Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1. History of the College:

The name of the institution is Dr. JKS College Parmanpur, Via-Sason, Dist-Sambalpur, Odisha,

Established in the year 1979, the institution imparts high education in both +2 and +3 (Arts) Degree

level.

Powers & Duties of Officers & Employees

[Section-4 (1) (b) (ii)]

Note-The college has two kinds of employees : (a) Teaching and (b) Non- teaching. The Teaching

Staff comprises of the principal (administrative head) and lecturers. Non teaching staff comprises of

class III employees (Head Clerk, Senior Clerk, Junior Clerk, Typist, Jr. Librarian) and Class IV

employees (Peons, Library, attendant, watchman, Sweeper). Teaching staff take classes, conduct

examination, evaluate +2 and +3 exam answers script and discharge duties related to extra curricular and co-curricular activities. Non- teaching staff look after office work and healf the principal in administration.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).

     Normally the principal makes decision on routine matters. In hard cases matters are referred to the President of the Governing Body. The staff council of the college is a official body which aids the Principal in making important decision. Accountability is fixed on principal, members of teaching and non-teaching staff on basis of individual responsibility. The channels of supervision is made by the following competent authority

     As the G.B. consisting of M.P., M.L.A., Chairman of the Block, V.C. nominee, D.H.E. nominee, two Ex-Officer of the teaching staff, two among the minority committee having the Sub-Collector, Sadar, Sambalpur is the president of the G.B.. The existence of the executive body make easier regarding the formulation of principles and policy for the greater interest of the institution.

     With refer to serial No (vii), all the resolution or decision taken by the G.B. are communicated to the D.H.E. Odisha for necessary action. As there is no provision to publish the minutes of the G.B., there is no rule to provide the said minutes before the public.
