Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. History of the Public Authority:

     Khunta Junior Mahavidyalaya, Khunta situates main road side on the way to Baripada-Udala road. Khunta is a place which is surrounded by jungle, river and lots of village where mostly tribal people live. In such a place, it consists of two blocks, Tahasil, R.I. Office, Police Station, Hospital, Schools of Primary to High School etc. Residents of this area as well as its nearest area felt requirement of college education for their own children and for their own children and for the development of their own locality, they wanted to establish a college.

     The dream of these residents fulfilled when the Governing Body of Khunta Junior Mahavidyalaya, Khunta, Mayurbhanj has been registered on dated 14.02.1991 under the Society Registration Act 1860 bearing the No. MBJ-81-81 of 1980-81. Then it got permission in the year 1992 vide Directorate Letter No. 36419 dt. 25-09-1992. Khunta Junior Mahavidyalaya, Khunta got first Affiliation and temporary recognition vide C.H.S.E Letter No. 1271 on dt. 18.01.1993 from the session 1991-92 and from the year 1991-92  vide Govt. Order No. 6728/DHE on dt.11.02.94 respectively. It also got permanent affilation vide CHSE Letter No. 5146 on dated 21.06.2006 from the session 2003-04 and permanent Recognition Vide Regional Director of Education, order No. 4707 on dt. 23.03.2004.

     The college got first G.B. approval Vide Director, Higher Education, Odisha Office Order No. 4M-35/93:59918 on dated 25.11.93. It last G.B. approval was vide R.D.E Office Order 607 on dt. 11.01.2008.

     Khunta Junior Mahavidyalaya, Khunta, Mayurbhanj is having 6.73 Acre as reported by the D.F.O Baripada vide his letter No. 503 on dt. 25.01.12 since, the beginning of the college to till now the college is running smoothly.

     The college started with Arts Stream only. It permitted to admit in the first year Arts class in the following compulsory and optional subject they are namely English-128, M.I.L (O)-128, History-128, Political Science-128, Logic-62, Education-64, Economics-128 and Sanskriti-64. Thus the college started with 72 boys and 31 girls, 6 Lectures and 6 no's of non-teaching staff. At present the college has another stream and that is Science from the year 2008-09 with permission vide RDE Order No. 1531 dt. 28.01.2008 and temporary Affiliation is applied for Science Steam got Temporary Recognition in the year 2011-12. Science stream started with 35 No's of students, 7 Lecturers and 3 non-teaching staff.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).

     Though the college is notified as Govt. aided college, but till now the employees (teaching and non-teaching) do not receive any salary. The Principal of the college takes decisions in various matters with the consultation with other Officers in-Charge and several committees like working Committee, Purchasing Committee, Admission Committee, Accounts Committee. Then the Principal takes the permission of Governing Body (President-Mr. Bijaya Kumar Panda, Secretary- Mr. Prodash Kumar Dash and Other Members) and after permission and approval of G.B. all things are done. These Committees are made as per the Government rules.

Norms for Discharge of Functions

[Section-4 (1) (b) (iv)]

     Any letter, Public application, proposal received from Government Public Individual, Students and staff are being entered in the diary register and referred to concerned sections. Officers in Charge of the committees for examination and submission of the compliance in the related files. The file duly routed through the different Officers in Charge/ Bursars/ Heads of the concerned Departments are put up before the for approval/ sanctions after which being dispatched with number and date.
