Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (I)]
1. Brief History & Background for its Establishment:
Jajpur district is a newly created district carved out from erstwhile Cuttack district since. 1st April 1993. Economy of the district is agrarian in nature. Agriculture and mining play dominant role in the economy of the district. DIC Jagatpur started with effect from 1.4.1990 having been bifurcated from Cuttack Dist. Initially Athagarh Sub-Division, Tangi-Choudwar Block, Jagatpur Industrial Estate & entire Jajpur district were in the operational jurisdiction of the D.I.C. However with effect from 1.1.2000, Jagtppur D.I.C. is exclusively working for Jajpur District only.
Looking into the Industrial growth in the district, the D.I.C. is upgraded as R.I.C. (Regional Industries Centre) vide Order No. 5633 Dt. 25/4/11 of Commissioner-cum-D.I., Odisha, Cuttack in pursuance to Notification No. 4378 Dt. 16/3/2011 of Industries Department, Govt. of Odisha.
2. Aims & Objective of the Organization:
The Aims & Objective of Regional Industries Center, Kalinganagar, Jagatpur is to promote for establishment of Micro, Small & Medium Industries, Handicraft Industries, Cottage & Village Industries and Coir Industries in the District of Jajpur. The promotional activities are inclusive of assisting the industrial entrepreneurs and artisans of Cottage & Handicraft Industries Sector of the District for obtaining finance from different financial institutions, providing Marketing Assistance & Entrepreneurship Development Training in all of the above sectors, recommendation for raw materials and IDCO Land & Shed, facilitating benefits under different Industrial Policy Resolutions (IPRs) from time to time, Organization of artisans co-operatives for development of Cottage & Handicraft Enterprises, implementation of different Government Sponsored Schemes.
3. Mission/ Vision:
a) Employment generation and improvement of the Socio-economic status of the people of the District by setting up Micro, Small & Medium Enterprises.
b) Rehabilitation through Financial Assistance from different Financial Institutions, insurance coverage and obtaining of Artisan Credit Card for Handicraft Artisans.
c) Employment generation in Industry & Service sector through Prime Minister's Employment Generation Programme (PMEGP) Scheme.
4. Duties performed:
To uplift the Socio-economical status of the inhabitants of Jajpur District by creating massive employment & income generation opportunity for educated and unemployed people through establishment of Micro, Small and Medium Enterprises and to provide self employment through various Schemes such as PMEGP, R.H.A, Handicraft, Enterprise, R.C.A, MCM Training Programme . The General Manager, RIC, Jagatpur has been taking effective steps to fulfill the target under different Schemes with the help of entire mechanism of the Office set up.
5. Main Activities/ Function of the Public Authority:
The Industries Promotion Officers posted at Block level are responsible for identification of entrepreneurs/ artisans and providing them necessary assistance for preparation of Scheme/ Project reports, forwarding their Registration Applications, Loan Proposals to RIC .The Industrial Supervisor, IPO (Hd.Qtrs), KVIB Supervisor, posted in the Office of RIC, Kalinganagar, Jagatpur are endorsing their files through Asst. Managers to the General Manager for final disposal.
6. Details of Service Rendered:
The R.I.C Kalinganagar, Jagatpur has assisted the Industrialists/ Entrepreneurs & artisans by providing Project Profiles/ Reports, Technical know-how, Entrepreneurship Development Training, Skill up Gradation training, Marketing assistance, Assistance to obtain finance from different Financial Institutions, Raw materials and Govt. Land & Sheds.
7. Expectation of the Public Authority from the Public for Enhancing its Effectiveness & Efficiency:
Any public is eligible to contact the officers at R.I.C, Kalinganagar Jagatpur Head Quarter as well as Industries Promotion Officers at Block Head Quarter for discussion and interaction regarding setting up of enterprises.
8. Arrangement & Methods made for Seeking Public Participation/ Contribution:
One guidance Cell has been functioning in R.I.C, Kalinganagar, at-Jagatpur where general public are getting help/advices to establish their industrial ventures. Besides, different Seminars, Workshops and motivational Campaigns are jointly organized by R.I.C, Kalinganagar, with reputed Organizations like MSMED, NSIC, IED, KVIC etc to provide industrial awareness among the general public.
9. Mechanism Available for Monitoring the Service Delivery & Public Grievance Resolution:
General Public/ Entrepreneurs/ Industrialists/ Artisans are eligible to contact the General Manager, R.I.C, Kalinganagar, Jagatpur to put forth their grievances, if any, from 11.00 A.M to 2.00 P.M on every Saturday (except public holidays).
