Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
Aims and Objectives of theOrganization:
The aim & objectives of the O/o the Additional Chief Engineer, Rengali Right Irrigation Circle, Dhenkanal, is to develop mission, goals and to actuate them for the Department of Water Resources.
This organisation aims at planning, developing, and managing the water resources in central with direct responsibility of construction, operation and management of Rengali Right Bank Canal Project from RD 00 km to RD 95.000 km including Darpani & Narasinghpur Branch Canal up to RD 27.52 km & RD KM.
The category of utilizable resource to the maximum possible extent forth economic development of the state of Odisha.
Mission/Vision:
Brief History and Background for its Establishment:
This office came into existence as an in dependent organization on 18.4.1958 with Additional Chief Engineer as its head.
Additional Chief Engineer, Rengali Right Irrigation Circle, Dhenkanal: Overall charge of all developmental and construction activities of the projects under Southern Irrigation Circle.
Assistant to Additional Chief Engineer, Rengali Right Irrigation Circle, Dhenkanal: To assist the Additional Chief Engineer, Rengali Right Irrigation Circle, Dhenkanal in his official functioning and in overall charges of office administration of the Additional Chief Engineer Rengali Right Irrigation Circle, Dhenkanal. He is also the Public Information Officer of the O/o the Additional Chief Engineer, Rengali Right Irrigation Circle, Dhenkanal.
Main Activities / Functions of the Public Authority
Additional Chief Engineer, Rengali Right Irrigation Circle, Dhenkanal: Responsible for exercising full technical, supervisory, and administrative control over the circles and divisions under his control. To report to the CE, RRIP, Dhenkanal about all the activities of the Rengali Right Irrigation Circle and to advice on all
matters of importance related to Water Resources policy and on technical adequacy of all existing and proposed programmes.
Responsible for assembling the budget estimates, allocation of funds, approval/recommendation of funds transfer, monitoring funds expenditure and for procurement leading to award of contract.
To ensure that the Department is effective and efficient in carrying out legislative mandate, Govt. orders and other objectives and programmes.
To coordinate among MI, LI, Divisions under CE& BM,BLB, Samal & CE,JICA Projects, Sukinda & CADA for data collection & to present Irrigation sector as nodal for every bottle neck with District administration. Assist in budget and Forest & Environment compliance with related department.
He will assist the Additional Chief Engineer in exercising technical, supervisory, and administrative control over his subordinates. Also assist the Additional Chief Engineer in ensuring that the estimates are sanctioned properly according to the delegation of powers. Assist the Additional Chief Engineer in exercising responsibility in forest and environmental clearance of the projects.
He will assist the Additional Chief Engineer that the policies, procedures, goals and objectives of the Govt.in DoWR, EIC’s & CE, RRIP’s are implemented properly by assigning responsibility to sub-ordinate officers under his control.

To carry out the survey & investigation, Design and planning of different packages, Acquisition of Govt., Private & forest land for project execution as well as monitor of progress of work in new packages under this Circle.
Implementation and maintenance of the Canal distribution networks to provide irrigation facilities to the area coming under Brahmani Right Basin in the districts of Angul, Dhenkanal, Jajpur & Cuttack.
Interaction is generally being made with project affected and benefited peoples. Demands & Suggestion of citizens for development works are duly considered.

Office Hour: 10.00 A.M. to 5.30P.M.( Launch break : 01.30P.M. to 02.00P.M.) Morning Office Hour: 07.00 A.M to 01.00 P.M. (Summer Session)
Interaction is generally being made with project affected and benefited peoples. Demands & Suggestion of citizens for development works are duly considered.
Investigation is being carried out on receipt of grievances from Project affected and benefited peoples.
Suitable actions as appropriate are being taken after due investigation of grievances.
In the above administrative setup, the business of the Project, is allocated in the following manner.
At the apex, the Additional Chief Engineer Rengali Right Irrigation Circle exercises powers of head of Department as per codes for supervision of execution and maintenance of different Projects/Schemes of Brahmani Right Basin, Moreover he is the authority to exercise superintendence over 03 Division's in connection with works and establishment. The execution of works mainly executed by the Superintending Engineers / Assistant Executive Engineers ,Assistant Engineers and Junior Engineer's in-charge of works.
F.A. & C.A.O.RRIP, Dhenkanl is to maintain centralized accounting system of the Project.
