Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (I)]
1) Aims and objectives of the organization:
To supply clean and cheap power.
2) Mission/ Vision:
(a) Vision:
To be a leading power supplier in the energy sector with due care and concern to the environment.
(b) Mission:
To generate hydro electric power from the water resources in the Hirakud Dam Resorvoir.
3) Brief history and background for its establishment:
After high floods of 1937, Er. M. Visveswaraya gave proposal for detail investigation for storage reservoirs in Mahanadi basin to tackle problem of flood in Mahanadi delta. The multi purpose Hirakud Dam project is the first stage of the plan of Dr. Ajodhya Nath Khosla, the then Governor of Odisha.
Hirakud Dam Project is a multipurpose scheme intended for flood control, irrigation and power generation. The dam is built across river Mahanadi at about 15 km upstream of Sambalpur town in the state of Odisha. This is one of the oldest hydel projects of India, being the first post-independence major multi purpose river valley project in the country. Pandit Jawaharlal Nehru laid the foundation stone in 1948. The dam is located at a distance of 6 km from national High way no. 6. The nearest railhead is Hirakud Railway Station which is at a distance of 8 km from the dam site.
The project provides 1,55,635 hectares of Kharif and 1,08,385 ha of Rabi irrigation in the districts of Sambalpur, Bargarh, Bolangir and Subarnapur. The water released through the two power houses i.e. Burla at right bank and Chiplima at 22 KM downstream of Dam irrigates further 4,36,000 ha of C.C.A in Mahanadi Delta. Besides, the project provides flood protection to 9500 sq. km of delta area in the downstream districts of Cuttack and Puri.
The commissioning of Unit III of Burla Power House was completed on 18.12 56. The project was formally inaugurated by Pandit Jawaharlal Nehru on 13th January 1957. The commissioning dates and installed capacity of all the 07 Nos. generating units are as follows

4) Allocation of Business:
The sole business of HHEP, Burla as well as of OHPC is generation and sale of energy to GRIDCO, the sole buyer. The generation of energy is dependent on availability of water, taking into consideration the water requirement for irrigation and drinking water supply.
5) Duties to be performed to achieve the mission:
The respective branches namely technical, finance and human resources are functioning under the directions of the Unit head, HHEP, Burla for achieving the mission.

Sr. General Manager, Burla is located near Near Burla Power House, Hirakud, Hydro Electric Project, Administrative Building, At/ Po-Burla, Dist.-Sambalpur, Pin- 768017. The Division and their Sub-division offices located at the places mentioned above.
10) Working hours both for office and public:
10.00 A.M. to 5.30 P.M. Monday to Saturday. The Office is closed on Sundays, second Saturdays, fourth Saturday and holidays declared by OHPC. (On Summer i.e. from 10th Apr to 15th June, the office functions from 7 AM to 1 PM).

Procedure Followed in Decision Making Process
[Section-4 (1) (b) (iii)]
1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).
The decision making process in HHEP is very transparent and effective. The Proposals emanating from any Branches are thoroughly examined by the finance, technical and HR wings as the case may be as per delegation of power of the Corporation.
2. What are the documented Procedures/ laid down Procedures/ Defined Criteria/ Rules to arrive at a particular decision for important matters? What are different levels through which a decision process moves?
The Proposals which involve financial Implications are forwarded to the finance wing for financial concurrence. The decisions are taken by the respective Officials according to the delegation of Power of the Corporation or by the Board, as the case may be.

Particulars of Arrangement in Formulation of Policy
[Section-4 (1) (b) (vii)]
Note : HHEP, Burla comes under the OHPC Ltd. Which is incorporated under the Companies Act' 1956. It is a separate legal entity. It is managed by the Board of Directors assisted by Sub-Ordinate Officers. Since its Operation with effect from 01.04.1996, It is not dependent upon the state Govt. for any budgetary support. It is self Managed with the revenue it generates . It has no direct contact with the public. However , being a state Govt. Undertaking, the policies of the state Govt. as applicable to OHPC and hence to HHEP, Burla also. So the policies are compiled at OHPC Corporate Office level Through its Administrative Department i.e. Deptt. of Energy, Govt. of Odisha.
