Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Aims and Objectives of the Organization:
i. Collection of mining revenue etc. Levyable on mines and minerals.
ii. Processing of mineral concession application including quarry leases for minor mineral.
iii. Inspection of mines to ensure systematic and scientific operation with due regard to productivity, overall production, dispatch, quality etc. As per the MM (D & R) Act 1957, M.C. Rules 1960. OMMC Rules, 2016.
iv. Enforcement activities to curb clandestine/ illegal mining, transaction and dealing of ores and minerals with a view to block leakage of revenue as per OM Rule 2015/2016/2017
2. Mission/ Vision:
i. To generate maximum revenue vis-a-via target.
ii. To tap additional sources of revenue.
iii. To Prevent leakage of revenue caused by illegal mining and transaction of ores and minerals through adoption of strategic method. This will lead to the growth of economy of the state and the Nation as a whole.
3. Brief History and Background of its Establishment:
i. This office is headed by the Deputy Director Mines, Keonjhar operating from Keonjhar under the administrative control of Government of Odisha, Department of Steel & Mines.
ii. The jurisdiction of Deputy Director Mines spreads over Anandapur Sub- Division and Sadar Sub - Division of Keonjhar District.
4. Allocation of Business and Duties to be performed to achieve the Mission:
i. Ensure proper vigilance activities on illegal mining of ores/ minerals.
ii. Round up offenders and to take stringent exemplary action against them to discourage such illegal practice and plug leakage of revenue.
iii. Ensure off-take of permitted grade & quantity of ores/ minerals.
iv. Grade wise systematic stacking of ores and minerals in the mines, regular verification, off-take of permitted grade and quantity of ores /minerals.
v. Drawl of joint samples/check samples at mines source and during transit.
vi. Proper maintenance and verification of statutory records, reports,returns for assessment of mining revenue.
vii. Determination at conversion factor as and when required.
viii. Adoption of 5T in all level of work atmosphere.
5. Details of Services Rendered:
i. Observing economic austerity and avoid wasteful expenditure.
ii. Maintenance of clean and hygienic environment.
iii. Proper co-ordination among the employees.
iv. Frequent inter-action, sharing of information etc.
v. Create a congenial atmosphere of work.
6. Citizen's Interaction:
Exchange of views with knowledgeable person and citizen for better performance of the office, Participation of officers in all such meetings, workshop, seminar having relevance to the activities of the office.

Collect information through public contact for enforcement activities and attend to people affected by mining.
10. Grievance Redress Mechanism:
Immediate attendance to grievance petition on priority basis vis-a-vis importance & urgency for taking suitable follow up action.
