Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (I)]
1) Aim & Objectives of the Public Authority: Sri Jagannath College, Kaipadar is a Private-Aided-College imparting education at Higher Secondary (+2) in Arts and Science and at +3 Arts levels. The main objectives of the Institution are: a. To provide access of qualitative higher education to the rural students. 2) Mission/ Vision Statement of the College: The vision of the Institution is to produce rural youth force of high talent excellence and morality. 3) Brief History of its Organization: The serene and propitious ambiance of 7th Sep 1981 suddenly dawned into a new awakening of Kaipadar to all the sinews of Higher Education. On that momentous day many young faces were along with ineffable joy, lit with the wide prospectus for a bright future and with a surfeit of rich expectations. They found ultimately their long cherished dreams of gateways to higher learning being opening at them and taking wings. Admidst an avalanche of sky touching and heart bursting words forming the chorus in praise of those founders and the public at large, the denouement finally came with the inauguration of this institution. In the background of Panoramic beauty and panoptic scenery formed by the small hills around, dense forest the College began its first flutter being securely perched in the blissful and benign a shrine of BABA SATYAPIRA- The holy shrine of BABA BUKHARI, symbolises and preaches communal harmony of humanity. Passing through many vicissitudes, trials and tribulations ups and downs, the fledging during these years has grown into a mature, development and healthy institution. The illuminating pages of history of this alma-mater started by Govt. recognition in the year 1985 +2 stream & 1989 in +3 stream as a testimony to its growth, and development from an intermediate College in Arts to a Degree College with Arts streams with provisions for Honours teaching facilities. Having spoken high of its golden and glorious past, does not in any way, make us oblivious of our long journey of traverse towards our ultimate goal, The onus is on its inmates-the teachers, students and all who are the sole actors to lead this institution into the grand shape of a full fledge, academically advanced and prosperous temple of wisdom. It can be incontestable said that whatever new various and beautiful face, the College dons today due to the unmitigated efforts and ungrudging cooperation of all. The development of the College however needs the assistance from all quarters to full-fill all its deficiencies like more class rooms playground. The College may look small but it is certainly a beautiful flower wafting its academically flavoured and intellectually informed sweet fragrance all around, quite indicative of its moral stance and commitment to the ushering in of a full-blossomed institution. 4) Duties of the Principal: i. Administration of the College. 5) Main Activities/ Functions of the Principal: a. Collection of educational policy documents, circulars of Government/ University/CHSE, Odisha., courses, teaching aids, books, etc. 6) List of Services being provided by the Public Authority: a. Providing qualitative higher end to the students of the area.
b. Disseminate knowledge to the students in Arts, Science and Commerce at higher education level.
c. To promote moral and social values among the students.
d. To promote higher education of rural girls.
ii. Management of College Office, Meetings and examinations.
iii. Supervision of Activities of Students, Teachers, other employees and all the Curricular and Co-curricular activities of the college.
iv. Coordination between College and College Governing Body (G.B.), College and the Govt., College and the Public/ Parents and
v. Teaching the Students.
b. Admission of students, distribution of powers/ charges among the staff, conducting.
c. Supervising different curricular and co-curricular activities, conduct of seminars, workshops, exams.
d. Establishing relationship with the Public, the Govt./ University/ CHSE, Odisha.

c. Making arrangement for stipend/scholarship for poor and meritorious students of the area.

8) Expectation of the Public Authority from the public for enhancing its Effectiveness and Efficiency:
To co-operate the process of running the college towards better development of the college.
9) Arrangements and methods made for seeking Public Participation/ Contribution:
a. Conduct of Parents-cum-public meetings.
b. Inviting the public to the college-functions/ important events/ observation of important Days.
c. Correspondence through letters (informing parents about the performance of the students).
10) Mechanism available for Monitoring the Service Delivery and Public Grievance Resolution:
Public Grievance is settled with the help of College Advisory Board, College Governing Body, and College Grievance Cell.

Procedure Followed in Decision Making Process
[Section-4 (1) (b) (iii)]
1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made). Decisions are taken: 2. What are the Documented Procedures/ laid down Procedures/ Defined Criteria/ Rules to arrive at a particular Decision for important matters? What are different levels through which a Decision Process moves? As per the Educational Manuals, Govt. of Odisha, Service Rules,Govt. of Odisha, Circulars from the Dept. of Higher Education, Govt. of Odisha/ Directorate of H.E., Govt. of Odisha/ Regional Directorate of Education, Govt. of Odisha/ Utkal University/ CHSE, Odiaha. At the college level the Principal places certain proposal in the College Advisory Board. Then the proposal is moved for the approval of the College G.B. Finally the same is sent for the approval of the Govt. through the Director of Higher Education. 3. What are the Arrangements to communicate the decision to the Public? Decisions are communicated to the public through College Notice Board, Wall-Notice, News Papers, Public meetings and letters to the public/ parents. 4. Who are the Officers at various levels whose opinions are sought for the process of decision making? At the college level: a) President, College Governing Body. 5. Who is the Final Authority that waits the Decision? President, College Governing Body, Sub-Collector, MLA/ADM, Khurda. 6.
