Particulars of Organization, Functions & Duties

1. Brief History & Background of its Establishment:

   Office of the Assistant Director, Soil Conservation, Bhadrak has started its functioning since 01.10.1994 now under the Directorate of Soil Conservation Odisha, Bhubaneswar under Agriculture Department, Govt. of Odisha.

   At present, (since April,2014) Office of the Assistant Director, Soil Conservation, Bhadrak is functioning in Departmental building at Bagurai, Bhadrak, Pin-756181, Telephone No.-06784 241216.

(I)Designation

ASST. DIRECTOR, SOIL CONSERVATION  (ADSC)

Powers

 

1. Technical Sanction up to 25.00 lakhs and Administrative Approval up to Rs.10.00 lakhs

2.He/She acts as Drawing & Disbursing Officer.

Duties

1. He/She shall act as Head of the Office.

2. The Officer is responsible for smooth and timely implementation of various soil & water conservation activities and watershed development project being administered and executed under different State and Centrally sponsored scheme within the jurisdiction subject to adherence of the rules, regulation, circulars, guidelines and orders of the government.

3. He/She shall be responsible for the transmission of all circulars/ information/ instruction/ guidelines etc received from different quarters to the subordinate staff and officers.

4. He/She shall be responsible for project planning, preparation of new schemes, overall monitoring and supervision of the works related to soil conservation and watershed development under different schemes being funded by the DSC&WD and other agencies within the area of the respective jurisdiction.

5. He/She is Responsible for smooth and timely implementation as well as completion and monitoring of the Soil Conservation/ Watershed project taken up under different schemes, such as NWDPRA, Departmental act as well as projects funded by DRDA & other Agencies.

6. He/She shall be the Head of office and exercise power of DDO as would be delegated by the Head of Department from time to time.

7. Acceding Technical Sanction of Plan & Estimates of different projects as per Delegation of Power of Govt.

8. He/She shall provide technical guidance/ advice to the executing agencies with regard to their works and assignments

9.Responsible for timely submission of Reports and Returns utilization certificates of funds allotted to the office.

10. He/She shall undertake field tours for proper monitoring and assessment of soil conservation & Watershed Development programme including check measurement of soil conservation & watershed development works being executed by the sub ordinate staff and other executing agencies.

11. He/She is to assist the Director in the matter of supervision, monitoring and evaluation of the different soil conservation and watershed development programme/ activities being implemented in the State under different State and Centrally sponsored schemes.

12. He/She shall be specifically  responsible for the attending all district level meetings, Video Conferencing and field visit of high level dignitaries .

13. Any other Duties/ Responsibilities which may be assigned by  Commissioner-Cum-Director, Soil Conservation & Watershed Development, Odisha, Bhubaneswar from time to time & other Higher Authorities of Govt. of Odisha in relation to SC activities.

(II)Designation

ASST. ENGINEER, SOIL CONSERVATION (AESC)

Powers

 

1. Technical sanction upto Rs. 10.00 lakh

2. He/She will impart technical guidance and supervision of civil construction works like WHS, Farm pond and other departmental structures.

3. He/She will check measure of works 40% watershed works executed by watershed committee.

 Duties

 

1. He/She shall work in the dist. Headquarters under the administrative control of ADSC, Bhadrak

2. He/She shall co-operate in conducting survey, planning and formulation of different soil conservation and watershed projects including preparation new proposals under different schemes.

3. He/She shall accord technical sanction of plan & estimate as per the instruction issued from time to time by the govt.

4. He/She shall supervise the civil construction works like HS, Reservoirs, departmental building and other infrastructure development works taken up under different state and centrally sponsored scheme.

5. He/She shall make field visit as per  approved tour program to check measure the civil works/ mechanical soil conservation measure executed by the field staff and watershed committee to the extent as may be delegated by the govt. from time to time.

6. He/She shall provide necessary guidance to the departmental field staff, contractual staff,and the different stakeholders as when required.

7. He/She shall attend to the water budgeting and recommendation of cropping pattern in the proposed command area of irrigation projects within the respective jurisdiction.

8. He/She shall furnish necessary quality  certificate for procurement of agricultural implementation/ equipment at the dist. Level as per the executive instruction received from time to time.

(III)Designation

SOIL CONSERVATION OVERSEER (SCO)

Power

 

1.Check Measurement of different soil & water conservation activities pertaining to watershed development programme: 50%

2. Technical Sanction of plan and estimate up to Rs.5.00 lakhs.

1. He/She shall assist the Asst. Soil Conservation Officers in implementation of watershed/ soil conservation projects in a cluster of watersheds of a block/Cashew/SCDC and other farms.

2. He/She shall assist the Asst. Soil Conservation Officer/AESC/PIA for conducting field survey, project planning and preparation of preliminary project reports(PPR)/ detailed project reports (DPR) for implementation of watershed projects/ soil conservation intervention.

3. He/She shall be responsible for scrutiny of soil survey map, plan, sections, charts, diagram etc related to soil and water conservation work as well as watershed development works.

4. He/She shall assist the ASCO/PIA for in the smooth and timely implementation of watershed development programme/ schemes including different soil & water conservation activities (vegetative & mechanical conservation measures/ soil conservation demonstration/ plantation programme (cashew plantation) within his jurisdiction.

5. He/She shall assist the ASCO/ PIA in both the field and office works in maintaining records &  registers.

6. He/She shall check measure works and furnish necessary check measure certificate in the required record/ documents of the project work executed  by  the SCES/Watershed Committee/ sub ordinate staff within the area of respective jurisdiction.

7. He/She shall assist the ASCO/PIA in timely submission of report & returns including UC as required thereon.

8. He/She shall remain in charge of SCDC as assigned by  the higher authority.

9. He/She shall investigate the damages/ field hazards like saline inundation, sand casting, gully erosion, due to heavy  storm, famines, and natural calamities before reporting to ASCO-cum-/PIA/ AESC-cum-/PIA /ADSC/DDSC-cum-PD, Watersheds.

 

10. He/She shall guide facilitate the local people to take up soil conservation measurers by raising windbreaks against scale, storm, diversion channel for safe disposal of undesirable water flow/ vegetative and mechanical conservation activities.

11.He/She shall  be responsible for installation of different exhibition stalls exhibiting different watershed activities.

12. Any other duties/ responsible which may  be assigned by  the higher authority.

(IV)Designation

SOIL CONSERVATION EXTENSION WORKER (SCEW)

Powers

1.50% check measurement of different watershed works executed by Watershed Committee.

Duties

1.He/She shall be  mostly engaged in watershed blocks for smooth execution of soil conservation activities.

 

2.The headquarters will be within or the nearby area of the watershed cluster of concerned block.

 

3. He/She shall make field survey & cooperate to collect the basic field data (socio economic/ climatologically/ land records/ animal resources/ demographic data etc) conduct PRA exercise at village level for problem identification/ analysis and listing of suggestive measures for preparation of DPR/ Action Plan.

 

4. He/She shall prepare the plan and estimates in respect of different watershed development/ soil conservation activities

 

5. He/She shall engage labourers in the execution of various soil conservation works ( for the work executed departmentally  other than works executed by watershed committee) both vegetative and mechanical conservation measures such as various plantation measures, gully control measures , WHS/Farm pond/ Diversion Weir/ Vegetable Control Bunds, land reclamation/ field bunding/ opening of staggerd contour trenches etc. as per the instruction of the higher authorities.

 

6. He/She shall maintain the muster roll, execute the S.C. works assigned to him through the labourers engaged and record the works done in the MB under his dated signature as per the instruction/ guidance of higher authorities.

 

7.He/She shall check measure the works and furnish necessary certificate in the concerned records/ documents of the work executed at field level departmentally/ watershed committee within the area.

 

8. He/She shall maintain records and register including the recording of work done in the respective MB for the works executed by him and furnish a necessary certificate in the concerned records/ document with dated signature.

 

9. He/She shall receive the tore materials required for the SMC works and authenticate the utilization of the same maintaining the respective records and register with dated signature.

 

10. He/She shall be responsible to maintain the nursery for raising quality  planting materials including for maintenance of nursery  register.

 

11. To be  physically present in the field and execute the S.C. works assigned to him through the labourers engaged as per the instruction/ guidance of the.SC Overseer/ASCO/AESC.

 

12. When attached to office, he is to assist the officer in charge technical cell in preparation of reports  returns of office,  in absence of any technical officer he may directly work under the guidance of the Head of office.

 

13. He/She is to record the works done in the Measurement book with his signature and date, which is to be check measured by his authorized authority.

 

14. To assist in  preparation of plan and estimate of the S.C. works to be taken and maintain muster roll.

 

15. He/She is to receive the store materials required for the S.C. Work and to furnish the utilization certificate on the body of the voucher with his signature and date.

 

16. Any other duties/ responsibilities which may be assigned to him by the authorities as & when required.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1) What is the procedure followed to take decision for various matters?

   After receipt of the letters from different quarters, the same are being distributed to different section, i.e Technical Section/ Establishment Section/ Account Section/ Stock & Store/ Confidential etc. After the letters are marked & entered in the diary register in the name of the concerned Dealing Assistant being the custodian of the files, put up the same through proper channel. The files are submitted to the ADSC as a Head of Office to take final decision for disposal of the letters.

2) What are the documented procedures/ Laid down procedures/ Defined criteria/ Rules to arrive at a particulars decision for important matters? What are different levels through which a decision process moves?

   Target for execution of different programmes is set at the Directorate level in respect of Departmental schemes one by the District/ Administration in respect of MGNREGS etc.

3) What are the arrangements to communicate the decision to the public?

   Programmes are being executed in the District in consultation with the Directorate, Soil Conservation Odisha, Bhubaneswar and with Field function­aries.

4) Who are the Officers at various levels whose opinions are sought for the process of decision making?

   The Officer/ employee in charge of a particular work/ programme is accountable for that particular work.

5) Who is the Final Authority that waits the decision?

   The SCRO's are the executants at field level supported with subordinate field staff and they are fully responsible for successful implementation of programmes in the field.

Note: The Schemes like NWDPRA, BGREI and MGNREGA are being implemented as per the Guidelines of Govt. in respect of each Scheme. The allotment & expenditure are being discussed in the District level meeting namely District Watershed Advisory Committee (DWAC) being chaired by the Collector & District Magistrate, Bhadrak as the Mission Leader and Policy decisions are taken quarterly in general and as when required in urgency. As regards implementations of MGNREGA and other Departmental Schemes the works are being executed as per the Guidelines of the particular Scheme.

     A Public information cell has been set up in the office of the Assistant Director, Soil Conservation, Bhadrak. Any Citizen can get any related information from the PIO within working hour of 10.00 to 17.30 IST.  Also a citizen information board has been installed in the office premises where the key points of ongoing schemes are highlighted. However no reading room or library has been set up as yet by this office.
