1. Brief History and Background of the Establishment:

Kalinga Institute Of Social Sciences (KISS), Bhubaneswar, with an humble beginning in 1993 with 125 children, has become the largest residential institute for the tribals in the world, providing Accommodation, Food, Healthcare, Education from Kindergarten to Post Graduation, Vocational training and all other basic amenities of life absolutely free with a job after completion of education.

     With the aim of making each tribal child who comes here, economically self dependent, this institute was established which is situated in the Jayadev Vihar-Nandankanan Road near Patia, Bhubaneswar Block, Bhubaneswar. It was established in the year 2004 and was recognised by the Department of Higher Education, Govt. Of Odisha and is affiliated to CHSE, Odisha.

     The objective of the institute is to insist on quality education and to create a centre of excellence for higher education and learning at par with international standards. KISS has been successfully responding to the millennium development goals by trying to eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality and empower women and ensure environmental sustainability. In its own small way, KISS is reaching out to the world through its global partnership to attain the goal of achieving excellence.

     KISS tries to inculcate leadership qualities among the students with an emphasis on moral teaching, personality development and professional culture. KISS is the largest self financing Private Educational Institution of the city and going to get permanent recognition from DHE Odisha from the academic session 2012-13 to impart +2 Science, Arts and Commerce having sanctioned strength of 256, 320, 128 seats, respectively. KISS is a fully free residential institution having hostel accommodation for 304 girl students and 400 boy students in the campus.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).

This is a self finance college recognised by Department of Higher Education, Govt. Of Odisha and the principal in consultation with the CEO and if necessary with the duly constituted Governing Body takes decision in various matters. Academic policy decisions are taken by the Principal with the staff council.

Norms for Discharge of Functions

[Section-4 (1) (b) (iv)]

Any letter, Public application, proposal received from Government, Public Individual, Students and staff are being entered in the diary register and referred to concerned sections. The file duly routed through the different Officers in Charge/ Bursars/ Heads of the concerned Departments are put up before the Principal for approval/ sanctions after which being dispatched with number and date.
