Particulars of Organization, Functions & Duties

1. Brief History of the Public Authority:

The Science College, Konkorada, Ganjam was established in the Year 1981. This College was recognized by the Govt. of Odisha as an old Intermediate Science & Arts College Vide G.O. No.- 41299, Dated - 24.11.1982 from 01.06.1981 and affiliated to Berhampur University with same status of Govt. Concurrences vide B.U. Letter No. - 808, Dated - 27.01.1983. After successful of 3years running this Sc. College got final Govt. concurrence as Intermediate College vide G.O. No.- 36881, dated - 17.08.1988. Mean while Govt. has implemented new Education policy i.e. 10+2 +3 in our state. So our college opened +2 classes in Science & Arts with Govt. concurrence vide DHE Letter No.- 9828, dated 21.02.1983, and this College got Govt. Concurrence as a first Degree College (+3 Classes in Arts Stream) of Sanakhemundi Block vide G.O. No.- 55160, dated- 30.12.1989 wef 01.06.1989. After successful 12 years we got permanent Govt. concurrence for 01.06.2002 Education session vide RD letter no.- 1979, dated 07.11.2002 and affiliated to B.U. with same status of the Govt. concurrence as Degree College. At last this College opened 4 Honors subject in English, Odia, Mathematics and History with Govt. concurrence wef 01.062006. This college comes to G.I.A. fold from 01.06.1988 under 254 college category of the state of Odisha and cadrisation by the Govt. of Odisha most of the teaching staff transfers to other college of Odisha by the DHE order. Our college also got U.G.C. recognized as 2f, 12 B College list to get all kinds of aid from U.G.C. fund.This college is located in a remote rural area with a significant Educational back ward of Sanakhemundi Block. The strength of the Girls students are more than Boys in both +2 & +3 streams.

2. Aim and objectives of the public Authority:

The aim of the establishment of this college is to impart Higher Education to poor family especially SC, ST, BPL and women. There is no better communication facility on the part of the villagers to go nearby places to impart higher education. So our motto is to promote and provide better higher education to them.

3. Strength of the Public Authority:

The college has streams like +2 Science with 32 seats, +2 Arts with 128 seats and +3 Arts with 128 seats. The +2 stream is affiliated to C.H.S.E. Odisha, with (i) Mathematics (ii) Physics (iii) Chemistry (iv) Biology (Botany & Zoology) and (v) English & Odia are compulsory in Science and (i) Pol. Sc. (ii) History (iii) Economics (iv) Mathematics (v) Odia (Optional) with English & MIL (Odia) in Arts. As per the Govt. instruction the teaching of Yoga, Environmental Education has been introduced for all the students. On other hand +3 streams affiliated optional subjects i.e. (i) Pol. Sc. (ii) History (iii) Math (iv) Odia, and Elective subjects are (i) L.M.I.H. (ii) I.E. (iii) I.P. (iv) Math (v) Odia with Environmental Science as compulsory subject affiliated to B.U. This Degree College has opened Honours in History, English, and Odia with 16 seats and Math. With 8 seats.

Dr. G.S. Mishra is appointed by the DHE with D.D. Power to operate all the accounts on behalf of the college, G.B. & Govt. funds. He has done his duties for the benefit of the staff, students, and of the college. All the development works and management of the funds are done by the Principal with due approval by the Governing Body. The Principal cum Secretary is the sole authority of all administrative and financial affairs of the college.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. Who are the officers at various levels whose opinions are sought for the process of decision making?

This is Govt. Aided College. There is a Govt. approved G.B, all decision are taken by the governing body for the development and smooth management of the college. Hence president and Principal - cum - secretary are to take all decision in various matters in consultation with different committees like Admission, Examination, Cultural, Construction / Development, U.G.C. committee, staff counsel etc. The staff council is an advisory body of the Principal for internal discipline and outside maintains all the duties as per guide lines and order of the Govt.

Norms for Discharge of Functions

[Section-4 (1) (b) (iv)]

Any letter for the Govt. Side, public application, students & staff as well as G.B. order are being entered in the Diary registry & referred to concerned sections for necessary action. Officers in charge in the concerned section and committee submit the compliance in the related file. The file duly moved through the difference officer in charge/ Bursar / Head of the Department, officer in charge are put up before the Principal for approval and sanction after which letters are being dispatched with Number & date. When it will be required as per rule & regulation the concerned file get the approval of the President, G.B. All employees discharge their duties as distribution chart of the Principal & G.B. order as well as order of the Govt. from time to time.
