Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aims & objectives of the Organization:

     The Main aim and Objective of this institution is that convicts must be prepared a free man for the community during the entire period of detention by taking every measure necessary to achieve humanization and socialization of the prisoner and that rehabilitation must be the overriding goal of our prison. The main aim of the prison system should be to re-humanize every prisoner and make him a useful worker of the society.

2. Mission/ Vision:

     Through vocational, educational and spirituals treatments, steps are being taken to enable all the prisoners for their economic rehabilitation after their release from the custody and simultaneously steps are also being taken to reestablish them in the main stream of the society very peacefully as a disciplined citizen.

3. History & Background of its Establishment:

     Some times in the year 1863 particularly by the Britishers, this Jail was established for housing the wrong doers of the society and to establish the peace and tranquility in the locality.

4. Allocation performed to achieve the mission:

     Basing on the principles Laid down in the Jail manual ( Vol. - I ) 1928, Prisons Act, Criminal Procedure code, and instructions issued by the Legal and Administrative Authorities, this Jail has been functioning very successfully keeping in view the security, prison discipline management and other aspects.

5. Duties performed to achieve the mission:

      All the executive commands issued by the Senior Superintendent of this Jail in relation to its management, discipline, good diet, health, hygienic and other welfare activities and the sub-ordinates are unhesitatingly carrying out the same with an aim to achieve the mission to the tune of various instructions and orders received from Inspector General of Prisons and Director, Correctional Services., Odisha as well as from Govt. of Odisha, Home Department.

6. Details of Services Rendered:

     As per the direction of the various Courts, prisoners of all categories are kept in this Jail safely till their release. As far as practicable, we are fulfilling the rights of the prisoners except their rights to movement. Mostly we are taking care of their health, hygiene, diet, family contact, protection of their family members, quick disposal of their cases, imparting vocational training , Legal Aid services, Interviewing system with their friends and relatives, Literacy drive, conducting of awareness camps philanthropic discourses, sports and games, furlough and parole leave, premature release under 14 years rule, remission on good conduct, engagement of convicts in various units functioning inside the jail token of earning insensitive and also as a measure to rehabilitate them after their release.

8. Map of office Location:

     Circle Jail, Berhampur is situated in the vicinity of Lanjipalli Area, Berhampur - 8 which is just one K.M. away from Berhampur Railway station. Out of the total area allotted in favor of Circle Jail, Berhampur by the Revenue Department, the perimeter wall of the Circle Jail, Berhampur has been constructed in 10 Acres.

9. Working Hours Both for Office & Public:

     The natures of services of all custodial officers are essential in nature, so the uniform officers are engaging themselves in the work round the clock in a phased manner and other civil officers working from 10 a.m. to 5 p.m. as per the instructions of the State Govt. But for public, the official hour is 9 A.M. to 5 P.M except the Lunch break for half an hour.

10. Grievance Redress Mechanism:

     There is a special section of officials for conducting interview of the prisoners with their friends & relatives and to comply the public grievances.

Chief Executive Officer of the Jail Responsible for prison management, security and discipline, controlling power over executive officers and guarding staff. He attends other works as entrusted by the Sr. Superintendent and remains incharge when the Head of the office will go on tour or leave.

Powers

Responsible for the health check up of all prisoners, proper medical treatment of all prisoners in time. Also he works as Medical Officer of all Jail employees. His duty is emergent In Nature. As and when he may come and attend the complaint of the prisoners in case of illness.

Powers

He is looking after the Welfare activities of the Prisoners such as -Court contact, family contact, premature release, parole leave, furlough leave, arrangement of literacy programme, providing legal Aid services to the needy and poor prisoners through the D.L.S.A., arrangement of awareness camps & discoursed, and other works as entrusted by the Senior Superintendent. The P.W.O is also as the Public Information Officer of the Jail.

Powers

Responsible for prison discipline, security, management, etc. conducting of interviews. Besides they are also attending to the ministerial works for running the entire institution. They also remain in charge of the stock and stores of the Jail. Further they are also doing other work as assigned by the Jailor and Senior Superintendent for the interest of the office.

1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).

     Senior Superintendent is taking all types of decisions in consultation with the Jailor, Prison Welfare Officer, Medical Officer. All Executive Officers and other sub ordinate staff for the good management the jail.
