Particulars of Organization, Functions & Duties

1. Brief history and background of the Establishment:

Sailendra Narayan College, Rajkanika was established in 2nd October 1975, named after late Raja Saheb Sailendra Narayan Bhanjadeo at a remote rural base with a sprawling campus of six acres of land, catering to the need based expectation of the locality, provides an excellent atmosphere of peace and tranquility. The institution has already celebrated its Silver Jubilee in 2000-01 and has been included under 12 (B) & 2 (f) of U.G.C. Act of 1956.

Being a rural based college, it is committed to the spread of Higher Education at a low cost among the young boys and girls coming from agrarian background so as to make them stand on their own feet and face the challenges of the socio economic, political, technological and cultural realities.

In 1977-78 the college was affiliated to Utkal University for traditional I.A. and I.Com and subsequently I.Sc in 1987. At present, it is permanently affiliated to the Utkal University for +3 Degree Course in Arts, Science and Commerce. The college organizes seminars, symposia, holds special feedback classes, conducts practical classes and half-yearly examinations, displays wall-magazine, News bulletins and other Co-curricular activities.

As a Centre of Higher Education, the college has been striving hard to achieve excellence in teaching-learning, resources & culture in a proper intellectual environment to evolve human resources for the growth of humanism, rational temper and scientific enquiry.

The institution emphasizes the exposure of the students to a wide range of extension activities to make them ardent social worker.

Executive Committee of NAAC, Bangalore Accredited the Institution at the "B" level in the Year 2006-07.

2. Vision:

i) A Temple of Learning whose motto is dissemination of knowledge for awakening and ever widening of the frontiers of human consciousness to evolve human resources of all round development for a dynamic social order.
ii)
Like a lighthouse, it can guide the rural youths in proper paths to reach their life's goal.
iii)
As a centre of Higher Education, it is committed to eradicate age-old superstitions, taboos and prejudices, giving way to scientific rationalism, liberal humanism, compassion and universal brotherhood.

3. Mission:

i) To set up a Temple of Learning in a rural and agrarian set up for spread of Higher Education.
ii)
To create scope for Higher Education at a low cost for the children of the rural people who are socially economically and intellectually backward.
iii)
To materialize the dream of imparting Co-education to the rural boys and girls to bring out futuristic citizens of our country.
iv)
To impart proper training to the young minds to enable them to think freely, to think new things for the upliftment of our society.
v)
To encourage and promote the quality of proper leadership keeping in view with the challenges of time and social responsibilities in the national perspective.

4. Objective:

i) To promote education amongst Illiterate People, Scheduled Caste, Scheduled Tribe, Minorities and Backward Classes (OBC-Non-Creamy layers) to make them able to avail state aids, enable the students of these classes in the way of free education as per the schemes approved by the UGC from time to time. The Institution strives to achieve excellence in teaching-learning resource through UGC Sponsored Remedial Coaching, Entry in Services, Career Counseling Courses and Providing Accommodation Facilities to SC/ ST/ Minorities/ OBC (Non-Creamy Layers) Students and also encourage creative thoughts and innovative ideas through Annual Magazine, Wall Magazine, Seminar papers, etc.
ii)
The institution makes all possible efforts to maintain value centricity by maintaining proper Dress Code, and Ragging-free Harmonious Environment.
iii)
To achieve these objectives, the college is always striving hard since its inception. Healthy student-teacher relationship, sound sense of discipline, regular teaching and successful motivation has helped S.N. College to carve out a dignified niche in the entire Kendrapara District.
iv)
To specify it more, its system of Examination and Regular teaching, which are its Hall Mark, have brought for it many laurels. Hence the affiliating Utkal University reposing its credibility on it. The idea of catering Higher Education to the people and thus enabling them for better earning and decent way of living were born in the mind of eminent educationists and think-tank of Rajkanika Area. In this connection, the College reverently remembers the names and contributions of people, chiefly among them being late Raja Saheb Sailendra Narayan Bhanjadeo, Late Dibakar Jena, Late Madhu Mishra, Late Ramakanta Bal and many others, who played a lead role in shaping the desire of the people in the foundation of this Institution.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).

Ans: This is a Non Govt. College and the Principal of the College takes decision in various Administrative and Academic matters having discussions with Administrative Bursar, Academic Bursar, Accounts Bursar and different Professor In-charges in consultation with different Committees like Discipline, Admission, Examination, Purchase, Construction, IQAC, Planning Board, Adviser College Union, President College Union and final approval of the President G.B. as and when necessary as per Govt. Rules/ University Rules/ UGC Guidelines.

Norms for Discharge of Functions

[Section-4 (1) (b) (iv)]

Any letter, Public application, proposal received from the Government, Public, Individual, Students and staff are entered in the diary register and referred to concerned sections to the Officers in Charge/ Committees for examination and submission of the compliance in the related files. The file duly routed through the different Officers in Charge/ Bursars/ UGC/ Examinations/ Heads of the concerned Departments are put up before the Principal for approval/ sanctions after which being despatched with number and date.

It started functioning under the Jurisdiction of Utkal University as an Affiliated Multi faculty College. Being a Non-Government College the College has its own Byelaw commensurate with the Odisha Education (Establishment, Recognition and Management of Private Colleges) Rules, 1991 as required by sub-section (1) of section 27 read with sub-section (1) of section 7 of the Odisha Education Act, 1969 (Odisha Act 15 of 1969) and the privileges of the University Odisha Universities Act-1989, Sec.-18 (i). Being included under 12(B) & 2 (f) of U.G.C. Act of 1956 with effect from 27.10.1990 and controlled by the instructions of Director of Higher Education, Odisha and Examinations and Admissions are conducted as per Utkal University/ CHSE Rules.
