Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. The Aim and Objectives:
The College of Nursing, Berhampur is a pioneering Govt. College played a crucial role in the field of Nursing Education in the state of Odisha since 1983. The College is administratively controlled by the Director of Medical Education & Training, Odisha and Health and Family Welfare Deptt. Govt. of Odisha. Academically affiliated to Berhampur University, Bhanja-Bihar, Berhampur-760007 and recognised by The Indian Nursing Council, New-Delhi
2. Mission/Vision statement:
The College of Nursing believes that Nursing education is a process of growth directed towards the development of the student as a person, as a prospective member of the nursing profession & strive to establish professional autonomy in nursing education, practice & Research, Nursing education is a combination of theory and practice applied in a realistic environment with faculty guidance. It prepares nurses who are capable of providing quality-nursing care with a holistic approach regardless of social, ethnic, religious or political affiliation.
3. Brief History:
The College of Nursing, Berhampur started functioning from the year 1983 under U.K. Aid Project (ADP Phase-I) with the sole objective to provide comprehensive nursing educational programme based on sound, scientific health care information. The College have availed all the better opportunities from ADP (U.K.Aid Project) Phase I and II for educational feedback. It has produced a number nurses qualified in the field of Diploma in Public Health Nursing, Basic B. Sc Nursing , Post Basic. B. Sc Nursing & M. Sc Nursing. The College not only provides regular courses but also conducting different short term courses for updating the knowledge and skills of committed nurses in the state.
4. Duties of the Principal:
a) General Administration of the College.
b) Management of College Office, Examination and meetings.
c) Supervision of activities of students, teaching, and other employees besides all the curricular and co-curricular activities of the College.
d) Inspection of teaching-learning process.
e) Teaching
f) Co-ordination between College and University/ Health and Family Welfare Department of Govt/ Parents and general public.
g) Drawing and Disbursing Officer of the college account/funds
5. Organization Structure.
i) Secretary to Govt. of Odisha, Department of Health and Family Welfare.
ii) Director of Medical Education and Training, Odisha.
iii) Principal, College of Nursing, Berhampur.

i) Providing collegiate programme i.e B. Sc nursing (4 years course), Post Basic B.Sc. Nursing (2 years course) & Self- Financing M.Sc. Nursing (2 years course) as approved by the Govt. of Odisha.
ii) Providing refreshment/ short term courses sponsored by Govt. and non Govt. agencies on approved by the appropriate authority of Govt. of Odisha.
7) Expectation of the public authority from the public for enhancing its effectiveness and efficiency:

Ans: Odisha Govt. Service Manual, Treasury manual, OGFR, INC regulation and Berhampur University regulation.
2) What are the documented Procedures/ laid down Procedures/ Defined Criteria/ Rules to arrive at a particular decision for important matters? What are different levels through which a decision process moves?
Ans: Prepared files from this Office moves to DMET, Odisha/ (if required) Secretariat and vice versa.
3) What are the Arrangements to communicate the decision to the Public?
Ans: By post, By printing media.
4) Who are the Officers at various levels whose opinions are sought for the process of decision making?
Ans: Director of Medical Education and Training, Odisha, Bhubaneswar/Health & Family Welfare Deptt. Govt of odisha.
