Office of the Deputy Registrar of Co-operative Societies, Berhampur Division, Berhampur.

This office comes under the Department of Co-operation, Govt. of Odisha.

The main function of this mission is an independent self reliant Spontaneous and vibrant Cooperative movement concerned for the community in general and week in particular by inspiring mutual help and Coop. Values with honesty, Dignity, proactively, Responsiveness, Commitment and professonalisation for regeneration of sustained and planed economic growth and socio cultural upliftment of the people of Odisha.

Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aim and objectives of the organization:

To keep close watch on the functioning of 4 Circles under this Division and issue suitable instructions as a friend, philosopher and guide to strengthen the Cooperative movement in the State.

2. Mission/ Vision:

To supervise the work of 4 Circle namely, Berhampur, Chatrapur, Aska and Paralakhemundi and advise to the officials to fulfill the needs and of the members of different types of Cooperative Societies Act 1962 and to ensure instructions of the Directorate.

3. Brief History and Background of its Establishment:

This Division was established in the year 1960 as Deputy Registrar of Cooperative Societies, Southern Division in coincidence to the Revenue Divisional Commissioner, Southern Division. In the letter years, the Division divided and now confined to only Ganjam and Gajapati District, to ensure better and smooth functioning of the Circle Offices for the interest of the Societies as well as its members.

4. Organization Chart:

From its creation, the office is functioning in a rented house. Now the Office is also functioning in a rented house at Giri Road.

5. Allocation of Business:

To conduct annual inspection, annual stock verification of Societies, enquiry on grievance petition, etc and to take up hearing of cases filed under Section-68 of the O.C.S. Act. The Deputy Registrar of Coopeative Societies, Berhampur has also been declared as the registering Authority for registration of Cooperatives under the Odisha Self Help Cooperative Act.2001.

6. Duties to be performed to achieve the mission:

To supervise and guide the Circles functioning under the Division as per the guidelines issued by the Registrar of Cooperative Societies, Odisha and Govt. of Odisha and registration of newly organized central Societies and Self Help Cooperative in this Division.

7. Details of Service Rendered:

i. The Deputy Registrar of Cooperative Societies supervises the function of Circles, registration of Cooperative Societies & Self Help Cooperative, Inspection of Cooperatives, hearing of dispute cases, execution of E.P. cases and Act as the 1st Appellant authority under R.T.I. Act-2005 and also supervision f finance of ST, MT loans and implementation of Crop insurance scheme for benefit of the farmers.

ii. The SARCS posted in this office acts as group officer for executive side and also performs the duties as Public Information Officer for the Office.

9. Working hours both for Office and Public:

For Office and Public-10.00 A.M. to 5.00 P.M. excluding Sundays and Govt. Holidays.

10. Grievance Redressal Mechanism:

Prompt and timely action is taken for redressal of grievance petitions received from difference persons and forwarded by higher authorities.
