1. Aim & Objectives of the Organisation:
Anchal College, Padampur is a sublime spark of the noble dreams and efforts of a group of elites with the sole objectives of imparting integral value-based to the rural masses.
i) Inculcate social, moral, ethical and democratic values amongst rural youth through access to Higher Education.
ii) Ignite the young minds so as to make them instruments of social and economic changes.
iii) Develop scientific awareness in the area, plagued by poverty, illiteracy and superstition.
iv) Pursue, in letter and spirit, the motto incorporated in our emblem "Sa VidyaYa Vimuktaye", which means "Education liberates us from bondages".
2. History & Background of its Establishment:
The college was establishment in the year 1965 at Padampur, in the Dist-Bargarh.
3. Functions & Duties:
This College has 15 departments. The works of H.O.D are under provision of principal for maintaining high profile Teaching Methodology.
The key to the success of our students is:
i) Healthy and congenial atmosphere of the college.
ii) Good relationship between the teacher and the taught.
iii) The Nobel teaching concept of share and care.
iv) Exposure of students to books.
v ) Up-to-date athletic guidance.
4. Working Hours both for office & public:
The Normal Working hours of the college is 10 A.M to 5 P.M.

Procedure Followed in Decision Making Process
[Section-4 (1) (b) (iii)]
1) What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made)
Ans.- The Principal is the sole decision making authority in all aspects. He takes decision in various matters after discussion with different committees, as per government rules and regulations.

Norms for Discharge of Functions
[Section-4 (1) (b) (iv)]
As per record manual, any letter is first received by the Head Clerk and put up before the principal for specific marking. After it is referred to relevant section for scrutiny and reply it through the related file. Any file is routed through proper channel, i.e. to Head Clerk, to officer-in-Charge of the section with a remark to the Principal for approval or sanction after which the same is dispatched being entered in issue register with number & date.
