d) Section Officer - Section Office Duties are disposal of all files routed through the Section Officer . Checking of Attendance Register, Checking of Cash Book, Cash Analysis Report, Recoupment of advance of sub-division as well as Range. Overall supervision of works of all section for specially disposal.

g) Sr. Asst. - Sr. Asst. is attached to office and deals with account section. In Account Section the Account matter are dealt like checking of Range vouchers etc. and report returns relating to Account Section are dealt. In Establishment section the Personal case, Salary of Staff, Report and returns are dealt.

h) Jr. Asst. - Jr. Asst. is entrusted for Type Work/ Store Section/ Issue & Dispatch of letter.

i) Peons- Peon is entrusted for delivery of Local DAK & other official work as and where required.

j) Choukidar- Chowkidar is watch the office during off-office hours.

k) Sweeper- Sweeper is watch the Office and its premises.

5. Duties to be Performed to Achieve the Mission:

     All the staffs working direct and intimated time to time their duties through instruction, personal contact, group discussion to achievement the mission. Other Line Department are also requested to render their assistance when ever they are required. The aim and objects will be fulfilled with the help of public participation, active Co-operation of Line Department and District Administration.

2.The Officer is responsible for smooth and timely implementation of various soil & water conservation activities and watershed development project being administered and executed under different State and Centrally sponsored scheme within the jurisdiction subject to adherence of the rules, regulation, circulars, guidelines and orders of the government.

4. He shall be responsible for the transmission of all circulars/ information/ instruction/ guidelines etc received from different quarters to the subordinate staff and officers.

5.Heshall be responsible for project planning, preparation of new schemes, overall monitoring and supervision of the works related to soil conservation and watershed development under different schemes being funded by the DSC&WD and other agencies within the area of the respective jurisdiction.

6.He shall be the Head of office and exercise power of DDO as would be delegated by the Head of Department from time to time.

7.He shall conduct / organizes all meetings and training programme for proper implementation of soil conservation and watershed development programme / activities.

8.He shall provide technical guidance/ advice to the executing agencies with regard to their works and assignments

9.He shall ensure timely submission of all records and returns to the proper quarter including Utilisation Certificate of the funds allocated by  the DSC&WD and other funding agencies.

10.He shall undertake field tours for proper monitoring and assessment of soil conservation & Watershed Development programme including check measurement of soil conservation & watershed development works being executed by the sub ordinate staff and other executing agencies.

11.He is to assist the Director in the matter of supervision, monitoring and evaluation of the different soil conservation and watershed development programme/ activities being implemented in the State under different State and Centrally sponsored schemes.

12.Heshall be specifically responsible for the attending all district level meetings, Video Conferencing and field visit of high-leveldignitaries.

      Duties

1. He shall act as the Nodal Officer within the area of respective jurisdiction comprising a revenue sub division/ blocks as assigned by higher authorities.

2. He shall provide administrative and technical support to the Project Director, Watersheds in the respective field of soil conservation and watershed activities.

3. He shall assist DDSC & PD in the matter of implementation, monitoring and supervision of various works under different components such as NRM, Livelihood, Financial etc in soil conservation and watershed development projects within the operational area.

4. He shall impact technical and financial advices to the Asst. Soil Conservation Officers and to other agencies as may be asked from time to time as per rules, regulation and guidelines of the Govt.

5. He shall accord technical sanction and administrative approval in respect of soil conservation & watershed development projects as per the power delegated by the govt. from time to time.

6. He shall make frequent field visit and check measure the works executed within the area of the respective jurisdiction.

7. He shall facilitate properly / timely submission of reports and returns to the proper quarters.

7.He shall conduct meeting, group discussion, individual interaction with the villagers / farmers / beneficiaries / SHG etc. to establish transparency and proper monitoring of schemes/ programme.

8. He shall extend guidelines to the sub ordinate field staff in the matter of collecting soil samples for determining the fertility status, erosion assessment, soil reaction, feasibility of land for different crops including preparation of land capability map and soil fertility report.

9. In absence of DDSC & PD he may remain in charge of the office as &when required in order to manage the day to day official business.

10. He shall attend all district level meetings, Video  Conferencing and field visit of high level dignitaries as per the directive of the Project Director, Watersheds.

ASSISTANT SOIL CONSERVATION OFFICER

Duties

1. He shall remain in charge of one or more block level offices assigned by the higher authority.

2. He shall perform duties with the assistance of respective sub ordinate, field staff (one or more soil Conservation Overseer, Soil Conservation Extension Worker/ Soil Conservation Demonstrator etc.)

3. He shall act as the Project Implementing Agency (PIA) in the matter of implementation of watershed development projects

4. He shall remain in charge of watershed cluster within one or more blocks / SCDC/ PDC farm.

5. He shall be responsible for conducting survey, planning and preparation of preliminary project reports (PPRs) and detailed project report (DPR) for implementation of soil conservation and watershed projects taken up under different schemes.

6. He shall be responsible for smooth and timely completion of soil conservation & watershed development projects.

7. He shall accord technical sanction of plan and estimates of different soil conservation & watershed development projects/ plantation to the extent of power delegated from time to time.

8.He shall provide necessary guideline to the departmental field staff as well as contractual staff/ WMT in the execution of various soil conservation & watershed development projects.

9.He shall conduct field tour for proper supervision the work of the sub ordinate staff and check measure works executed departmentally or through a watershed committee under different scheme for disbursement of payment by the watershed committee.

10. He shall supervise the field works on demonstration, trials and research plots and guide the subordinate field functionaries for conducting demonstration both in govt. farm and farmers farm.

11.He shall extend guidance to the subordinate field staff under overall supervision of Asst. Director, Soil Conservation in the matter of collecting samples for determining the fertility status, erosion assessement, soil reaction, feasibility of land for different crops including preparation of land capability  map and soil fertility report.

12.He shall ensure timely submission of report and returns including utilization certificate for different watershed development projects as well as other soil & water conservation projects /SCDC/plantation etc.

13. He shall maintain a harmonious relationship with the officers of the line departments to facilitate supervision of utilisation of their services in convergence activities of watershed development/ soil conservation and allied programme.

14.He shall authenticate the reports submitted by his subordinate field staff on damages /field hazards like saline inundation, sand casting, landslides, gully erosion etc. due to heavy storm, flood, famines and natural calamities.

15.All other duties/ responsibilities which may be assigned to him by his higher authorities at the time of need that do not interfere with the essential duties.

1.He will impart technical guidance and supervision of civil construction works like WHS, Farm pond and other departmental structures.

2.He will check measure of works 40% watershed works executed by watershed committee.

Duties

1. He shall work in the dist. Headquarters under the administrative control of DDSC-cum-PD,Watersheds

2. He shall co operate in conducting survey, planning and formulation of different soil conservation and watershed projects including preparation new proposals under different schemes.

3. He shall accord technical sanction of plan & estimate as per the instruction issued from time to time by the govt.

4.He shall supervise the civil construction works like HS, Reservoirs, departmental building and other infrastructure development works taken up under different state and centrally sponsored scheme

5.He shall make field visit as per approved tour program to check measure the civil works/ mechanical soil conservation measure executed by the field staff and watershed committee to the extent as may be delegated by the govt. from time to time.

6.He shall prepare the technical reports and returns in the district offices to furnish the same to the proper quarters.

7.He shall provide necessary guidance to the departmental field staff, contractual staff,and the different stakeholders as when required.

8.He shall prepare report on irrigation potential created/ planned to be created due to construction of different soil conservation projects.

9.He shall attend to the water budgeting and recommendation of cropping pattern in the proposed command area of irrigation projects within the respective jurisdiction.

10.He shall furnish necessary quality certificate for procurement of agricultural implementation/ equipment at the dist. Level as per the executive instruction received from time to time.

11.Any other duties/ responsibilities may be assigned to him as and when required by the higher authority from time to time.

SOIL CONSERVATION OVERSEER

 

       Power

1.Check measurement of different soil & water conservation activities pertaining to watershed development programme: 50%

2.Technical Sanction of plan and estimate upto Rs.5.00 lakhs.

 

 

Duties

1. He shall assist the Asst. Soil Conservation Officers in implementation of watershed/ soil conservation projects in a cluster of watersheds of a block/Cashew/SCDC and other farms.

2.He shall assist the Asst. Soil Conservation Officer/ PIA for conducting field survey, project planning and preparation of preliminary project reports(PPR)/ detailed project reports (DPR) for implementation of watershed projects/ soil conservation intervention.

3. He shall be responsible for scrutiny of soil survey map, plan, sections, charts, diagram etc related to soil and water conservation work as well as watershed development works.

4.He shall assist the ASCO/PIA for in the smooth and timely implementation of watershed development programme/ schemes including different soil & water conservation activities (vegetative & mechanical conservation measures/ soil conservation demonstration/ plantation programme (cashew plantation) within his jurisdiction.

5.He shall assist the ASCO/ PIA in both the field and office works in maintaining records & registers.

6.He shall check measure works and furnish necessary check measure certificate in the required record/ documents of the project work executed by the SCSO/Watershed Committee/ sub ordinate staff within the area of respective jurisdiction.

7.He shall assist the ASCO/PIA in timely submission of report & returns including UC as required thereon.

8.He shall remain in charge of SCDC as assigned by the higher authority.

9.He shall investigate the damages/ field hazards like saline inundation, sand casting, gully erosion, due to heavy  storm, famines, and natural calamities before reporting to ASCO/PIA/ASDC/DDSC-cum-PD, Watersheds.,

10.He shall guide facilitate the local people to take up soil conservation measures by raising windbreaks against scale, storm, diversion channel for safe disposal of undesirable water flow/ vegetative and mechanical conservation activities.

11.Heshall be responsible for installation of different exhibition stalls exhibiting different watershed activities.

12.Any other duties/ responsible which may  be assigned by  the higher authority .

         Duties

1.He shall be mostly engaged in watershed blocks for smooth execution of soil conservation activities.

2.The headquarters will be within or the nearby area of the watershed cluster of concerned block.

3.He shall make field survey & cooperate to collect the basic field data (socio economic/ climatologically/ land records/ animal resources/ demographic data etc) conduct PRA exercise at village level for problem identification/ analysis and listing of suggestive measures for preparation of DPR/ Action Plan.

4.He shall prepare the plan and estimates in respect of different watershed development/ soil conservation activities

5.He shall engage labourers in the execution of various soil conservation works (for the work executed departmentally other than works executed by watershed committee) both vegetative and mechanical conservation measures such as various plantation measures, gully control measures, WHS/Farm Pond/ Diversion Weir/ Vegetable Control Bunds, land reclamation/ field bunding/ opening of staggerd contour trenches etc. as per the instruction of the higher authorities.

6.He shall maintain the muster roll, execute the S.C. works assigned to him through the labourers engaged and record the works done in the MB under his dated signature as per the instruction/ guidance of higher authorities.

7.He shall check measure the works and furnish necessary certificate in the concerned records/ documents of the work executed at field level departmentally/ watershed committee within the area.

8.He shall maintain records and register including the recording of work done in the respective MB for the works executed by him and furnish a necessary certificate in the concerned records/ document with dated signature.

9.He shall receive the tore materials required for the SMC works and authenticate the utilisation of the same maintaining the respective records and register with dated signature.

10.He shall be responsible to maintain the nursery for raising quality  planting materials including for maintenance of nursery  register

11.Any other duties/ responsibilities which may be assigned to him by the authorities as & when required.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

  1. Supervision & Accountability:

It is bottom up planning system of Decision Making for Execution of different departmental project works.

2.Watershed Association:   

   Responsible for taking all the decisions with regard to the Planning, Monitoring of all the works done in the villages. Besides, it will take decision on the day to day management of the Watershed Activities.

3.Watershed Committee:

   It will execute the project works & is accountable for execution and maintenance of the Project activities. The Secretary & Members of WC are accountable for the works done in the Watershed level.  Similarly, the PIAs & his team is accountable for the overall execution of work at the Block level.

  1. The DDSC-cum-PD & his team of Officers and supporting staff:

   They are responsible at the District Level. The PD, ADSC/APD, ASCO, SCO will provide hand holding support to  the Watershed Committee and field functionaries to execute the work in various ways including technical support, training & capacity building as well as by way of supervising and monitoring the project works.

     After receipt of the letters from different quarters the same are being initiated by the authority and marked for the concerned section letters. Then letters are entered in diary register, numbered and distributed to different sections. After the letters are being received by the concerned section, the Dealing Asst. he/she being the custodian of the letter(s) put up in the respective file and forward the same to the Head of Office through the Section Officer/PIO/ADSC/APD ( as the case may be) for final decision and disposal.

Particulars of Arrangement in Formulation of Policy

Note: There is a provision of taking all the policy decision in the village meeting with the presence of all villagers and the public representatives of the area.  Besides, the PIA will consult the public representative at the Block level from time to time. The Project Director at the District level will also apprise the public representatives regarding necessary policy making & implementation of the Programme.

   At Watershed level the Watershed Committee has been formulated with 12-14 Members and the Proceedings of the Meeting as well as the Accounts is placed before the Watershed Association & is open to all. The Block level Watershed Committee with the Chairmanship of the BDO & all Block level Officers are Constituted to review & Monitor the Watershed activities. Its Proceeding is also open to all. At the District level, the District Watershed Development Committee is constituted for formulation of Policy, Guidance, Monitoring and Supervision of Watershed Program with the Collector as the Mission Leader and the concerned line Department, District Level Officers (DLOs) as the Members.  The Proceeding of such Meetings is open to all.

   A Public information cell has been set up in the office of the Project Director, Watersheds, Jharsuguda.  Any Citizen can get any related information from the PIO within working hour of 10.00 to 17.30 IST.  However no reading room or library has been set up as yet by this office.
