Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1. Aims and Objective of the Organisation:

Southern Zone  is consisting of 10 (ten) Regional Transport Officers i.e Korapat, Raigada, Southern Zone is consisting of 10 (ten) Regional  Transport  Offices, i.e, Koraput, Raigada , Nawaranga, Malkanagiri, Gajapati, Kalahandi, Boudh,Nuapada, Phulbani, Ganjam and twelve boarder checkgates i.e, Girisol, Surul, Chikiti Balarampur, Keada, Ambadola, Sunki, Haridaput, Birahandi, Dandasara, Ralghar, Upperjonk and chatus with the following aims and objectives.

a. Supervision of Regional Transport Offices and Boarder check gates on matters like Taxation, enforcement, Technical, Registration, Permit, Audit and computerization.

b. Augmentation  of Govt. revenue collected by Regional Transport Office(including check gates) to achieve revenue target fixed by the Government.

c. Joint Inspection of old buses of more than 10(ten) years of age by Deputy Commissioner Transport  (Southern Zone) with concerned M.V. is before  renewal of fitness certificate by them  for better public transport system.

d. Supervision of enforcement  activities and enforcement M.V. Revenue collection of T.I/ T.S ls os of different  regions of the Zone by Assistant Transport Commissioner (Enforcement) for implementation of M.V. Laws.


2. Mission/ Vision:

Smooth management of Transport system and streaming errant driver/ owners through effectiveness  enforecement measures.

3. Brief History and Background  for its establishment:

Zonal level Deputy Commissioner's Office at Berhampur was created vide G.O.No.6041/ T  dt. 16.04.1992 with a view for supervision of different activities  of Regional Transport Offices under the zone with zone with sanctioned strength of one post of Deputy Commissioner Transport of OTES-I cadre, one post of one senior clerk,one junior stenographer,two peons(later one post abolished vide office order No. 22469/T.C dt.  12.12.2005. The office started functioning 12.01.1993 vide office No. 2719/TC dt.08.02.1993.

Deputy Commissioner Transport, Southern Zone has been declared as drawing and Disbursing Officer of his establishment also to exercise the powers to sign all kinds of bills drawal  of salary, advances, T.A. and office expenses  of gazette and Non-gazetted officers under the heads account of demand No.21-2041-Taxes on vehicles-State Plan-State Sector 001-Direction and Administration (B) T.C and  S.T.A. By Transport Commissioner, Odisha, Cuttack

4. Duties of Public Authority:
Supervision and functioning of Regional Transport Office under the zone and joint inspection of old buses more than 10 years of age with concerned M.V. ls.

5. Main activities/ Functions of the Public Authority:
Supervision the function of the Regional Transport Offices under the Zone with special attention for achieving revenue target.
