Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Aims & Objectives of the Organization:
For execution and supervision of Soil & Water Conservation activities and Watershed Development programme in Cuttack Revenue Sub-division
2. Mission/ Vision:
For successful implementation of Soil & Water Conservation activities and Watershed Development Programme in Cuttack Revenue Sub-division.
3. Brief History & Background for its establishment:
The Office of the Assistant Soil Conservation Officer, Cuttack was created on 8th September, 1962 under Soil Conservation Department.
4. Allocation of Business:
a) A.S.C.O.: Assistant Soil Conservation Officer will exercise the power of DDO and Head of Office in respect of his office as may be delegated by head of Department.
b) J.S.C.O.: Junior Soil Conservation Officer remains in charge of Soil Conservation Range Office. Field executions are made under his direct supervision with the help of 3rd & 4th grade staff of this Organization.
c) SCA/ J.E.: Soil Conservation Assistant / Junior Engineer is in charge of S.C. Range Office and field works are being executed under his direct control by the help of some 3rd/ 4th grade staff.
d) SCTA: Soil Conservation Technical Asst. is attached to technical Section of the Office.
e) SCSO/ JSCA/ FMD: Attached to Range Office and works are executed directly through him as per instruction of the JSCO/ SCA.
f) Head Clerk: Supervise the daily official work through other staff engaged in different section of office.
g) Senior Clerk: Senior Clerk is attached to the Office and deals with Establishment/ Account section of the Office.
h) Junior Clerk: Junior Clerk is entrusted for type work/ Store Section/ Issue & dispatch section of the Office.
i) PG/ BR/ Chainman: Entrusted with field work to help the SCSO/ JSCA in execution.
j) Peon/ Khalasi: Attached to the Official work as and when required.
5. Duties to be Performed to achieve the Mission:
Execution and supervision of Soil & Water Conservation activities and Watershed Development Programme in Cuttack Revenue Sub-division.
6. Details of Service Rendered:
Execution of Soil & Water Conservation Activities through demonstration and watershed development programme as well as providing laborer opportunity through different labor intensive schemes.

The working hours both for Office and public is 10.00 A.M to 5.00 P.M having lunch break from 1.30 P.M to 2.00 P.M during every working day.

He will responsible for conducting survey, planning and preparation of project reports and implementation of Soil Conservation and Watershed Projects taken up under different schemes such as NWDPRA, IWDP & other departmental works of State Plan, Non-Plan and Central Plan along with the deposit works of DRDA, CRF, FFW and funds being funded by other agencies for execution of Soil Conservation and related projects. |

Each Junior Soil Conservation Officer remains in charge of 10 to 12 Field Assistants, both third grade & fourth grade staff such as Soil Conservation Assistant, Field Asst, Surveyor, Junior S.C. Assistant, Feldman, Demonstrator, Bhumi Rakhyak, Plantation Guard etc. Under his control and shall be responsible for effective implementation of the S.C. Programme. |

He guides the Field Assistants and Surveyors in collection of the basic dates of the areas under his range and shall compile the data for the range and submit the same to the Assistant Soil Conservation Officer retaining a copy of the report. |
|||
He visits all the sections under his jurisdiction and check measures the works executed in every area and submits the detailed report to contact the farmers participating in the programme for giving timely technical guidance to them at least once in a fortnight. |
|||
His jurisdiction comprises more or less a Panchayat Samity depending upon the sub watershed. |
|||
He check the Field Assistant whether they are visiting and conducting the meeting on NABARD work and guides the Field Assistant and farmers in all technical matters. |
|||
He checks the Field Assistant diaries and records his observation during his visit regularly and ensures that those are maintained properly. He also instructs to his staff under his control for making tour programme to specified areas. |

He prepares a perspective Master Plan of S.C. measures for his area including conservation farming trials in farmer's field and marketing of the perishable products and systematically implementation of the programme. |

He conducts tour at least 20 days in a month for supervising the work of the sub-ordinate staff and assists them in technical matters in execution & planning. He has to visit the field and checks the works before the weekly market day in the locality and conducts meeting for encouraging farmers to take up land development and plantation etc. in their lands. |
|||
He remains in charge of Soil Conservation Demonstration Center, Pasture Development Center, Research Farm, Sisal Estates, Coffee Estates and the duties and responsibilities assigned to him are no way less than those of a Farm Superintendent. |

He instructs the Field Assistants in carrying out Demonstration of S.C. Programmes in farmers field and in S.C.D.C. |
|||
Ha maintains with him the details of the fixed programme of S.C. Assistant and Field Assistants and maintains a list of farmers contacted in NABARD works operated in his area. |

He selects the applicants for Land Development, Land Shaping, Gully control str. Irrigation ponds, Cashew plantations etc. Recommends for getting loan from Nationalized Banks & other Financing agencies like AFDA, MFAL, TDA, NABARD etc. |

He investigates the field hazards like Saline inundation, sand casting; land slide, gullies erosion etc. due to heavy storm, flood, famines and natural calamities. |

He prepares the Soil maps with descriptive roll for interpretation and co-relation for utilization of particular land for different purpose. |
|||
He is a sub-disburser and handles cash to a tune of one lakh rupees for labour payment and other contingent expenditure in a year. |
|||
He checks the plans and estimates, which are of highly technical in nature and prepare the project reports for Soil Conservation Programme. |
|||
He attends to the interpretation of aerial photographs and land satellite imageries for preparation of watershed planning. |
|||
He attend the monthly meeting organized by the concerned Asst Soil Conservation Officer/ Soil Conservation Officer. |

He assists the Soil Conservation Officers/ Asst. Soil Conservation Officers in organizing and conducting field training programme generally conducted at the time of exhibition of a particular programme. |

He gives the required assistance to the different agencies in conducting research and demonstration programme like yield on cashew, pasture development, by product from sisal waste etc. |

He guides the Field Assistants in organizing the field days on successful demonstration on conservating farmers, strip cropping, land use capability etc. |

He verifies the utilization certificates for the farmers for sanction of loans by Banks after checking the work in the field. |
|||
He participates the village meeting in connection with the NABARD, MFAL, and SFDA Schemes and convinces farmers on the benefit of the programme. |
|||
He assists the Asst. Soil Conservation Officer in conducting exhibition and Soil Conservation Programme in tribal area within his jurisdiction. |
|||
He guides the people to take up counter measures by raising wind breaks Against Scale, storm, Diversion channel for disposal of under sizable Water flow, Spraying of cashew plantation etc. |
|||
He also collects statistics on response of people to soil conservation measure like WHS, Contour bunding, Terracing, Conservation farming, Amendment of Acid, Alkaline and Saline Soils from time to time at different parts of the year. |

He guides the field assts in collecting Soil Samples for determining the Fertility status, Erosion Assessment, Soil Reaction, Feasibility of Land for different crops etc. |

He prepares Schemes, Technical maps, Plan from Field survey data. |
|||
He assists in analysis of Soil Samples and prepares Soil Fertility Report. |

He attends to the water budgeting and recommendation of cropping pattern in the proposed command areas of irrigation projects. |

Apart from planning and execution they are also responsible for utilization of Soil & Water Resources for the development of the area through extension and training programme. |

Soil Survey and field investigation, field experiment and analysis of Soil and Water Samples collected from field and streams. |

Imparting training to S.C.S.Os, Junior S.C. Assistant, F.M.D and other staff working for the watershed development programme along with the local beneficiaries involved in the Development programme. |

They will obtain the technical guidance and instruction from the A.S.C.O, S.C.O. or through training as the case may be and will impart the same to the staffs down below. But they will be totally responsible for proper supervision and implementation of the work in the field. |

He will submit the reports and returns to the S.C.O / A.S.C.O concerned to his work in time. |
||||
He will make 100% check measurement of the Soil Conservation works (both vegetative & engineering structures) executed under his jurisdiction. |
||||
He is to prepare the project control register and will maintain personally. |
||||
He will prepare the plantation journal and the calendar of operation of the work. |
||||
He will check the Muster roll, Contract Labour works/ forms. He will maintain the Stock & Store register and verify the Stock & Store register and verify the stock before signing the stock entry certificate. |

He will ensure the Govt. by furnishing the necessary certificate on the body of the Vouchers, Muster roll, Contract Labour forms etc. before and after the disbursement of the amount due. If any thing wrong is detected, he should immediately bring it to the notice of the A.S.C.O or immediate authority for necessary action. |

He will maintain the Cash Book, Stock Register, Field Diary, Field Instruction Book, Library Register, Personal Ledger, Issue and Receive Register etc. & keep them in safe custody. He will be responsible for Stolen/ Damage of any of the above records. |
||||
Due to financial involvement in his job, he will produce the records and registers as per the requisition by the S.S.C.O / S.C.O., Govt. Auditors, A.G. Auditors and will furnish the necessary compliance if required. |

He will discharge duty in Technical Section when posted in H.Qrs of A.S.C.O / S.C.O / D.S.C (O) or equivalent posts. |

In view of the dearth of staff or reduction of staff due to austerity measures down below his cadre they will be responsible for execution of field work, range establishment, submission of range report, returns etc. to the ASCO. |
