Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Brief History of the Public Authority:
The College is named after the great poet Laureate of Ghumsur Kabi Samrat Upendra Bhanja, whose creative genius and poetic imagination enriched Oriya Literature and gave a distinct identity to the language itself. The sylvan background, the view of the century-old reservoir and the shady mango grove provide an ideal atmosphere for healthy academic pursuit and dissemination of knowledge. Distinguished scholars visit this college every year to rekindle and refresh the minds of the young students about Upendra Bhanja and Bhanja literature. This institution strives to maintain the dignified heritage of this place. The College, also pays tribute to the brave tribal chieftain Chakra Bisoyee, the freedom fighter by naming its hostel as Chakra Bisoyee hostel. Besides, this almamater is proud of its innumerable products who have excelled in their spheres of life.
This College was established in 1960. Dr.Harekrushna Mahatab, the then Chief Minister of Odisha laid the foundation stone. It was initially named as Bhanjanagar College but in 1972-73 the elite of the town renamed it as Kabi Samrat Upendra Bhanja College to mark the greatness of the poet and to keep alive his great ideals. Earlier it was affiliated to Utkal University in the faculty of Arts in 1960 and Science in 1963. After the establishment of Berhampur University in 2nd January, 1967 it was automatically re affiliated to it under the Odisha Education Act, 1966. It has by now attained its full-fledged status in all faculties of Humanities, Science and Commerce (1970). The college got Honours affiliation in Oriya (1968-69), History and Political Science (1969-70), Economics (1970-71), Physics (1973-74), Chemistry and English (1976-77), Commerce (1978-79) Mathematics (1979-80), Philosophy (1979-80), Botany and Zoology (1980-81). After the introduction of three year degree course from the session 1985-86 the College got Government concurrence and University affiliation for all the aforesaid courses. Government concurrence and affiliation from the Council of Higher Secondary Education, Odisha for the opening of+2 Courses have been obtained in Arts, Science and Commerce streams with the implementation of +2 system from the session 1983-84. Since then it has made remarkable progress and taken great strides to acquire the present status. Besides imparting teaching in all the three streams - Science, Arts and Commerce, and Honours in a number of subjects, the College has ventured to undertake a good deal of vocational courses and self financing courses under UGC aided schemes and the State Government. It has introduced Journalism & Mass Communication, Computer Application at the +3 stage and information Technology at the +2 stage. Steps have been taken by the G.B to open BCA, BBA, Communicative English from the current session, The permission from the Govt. is awaited. Scholars of this institution provide up to date information through seminars and extramural lectures. The students are highly benefited by such academic exercises which help in preparing them to face the new challenges of life. The staff, the students and the elite of the town take great care to make this institution a model one. As the leading institution of this area it has Introduced latest courses like Biotechnology and material Science and the faculty is fully geared up to meet the challenges. Besides the regular courses, the students as well as ambitious people of the town take advantage of the novel courses, provided by this college Study centre of the Indira Gandhi National Open University. It has successfully spread the message "Education at door step" and attracted a good number of aspirants into its fold. Quality education is imparted by the qualified faculty supplemented by the rich infrastructure available in the college. Some of the teaching staff member have undertaken research works, some have registered for Ph.D under Berhampur University. Manyteachershave participated in National seminars & presentedarticles.
This college has a rich library. A two Storied Building exclusively for Library purpose for both Teacher & Students Which is named after Late "Laxmi Narayan Patnaik a renewed freedom fighter of this soil has been inaugurated by the Hon'ble Chief Minister Odisha Sjt. Naveen Patnaik & Presided by Sjt. Bikram Keshari Arukha, Hon'ble Chief Whip of the Gpvt. of Odisha on 22 11.08". This College has a well equipped laboratory and a vast s, etch of play ground with Gallery facility. There is an NCC unit and five NSS units to channelise the youth power in the nation building activities and to instil in them qualities of leadership, organizational ability and self confidence. The experienced nonteaching staff work hard and help in the smooth running of this institution. The new Governing Body is keen on farther the developmental activities of the college. This premier institution has been accredited by the National Assessment & Accreditation Council (NAAC) during the academic session 2O06-e7 further the UGC and the State Government have identified My college to be granted autonomous status at the earliest. The Ccllene wi'l soon acquires its independent status and newfound identity as the centre of higher education at the national level.
2. Goal & Objectives of the College:
a. The main goal & objectives of this premier educational institution are.
b. To impart qualitative higher education to the youth of this rural area through creative and practial innovative skills giving equal opportunity to all.
c. To produce committed citizens to serve the country by inculcating social, economic moral, spiritual & human values.
d. To impart value based education tothe students of this institution keeping pace with the changing academic scenario to build knowledge society.
e. To instill the habit of social, cultural and ethical activities in the mind of the students
The above objectives and goal are initiated through academic curricular activities like teaching learning and evaluation, seminars, group discussion and extramural lecture. Social and cultural activities are developed through extension activities like NSS, YRC. In order to disseminate technical skills in the minds of the students, regular practical class and innovative method of teaching are conducted. Self discipline is ensured through NCC, indoor & outdoor sports & Games.
3. Organization and Management:
As no organization can survive without an efficient and value based management. K S U.B College, Bhanjanagar is fortunate enough to have always an efficient and skilled management. A management that despite various odds, has not compromised with its basic value of imparting quality education in a rural area, where most of people belong to the lower socio-economic strata.
The Governing Body of the college, which comprises a number of elected and nominated members The Principal acts as the Secretary of the Governing Body. The Principal of the college is the executive head of the institution. He looks after all the Academic, Administrative, Financial, examination and other extracurricular activities of the college He runs the college depending upon certain mechanisms. The institution has constituted different committee in order to improve the quality of administration and academic pursuits. This includes several Sub-Committee with teaching and Non-teaching staff as members e.g. Academic sub-Committee, Admission Sub-Committee, Games & Sports sub-committee, Library sub-committee etc which meet periodically and assess / monitor the performances of the respective Departments Again, to look with financial matters and development, there is a finance Sub-Committee consisting of the GB members whose approval is required to implement any major project, Also there are two accounts bursars, who perform the duty of auditing the day to day receipts and expenditure There is an academic council which convenes and conducts different academic activities like holding seminars, extramural lectures, and discuses by inviting resources persons and scholars from outside of the college. The Principal and administrative bursar supervise all the activities of the mechanism as a whole.
The governing Body is the decision making authority of the institution. Two senior faculty members and one non-teaching staff member represent in the Governing Body and suggests for the overall improvement of the institution from time to time
The college fallows the rules & regulations of the state Government from time to time. The Governing Body of the college is the main statutory decision making body. The Principal of the college acts as ex-officio Secretary and the executive head of the institution As per the provision of education code, there is a staff council with the Principal and members of the teaching staff which is the main academic body of the college to aid and advise the Principal when ever is required.
The administration of the college is decentralized for smooth and effective administration Governing Body is the statutory body, which is constitute by the Director Higher Education Gov (of Odisha)
4. Function Of The Governing Body:
Governing Body shall perform the following functions:
a) It shall have control over the funds, properties concerns and other affairs of the college
b) It shall initiate and prepares ail projects for the improvement of the college, after due consideration of the needs and resources of the colleges and arrange for their execution
c) It shall prepare the budget for each financial year sufficiently in advance and see that the expenditure incurred is strictly within the provisions of the budget;
d) It shall make proper arrangements for the receipt of all funds from fees, grant-in-aid from the Government, donations and other sources and for their proper custody and expenditure and proper maintenance of accounts
e) It shall determine the general schemes of studies, of the college subject to the conditions laid down in that behalf
f) It shall consider appeals made by the students against order of punishment passed by the principal where the punishment inflicted is expulsion or rustications, and
g) Subject to the provisions of these statutes it shall have the power -
i) To appoint the teaching and other staff of the college;
ii) To grant leave to the college staff except casual leave to the staff which shall be granted by the Principal.
iii) To impose penalties on the staff of the college.
h) It shall see to the fulfillment of the conditions of affiliation laid down by the University.
i) It shall communicate to the Syndicate the names of persons appointed or posted as teachers with their qualification after their appointment and also the names of those retiring from service and persons whose services are terminated.
j) It shall consider and take action on such matter as are referred to it by the syndicate.
The following sub-committee formed by the Governing Body are involved in the process of planning.
This institution follows recruitment process of Non-Govt. aided college, Govt. of Odisha. However, in case of requirements of teaching staff due to increase in the work load, the management of the college appoints faculties on contract basis. The appointment of Non-teaching staff of the college is processed by the GB by calling names from the employment exchange and conducting interviews.

This is a Non-Govt. College and the Principal of the college takes decisions in various matters having discussions with different committees like Admission Committee, examination committee, purchase committee, Academic Committee, Disciplinary committee, Election committee, UGC Committee. Committee:
1. Staff Council: To advise the Principal regarding Academic / Administrative / Financial matter in the staff
2. Academic Committee (A): The duties of the members of this Academic Committee are to look after the official activities like Govt. concurrence and affliction of different subjects at the university and CHSE (O) level. Moreover the committees are to see issue of T.C., CLC, Testimonials Mark sheets, Identity cards and the stipend money of ST / SC students.
3. Academic Committee (B): The duties of the members of this Academic Committee to look after the organization of seminars, symposium, extra mural lecturers and conduct of different academic related meetings & discussions. Moreover the committee is to take care of the said duties arranged time to time to see the conduct of regular classes by the teachers of the college.
4. Admission Committee:
a) Composition:
Chairman: Principal:
Convener: A senior member of the staff nominated by the Principal.
Member: Members from each stream nominated by the Principal.
b) Powers: In accordance with rules and regulations framed by the Government and G.B. from time to time & selects students for admission into different classes.
c) Functions: The prospectus and application forms used for admission are prepared by the Committee. After receiving the duly filled in application forms, It prepares merit list for admission and sends letter of intimation mentioning the dates of admission. Offers counseling for choice of elective / pass / Honours subjects.
5. Examination Committee:
a) Composition: Chairman: Principal
Convener: A Senior member of the staff nominated by the Principal. Members: Six members of the staff nominated by the Principal.
b) Powers: Shall conduct college Examinations such as monthly test, half yearly. Pre-test, Test, Annual, etc. examinations.
c) Functions: Fixes the date of Examinations, Takes responsibility of printing question papers. Look towards the smooth conduct of Examination, take care of tabulation work through the tabulators, and place the result before the staff council for consideration of promotion and passing of results.
6. Disciplinary Committee:
a) Composition: Chairman: Principal
Member: Senior members of the staff nominated by the Principal along with the NCC Officer.
b) Powers: Maintain discipline in the college premises and initiates remedial measures against the miscreants who disturbs the academic atmosphere.
c) Functions: Conduct proper enquiry, if there is any disturbances inside the colleges, if required the disturbing parties give written information before the committee for investigation.
Suggests remedial measures to the Principal on the basis of findings.
7. Election Committee:
a) Composition:
Chairman: Principal.
Member: Five / six members nominated by the Principal from teaching staff.
b) Powers: It shall conduct the election of the students Union, different associations and societies of students as per the circular of Govt. and prevailing rules of the College.
c) Functions: It will notify and conduct the election precesses. Declares the result and conduct oath of Office. Looks after the smooth conduct of election & maintain discipline.
8. UGC Committee:
a) Composition: Principal
Convener: A senior member of the teaching staff. Members: Three / Four members of teaching staff. Administrative Bursar, Accounts Bursar & Academic convener.
b) Powers: The committee shall decide all the matters relating to UGC. Functions: Prepares plans for different proposals of the UGC for approval.
Looks after the utilization of UGC grants.
9. Library Committee:
Composition:Chairman: PrincipalConvener: A senior member of the staff nominated by the Principal. Members: Five / six members of the staff from each faculty. Librarian
b) Power: Decides any purchase of Library books. Journals and suggests for its improvement.
c) Functions: Suggests the Principal for physical verification of library etc. All purchases, requisitions received from various, departments are placed before committee for approval. Improvement and automation of library.
10. Financial Aid Committee:
a) Composition: Chairman: Principal.Convener: A senior member of teaching staff
Members: Four/ fives of teaching staff nominated by the Principal.
b) Powers: Decides the eligibility of students for award of frees SSG, Awards and scholarship etc.
c) Functions: Application received from the student for different financial Aid are to place before committee for consideration.
11. Grievance Cell:
a) Composition:
Chairman: Principal
Convener: A senior member of the teachings staff.
Members: Members from disciplinary committee, non-teaching staff, lady representative.
b) Powers: This cell shall look into the Grievances of the employees and students, and suggests the appropriate authority for redressal.
c) Function: The Grievance of the staff and students and submit to the convener in writing. The convener convenes a meeting of the cell to discuss the matter. The final report is placed before the chairman for implementation / consideration.
