1) Aim & Objectives of the Public Authority:

     Netaji Subhas Memorial City College, Rajabagicha, Cuttack is a Non-Govt. Aided-College imparting education at Higher Secondary (+2) & Degree (+3) levels in Arts, Science and Commerce. The main objectives of the Institution are:

a. To provide access of qualitative higher education to the urban students.
b
. Disseminate knowledge to the students in Arts, Science and Commerce at higher education level.
c.
To promote values in the students.
d.
To promote higher education of urban girls.

2) Mission/ Vision Statement of the College:

The vision of the Institution is to produce urban youth force of high talent and morality.

3)  Brief History of its Organization:

     Netaji Subash Memorial City College, founded in the year 1979 is situated in the city of thousand years on the bank of the river Kathajori on the away side of Cuttack Ring road. The College has established itself was one of the leading co-educational institution on the silver city imparting qualitative teaching in Arts. Science and Commerce in both +2 and +3 level with honours facilities. It is a highly disciplined academic institute committed for Excellency in studies, games, sports and cultural activities and prospering every year. The college is enjoying the status of full Grants-in-Aid academic institute of Govt. of Odisha.

4) Duties of the Principal:

     Administration & Management of the College, Coordination between College and College Governing Body (G.B.), College and the Govt., College and the Public/ Parents.

5) List of Services being provided by the Public Authority:

a. Providing qualitative higher education to the students of the city.
b.
Teaching the students directly.
c.
Making arrangement for stipend/scholarship for poor and meritorious students of the city.

Correspondence through letters (informing parents about the performance of the students).

     Public Grievance is settled with the help of College Advisory Board, College Governing Body, and College Grievance Cell.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).

Decisions are taken:

i) As per the Directions of the Dept. of Higher Education, Govt. of Odisha.
ii)
By the Governing Body of the College.
iii)
By the Principal in consultation with different internal Committees/ Bodies of the College like College Advisory Board & College Staff Council.
iv)
In consultation with the public/ parents.
v)
In consultation with the students.

2. What are the Documented Procedures/ laid down Procedures/ Defined Criteria/ Rules to arrive at a particular Decision for important matters? What are different levels through which a Decision Process moves?

     As per the Educational Manuals, Govt. of Odisha, Service Rules, Govt. of Odisha, Circulars from the Dept. of Higher Education, Govt. of Odisha/ Directorate of H.E., Govt. of Odisha/ Regional Directorate of Education, Govt. of Odisha/ Utkal University/ CHSE, Odisha.

     At the college level the Principal places certain proposal in the College Advisory Board. Then the proposal is moved for the approval of the College G.B. Finally the same is sent for the approval of the Govt. through the Director of Higher Education.                        

3. What are the Arrangements to communicate the decision to the Public?

     Decisions are communicated to the public through College Notice Board, Wall-Notice, News Papers, Public meetings and letters to the public/ parents.

4. Who are the Officers at various levels whose opinions are sought for the process of decision making?
