Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Objectives/ Purpose of the Public Authority:
The aims and objectives of the Pathani Samanta Planetarium (PSP) will be as follows:
i) To set up and manage Planetarium in disserent parts of Odisha.
ii) To create an awareness and interest about various celestial phenomena.
iii) To impart scientific Knowledge about Astronomy and related science using the most powerful audio- Visual technique.
iv) To arrange Scientific films shows and exhibitions on Astronomy and related Science.
v) To arrange/ Organize Courses, Seminars workshops, Talks in Astronomy, Space and related Science.
vi) To support research in the field of Astronomy and related Science.
Vii) Disseminate information through publication of scientific and popular literature in this field.
Viii) To Co-operate and interact with other organizations/ institutions in India and Abroad having similar objectives.
ix) To Secure and manage funds and endowments for Scientific research Promotion and popularizations of Astronomy and related Science.
x) To secure and manage funds and endowment to further promotion of Astronomy and related science.
xi) To do and perform all other Acts, matters and things that may assist in, be conductive to of be necessary for the fulfillment of the above mentioned objects of the Planetarium.
2. Mission/ Vision Statement of the public Authority:
i) Mission of Pathani Samanta Planetarium is to popularize Astronomy in particular and physics/ Science in general
ii) To exhibit all the celestial events occurring through the years in its premises with the help of telescope and other available equipments.
iii) To prepare various of Planetarium programmes on the basis of new astronomical events taking place in earth far it has prepared twenty Planetarium programmes.
In order to popularize sciience among school students PSP is conducting various types of workshops like telescope making, model rocketry, celestial events
3. Brief history of the public authority and context of its formation.
Pathani Samanta Planetarium has been set up as an organization, registered under the registration of Society Act.under the aegis of Science and Technology Department, Government of Odisha. The Planetarium has been named after the eminent astronomer scientist of yester year Mohamahoppadhyaya Chandrasekhar Singh Samanta Harichandan Mohapatra, popularly known as pathani Samanta of Odisha. The Planetarium has been established at a cost Rs. 2.00 crores, out of which one crore was from the generous donations of the following organizations.
i) Tata Iron & Steel Company(TISCO) - Rs 50 lakhs
ii) Odisha Mining Corporation (OMC) - Rs 25 lakhs
iii) IDC Ltd - Rs 25 lakhs
The rest one crore rupees was provided by the Govt. of Odisha.
The Construction work of the planetarium was stated in 1986 and the institution was inaugurated on 8th January 1990. The main objectives of the planetarium are to bring the awc and wonders of the universe to the general public through various activities. It aims at creating awareness on Astronomy, Astrophysics and space science among the common mass and students.

5. Main Activities/ Functions of the public Authority:
i) Chairman- The Chairman is the Chief of the Pathani samanta Planetarium and will act on behalf of Governing Body of Pathani Samanta Planetarium.
ii) Director- The Chief of the Executive of Pathani Samanta Planetarium and will act on behalf of Chairman.
iii) Planetarium Engineer (P.E.) - Planetarium Engineer looks after all administrative and personnel matters of P.S. Planetarium Engineer (P.E.) Planetarium Engineer looks after all administrative and personnel matters of P.S. Planetarium including Security, Lawn, DG Set, A.C. Plant, Pump House, Astronomy Park, Canteen, Books Stall and other House Keeping activities, Sky of the month.

iv) Deputy Director (Tech)- Deputy Director (T) looks after Planetarium Shows, Light and Sound Programme, Including the equipment and their maintenance
v) Technician- Technician remains in charge of Planetarium equipments and Planetarium Auditorium.
vi) Junior Techinician- Junior Technician looks after light and Sound programme and maintenance of equipments.
Vii) Senior Assistant- Senior Assistant will look after the office establishment, Office account and office audit.
Viii) Electrician- Electrician to look after the work of the AC and DG apart from ticketing.
ix) Driver- Driver of Pathani Samanta planetarium is attached to Chairman.
x) Helper/Peon- The seven Helper/ Peon will assist Director. Deputy Director, A.P.E, O.A. Technician and Technician in all kinds of works giving the above persons apart from garden work. One of the peons is exclusively kept for maintenance of lawn.
xi) Sweeper- Sweeper will keep the planetarium and surrounding completely neat and clean.
List of services being provided by the public authority with a brief write -up on them. Smooth running of the planetarium the duties for staff of pathani samanta Planetarium are redistributed as per the given below with immediate effect. Apart from the main responsibilities/duties, staff may be assigned other by the Director or the higher Reporting officer as and when necessary. 7. Expectation of the public authority from the Public for enhancing its effectiveness and efficiency.
Public in general, student and teacher community in Particular may like to come in more numbers to witness the Planetarium Programme, Light and Sound Programme, Astronomy Park, Interact and take part in different activities of Planetarium conducted throughout the year. Arrangements and methods made for seeking public Participation/ Contribution. Centrally air-conditioned Planetarium auditorium, beautiful Astronomy park, Book Point, Canteen, open air Light and sound Programme and a beautiful, well maintained lawn, good library are available for public participation. The Staff of PSP interacts with visitors coming to see the planetarium show, celestial events. Futher the school/College students use to come to attained various types of workshops organize for popularizations of science in general and astrophysics in particular, and they interact with the staff of PSP. Mechanism available for monitoring the service delivery and public grievance resolution. There is a register at the entrance of the planetarium for giving suggestion for the improvement of programme, their complaints if any about the organization. Further incase of emergency they meet the Director directly.

YATS Programme.:- Young Astronomer Talent Search(YATS) F'rograme is a very unique programme of the state under joint collaboration of P.S. Planetarium and TATA Steel Ltd. The programme has started from 2007. Students from 8th to 10th class from all over the state are selected through a three tier process. Students have to submit an essay pertaining to AstrOnomy, Astrophysics and Space Science( Topic is given every year) to the Planetarium authorities in first round. Selected students' essays are evaluated by panel of Experts district wise and from every district tv'o students are selected for the .final round. Around 60 selected participants from different districts meet in a State Level Exhibition on 12-1.3 December every year at Planetarium, Bhubaneswar. The best twenty budding Astronomers are felicitated by the Hon'ble Chief Minister of Odisha in a function on 13th December. The guide teachers are also felicitated. Subsequently, the students and guide teachers are taken to pioiieer Space Organisation of the Country(Bengaluru or Ahamadabad) during 1St week of the succeeding year( month of May/ June of every year) for an exposure visit free of cost. But during 2020-21,due to Covid-19 pandemic, the observation of the Pathani Samanta Jayanti on 13th December-2020 was done on virtual mode only. E. Lecture Series:- A lecture series on 'Virtual tour of Cosmos" was conducted by PSP daring 08.01.2021 to 17.01.2021 where eminent Directors, Engineers of different Planetaria, Science Centres and State Council participated on virtual mode in'the eve of celebration of 31st annual day of PSP for awareness of student, teacher community and general public. Planetarium show was also conducted online during the said period. At present, Pathani Samanta Planetarium is showing planetarium shows in three distinct languages with different programmes of duration ranging from 25 to 40 minutes such as (i) Mysteries of Night Sky(in Odiya) (ii) The wonders of Universe(in Hindi) and (iii) Secrets of Sun (in English). Like every year, in this year on 131' December, 2018, on the birth Anniversary of Pathani Samanta, 20 selected Young 'Astronomers of the state were awarded by the Hon'ble Chief Minster of Odisha. Students covering all most all districts of Odisha participated in the YATS programme., They are encouraged to pursue their career in.Science in general, Astronomy, Astrophysics & Space Science in particular and take up future research activities tc build the nation and create mile stone in space exploration. Besides presenting Planetarium shows, PSP has taken up a no. of activities for popularization of science specifically Astronomy and development of Scientific spirit among the people in the state. Further, it is alsO engrossed in research and development works which include Night Sky Watch (NSW) programme, Astronomy Olympiad, demonstration of astronomical models, workshops etc. B). Dr. APJ Abdul Kalam Planetarium, Burla Dr. APJ Abdul Kalam Planetarium, Burla was inaugurated on 22nd Septernber,2017 by the Hon'hle Chief Minister of Odisha. Since its inauguration, the Organisation has created an awareness for Astronomy, Astrophysics and Space Science utilising its fully air-conditioned 12 metre dome displaying the following programmes in Odiya, Hindi and English. 1. (Secrets of Sun)– in odia 2. (Biography of Universe)- in Hindi 3. (Star of Pharaohs)- In English. Visitor & Revenue Collection (Burla Planetarium) Sl. The Museum has 4 I (forty one) models/panets/ exhibits comprising Of life and works of Samanta Chandra Sekhar with reference to ancient Indian Astronomy. Pathani Samanta Planetarium, Bhubaneswar was inaugurated on 8th of January, 1990. Since its inauguration, PSP has increased its activities manifold and it has established a link throughout the state. Various programmes are being conducted throughout the year. The number of visitors and revenue Collected since last five years are given below. At present, Pathani Samanta Planetarium is showing planetarium shows in three distinct languages with different programmes of duration ranging from 25 to 40 minutes such as (i)-Mysteries of Night Sky (in Odiya) (ii) The wonders of Universe(in Hindi) and (iii) Secrets of Sun (in English). Like every year, this year on 13th December, 2017, on the birth Anniversary of Pathani Samanta, 20 selected Young Astronomers of the-state were awarded by the Hon'ble Chief Minster of Odisha. Students covering all most all districts of Odisha participated in the YATS programme. They are encouraged to pursue their career in Science in general, Astronomy, Astrophysics & Space Science in particular and take up future research activities to build the nation and create mile stone in space exploration. In the open air, the Astronomy Park established in the premises of PSP with many astronomical models are being appreciated by student community, teacher community and general public. The theme of the Astronomy Park is " Play and learn, Astronomy is fun". Besides presehting Planetarium shows, PSP has taken up a no. of activities for popularization of science specifically Astronomy and development of scientific spirit among the people in the state. Further,(it is also engrossed in research and development works which include Night Sky Watch (NSW) programme, Astronomy Olympiad, demonstration of astronomical models, workshops etc. B.) Dr..APJ Abdul Kalam Planetarium, Burla Dr. APJ Abdul Kalam Planetarium, Burla was inaugurated on 22nd September,2017 by the Hon'ble Chief Minister of Odisha. Since its inauguration, the Organisation has created an awareness for Astronomy, Astrophysics anci Space Science utilising its fully air-conditioned dome displaying the following programmes in Odiya, Hindi and English. 1. ( Secrets of the Sun)- In Odiya 2. (Biography of Universe) - In Hindi 3. -(Star of Pharaohs)- In English. Pathani Samanta Museum, Khandapara To popularise Astronomy in the grassroots level and to develop awareness amongst public in and around Khandapara Pathani Samanta Museum, Khandapara is operational since 21st December,2016. The Museum comprises of .41 models/panels/ exhibits comprising of life and works of Samanta Chandra Sekhar. 21,83 [(Twenty One Thousand Eight Hundred Thirty One) visitors witnessed the gallery during 17-18. At present, Pathani Samanta Planetarium is showing planetarium shows in three distinct languages with different progiammes of duration ranging from 25 to 40 minutes such as (i) Akasara Asaranti katha (in odiya) (ii) Biswara Rahasya (in Hindi) and (iii) IBEX : Search for the edge of the Solar. System (in English). Light And Sound Show:- Light and Sound Show is the unique programme in Odisha to inculcate historic temper among the common mass. An amount of Rs. 90 Lac has been provided for upgradation of the Programme. Global tender has already been floated. Vigilance clearance is awaited. Burla Planetarium:- Burla Planetarium has started functioning from 22nd September,2017. The project has been executed at an estimated cost of Rs.15 Crore. Planetarium at copal Pur:- Ten acres of land at the prime locality of Gopalpur has been identified for establishment of the Planetarium and Science Park. The construction work of boundary wall shall be started soon by IDCO. Further, after receipt of detail estimate from IDCO, the required amount would be released. 3D Movie Theatre:- An amount of Rs.70 Lac is available for establishment of 3D movie Theatre inside the premises of PSP. It will attract the visitors' to PSP auditorium and footfall to PSP will be increased. On receipt of estimate from IDCO, the required amount would be released. Information Centre at Bhubaneswar:- Hall of Nuclear Power shall he installed with dedicated computer facility inside the Information Centre at Bhubaneswar. Further, a Gallery on Space Science will be installed shortly by Space Application Centre, ISRO, Ahmadabad to develop awareness on various satellites and its benefits to the humanity. Utility Complex:- The construction of building for the Utility complex had been completed. The building is in the custody of IMS at present. YATS Programme.:-7Young Astronomer Talent Search(YATS) Programe is a very unique programme of the state under joint collaboration of P.S. Planetarium and TATA Steel Ltd. The programme has started from 2007. Students from 8th to 10th class from all over the state are selected through a three tier process. Students have to submit a synopsis pertaining to Astronomy, Astrophysics and Space Science( Topic is given every year) to the Planetarium authorities in first round. Those who are selected are invited to the zonal round to demonstrate their models from different 8 Zones namely, Jajpur road, Balasore, Berhampur, . Joda, Keonjhar, Belpahar, Jeypore and Bhubaneswar. Around 120 selected participants from "different Zones. meet in. a State Level, Exhibition, on 12-13 December 'every year at Planetarium, Bhubaneswar. The best twenty budding astronomers are felicitated by the Hon'ble Chief Minister of Odisha in a function on 13th December. The guide teachers are also felicited. Subsequently, the students and guide teachers are taken to pioneer Space Organisation of the Country(Bengaluru or Ahamadabad) during 1st week of the succeeding year( month of May/ June of every year).
