Particulars of Organization, Functions & Duties

[section-4 (1) (b) (I)]

1. Vision Statement:

     The vision of dic, Phulbani is for changing of industrial scenario in Kandhaml District shall be an integrated approach by capacity building for development Of entrepreneurship for generating sustainable employment to the local people By making clusterization under MSME sector through optimum utilization of Available local raw materials .

2. Brief History of Organization:

     District Industries Centre, Phulbani has been established during 1978 with an aim to fulfill the following objectives & catering to the need of the Industrial development of Boudh Kandhamal District. Later on, after bifurcation of Boudh District as a Revenue District, DIC,Phulbani is looking after the industrial activities of Kandhamal District with effect from 01.01.1994.
i)
Promotion of Micro, Small & Medium Enterprises.

ii)
Implementation of Self Employment Programme like PMEGP, Handicrafts.

iii)
DIC aims at to adopt a Professional approach, work pro actively, problem solving and create entrepreneurship at the field level so as to accelerate the process of Industrialization in the District.

iv)
DIC will act as a catalyst in the process of Industrialization so as to help the people to enjoy direct benefit in terms of employment, improved income level and multiplier effects.

     DIC constituted a cutting edge field organization where General Manager, DIC is the first person with whom a Small Entrepreneurs interacts at root level .The present staffing pattern of DIC, Phulbani is given below:

5. Function & duties :

a. Promotion of Micro, Small & Medium Enterprises.

     The District of Kandhamal is yet to achieve the desired level of growth in MSME sector despite having huge potential for development of this sector. The most important problem in our society is the problem of unemployment and stagnation in growth. As promotion and development of MSME Sector is a better solution of problem of ever rising unemployment and giving a push to economic growth. So the following action plan is suggested for the promotion and development of MSME Sector in this district considering the Bottlenecks.

i) Road Show:

     Different seminars/workshops highlighting the need & Govt Policy for development of MSME sector should be organized at the various schools and colleges/Technical Institution of the district/Block level/Dist. level/ Even in neighboring District to inculcate the attitude of entrepreneurship in the minds of the students and youths of the district and to motivate them to take to self employment ventures particularly in Micro, Small Enterprises as a means of livelihood to face the challenge of unemployment & economic growth of Self/District /State as a whole.

ii) Intensive Industrial Motivational Campaign.:

     Intensive Industrial Motivational Campaigns need to be organized at the Block Levels to motivate the educated unemployed youths of the areas to take up Micro, Small activities based on resources available, skill and demand factor etc. to make them self employed besides creating employment opportunities for others. The facilities and opportunities available should also be told to the educated unemployed to utilize these for their ventures.

iii) Entrepreneurial Development Programmes:

     The people of Kandhamal are lagging behind in Enterprise. As there is no Industrial climate in the District. As it has been observed that the youths of different areas have no mind set on management skills of entrepreneurship so there is need of organizing intensive EDP in different parts of the district. The persons before taking of any enterprise should be aware of the basics of the art of entrepreneurship and also the risk taking ability through systematic training. The promotional agencies of the district as well as the state level and financial institutions should speed up their efforts in organizing the EDPs as well as making follow up to get the desired results in this direction.

iv) Credit Flow:

     The credit flow in MSME sector is not encouraging since the entrepreneur of the District are not pro active avoiding to take risk as well as their credit absorption capacity is also less due to want of knowledge of entrepreneurship/Assured marketing /Road connectivity etc.

v) State Initiative for Cluster Development under MSME:

     Initiative shall be made to adopt the cluster approach as a key strategy for enhancing the productivity and competitiveness as well as capacity building of small enterprise including micro/small scale manufacturing & service sector/business entities and their collectives. Among other things, cluster approach shall facilitates substantial economics of scale in terms of deployment of available resources for effective implementation and more sustainable results in the medium to long term. It is decided to initiate cluster approach for development of the following products.
i) Turmeric
ii) Leaf cup & plate manufacturing (Siali/Sal leaves).
iii) Agarbati.

vi) District Single Window Concept:

     In order to implement " The Odisha Industries (facilitation ) Act 2004" and "The Odisha Industries (facilitation) Rules 2005, "District Single Window Clearance Authority " has been formed under the Chairmanship of "Collector & District Magistrate" which will facilitate the prospective entrepreneur for providing various parameter required to set up an Enterprise.

vii) Incentives:

     District Industries centre shall facilitate for recommendation of different incentives declared by the Govt. from time to time for strengthening & growth of eligible MSME as per provision of IPR and Odisha MSMED Rule'2009. The MSME unit not eligible for fiscal incentive shall also be encouraged by providing different facilities required by the entrepreneur to set up the unit as per normal provision of rules in force.

viii) Silpa Adalat:

In order to redressal the grievance of entrepreneur under MSME, "District Level Silpa Adalat" constituted under the Chairmanship of Collector & District Magistrate, Kandhamal shall take care up it.

ix) Industrial Exhibitions :

     In the district hqrs. and other urban center of the district Industrial Exhibitions, exhibiting the products manufactured shall be conducted at regular intervals for the information of the people who are the ultimate buyers besides development taking place in industrial fields like technology, quality etc. shall be displayed.

x) Exposure Visit/ Study Tour:

     The existing as well as prospective entrepreneurs of the district should be taken to various industrial units/clusters in the state and outside for study tour to have the spot exposure on information about the running enterprises. The DIC shall take initiatives in this regard.

xi) Development of Infrastructure:

     The industrial estates should be equipped with all requisite infrastructural facilities or smooth running of the MSME units. Steps shall be taken to select suitable Growth Centre for development of Micro, small enterprise in the district. Besides the road connectivity, electricity, telecommunication etc. needs to be strengthened for attracting the entrepreneurs of other area of State/Country to set up small , medium, mega enterprises.

xii) Setting up of Large/Medium Industries:

     In the present liberalized and globalize era steps needs to be taken to invite the entrepreneurs from outside to set up the medium/large scale industry inside the district. This in turn will give a boost to the morale of the local entrepreneurs to set up ancillary and downstream SSIs basing on the requirements of the large/medium scale industries. While promoting mega project "Environment Aspect" should be considered since 70% of area of Kandhamal comes under "Forest Area/Reserved Forest".

(B) Implementation of Self Employment Programme like pmegp, Handicrafts:

    The new Scheme has been named as "Prime Minister's Employment Generation Programme".

    As per data available from the District Employment Exchange, Kandhamal, it is seen that 18607 no.of Youths are waiting for a job as on 31.3.2011.

     Inspite of different Govt. intervention this unemployment problem is growing day by day. In order to arrest the growth of unemployment problem, the self employment scheme like PMRY/ REGP has been discontinued and an "Prime Minister's Employment Generation " scheme has been started for generating employment through promote of manufacturing/service sectors under MSME. C) Promotion of Handicraft Artisan in the District:

     In order to develop the skill of Handicraft artisans for enhancing the productivity/ competitiveness by producing attractive marketable product according to demand of the market, steps is being taken as follows.

i. Craft village has been organized for development of Bamboo Crafts/ Terracotta/ Dhokracasting/ Applique.

ii. Rehabilitation of handicraft artisan (RHA)

iii. Promotion of Handicraft enterprise (PHE)

iv. Skill development/Design Development training programme.

v. Exposure visit of the Artisan.

vi. Exhibition for marketing support.

vii. Issue of identity card to artisans.

viii. Coverage of handicraft artisan under Janashree Bima Yojana/Rajiv Gandhi Swasthya Bima Yojana.

ix. DIC aims at to adopt a Professional approach, work pro actively, problem solving and create entrepreneurship at the field level so as to accelerate the process of Industrialization in the District.

Manner of Execution of Subsidy Programmes

[Section-4 (1) (b) (xii)]

 

1.  The eligible MSME unit shall be provided subsidy/incentives as per operational guidelines of IPR declared by Govt. of Odisha from time to time.


2.  In case PMEGP Programme, the special category of beneficiary (SC/ST/OBC Women/ Physically handicapped & Ex-Serviceman) will be provided 35% of margin money subsidy in the rural area and 25% of margin money subsidy in Urban area for all category.The subsidy shall be claimed by the concerned bank after first disbursement of the loan component sanction under the programme.
