development Fund "MLA LAD FUND" has been introduced in the state of ORISSA since 1997-98 similar to that of MPLAD Fund introduced by Govt. of India in 1993. Under this scheme, funds to the tune of rs.5.00 lakh per constituency will be provided in the states plan budget every Year. Which may hange depending on the resources position and other commitments of the State. The MLA LAD Fund is intended to be utilized for small but essential projects/works based on the felt needs of the local public.

IAY

The objective of IndiraAwas Yojana is primarily to help construction of dwelling units by members of Scheduled Castes/Scheduled Tribes. Freed bonded laborers and also non-SC/ST rural pcor below the poverty line by providing them with grant-in-aid. The head of a BPL family or any adult member will apply to the Sarpanch/Executive Officer of the Gram Panchayat in duplicate for allotment of IAY house per the application format (Prescribed) The applicant will deposit Rs 10/- with Gram Panchayat for which a receipt will be given by the Sarapanch / Executive Officer of the G.P and the receipt number will be reflected in the application received from the applicants will be enquired into by a committee consisting of VAW/VLW and Executive Officer of the G>P, extension Officer of the adopting G.P. and J.E. of the area and the report of the committee will be reflected in part-II of the application format. The pallisabha/Gramasabha convened for selection of IAY Benificiaries for allotment of IAY house. After approval of the Pallisabha/Gramsabha, the final selection list will be published for seven days calling  for objections if any and then final list will be published for information of all by the BDO.

MDM Programme

The MDM is being provide to all primary school students from class one to class v. The daily ratio permeal is hundred gms of rice and 20 grm of Dal with contingent expenditure @30 paisa as supervision, 5 paisa per oil, 16 per vegetable, salt etc and 18 paisa for fuel and contingency charges. MDM is provided to students in all working days.

MPLADS:

The Prime Minister on the 23rd of December, 1993 announced the "Member of Parliament Local area Development Scheme"(MPLADS) in the Parliament. Under this scheme each MP will have to-choice to suggest to the head of the district works to the tune of Rs.1 Crore per year which is subject to change from time to lime, to be taken up in his/ her constituency. Elected members of Rajya Sabha representing the whole of the State as they do, may select works for implementation in one or more district (s) as they may choose. Nominated members of the Lok Sabha and Rajya Sabha may also select works for implementation in one or more district (s), anywhere in the country of their choice. Engagement of Private Contractors for execution of the work under MPLADS is prohibited.

MLALADS:

Objectives:

With a view to increasing the participation of local people and their representatives in the planning process, which is one of the main objectives of decentralized planning, the concept of Members of Legislative assembly Local Area development Fund "MPLD Fund" has been introduced in the state of Odisha since 1997-98 similar to that of MPLAD Fund introduced by Govt. of India in 1993. Under this scheme, funds to the tune of rs. 5.00 lakh per constituency will be provided in the stales plan budget every year, which may change depending on the resources position and other commitments of the State. "The MPLAD Fund" is intended to be utilized for small but essential projects/ works based on the felt needs of the local public.

IAY:

The objective of Indira Awas Yojana is primards to help construction of dwelling on members of Scheduled Caste/ Scheduled Tribes, freed bonded labourers and also non-rural poor below the poverty line by providing them with grant-in-aid. The head of a... family or any adult member will apply to the Sarapanmch/ Executive Officer of the Gram Panchayat in duplicate for allotments of LAY house per the application format (prescribed) applicant will depositRs. 10/- with Gram Panchayat for which a receipt will be given be Sarapanch/ Executive Officer of the G.P. and the receipt number will be reflected....appropriate column of the LAY Application register. The application received from the applicants will be enquired into by a committee consisting of VAW/VLW and Executive Officer of the G.P., extension Officer of the adopting G.P. and J.E. of the area and the report of the committee will be reflected in Part-II of the application format. The Pallisabha/ Gramsabha convened for selection of LAY beneficiaries will take into consideration the enquiry report of the Committee before final selection of any beneficiary for allotment of LAY house ... approval of the Pallisabha/ Gramsabha, the final selection list will be published for seven days calling for objections if any and then the final list will be published for information of all the BDO.

5. Koil: This is means for all family:

Each APL & BPL families are provided koil @ Rs. 13.01 per liter depending on distance. Subject to allotment/availably of stock.

APL family holding ration card is the eligibility criteria to get wheat.

Loan application booked in block level then the loan application with the survey report send to the Asst. Director of Fishery Angul for Plan Estimate. After receiving of user charges from the beneficiaries loan proposal will sponsor to the bank. Then according to the bank norms bank finance the loan phase wise. Availing loan beneficiary complete the project.
