1. Objective/ Purpose of the public authority

          The Odisha Forest Rangers College, Angul established in the year 1979, apart from conducting the regular Forest Range Officer Induction Course Training is also looking after various Refresher Course Trainings   from the rank of FGs to the rank of ACFs which is being sponsored by DFE, Dehradun as well as by the Forest, Environment    and Climate Change Department, Government of Odisha from time to time.

2. Mission / Vision Statement of the public authority.

         Our current role is to provide it transformative education to the Forest Range Officer as well as other front line forest officials through professional skill.

3. Brief history of the public authority and context of its formation.

          The Odisha Forest Rangers’ College, Angul (Estd: 1979) has the mandate of imparting professional training to the newly recruited Forest Range Officers of Odisha and other states in the form of FRO Induction Course Training followed by organization of various need based Refresher Training Courses for in-service frontline staff of the state starting from the rank of Forest Guards to the rank of ACFs time to time. The Institute has proximity to deep Forests, Wildlife Sanctuaries, Ramset Sites, Silvicultural Research Garden of the State Forest Department, mining areas and a Tiger Reserve which helps to impart classroom training as well field training in the form of exposure visits -cum- study tours to these places.

           The Director, Forestry Training, Odisha Forest Rangers College, Angul being the head of the institution is the over all in-charge of the Institute who looks after all the training related activities, office administration and Infrastructural development /up gradation work of the institute with help of the available faculty team, field officials and ministerial staff. In context of FRO Induction Course Training and DFE, Dehradun sponsored refresher training course, this state run institute is supervised and guided by the Director, Forest Education, Dehradun completely in the matters related to the course of studies and the process of imparting training to the trainees.

            Total 614 Nos. of Directly Recruited Forest Range Officers in 18 different batches have been trained from this institution since 1979 to till 2023. Currently this training institution is imparting FRO Induction Course Training to 46  Nos of directly recruited Forest Range Officer Trainees sponsored by the State of Chhattisgarh in its 19th Batch FRO Induction Course Training which has been commenced from dt.26.12.2023 and scheduled to be completed on dt. 25.06.2025 as per the direction of DFE, Dehradun. Till the end of financial year 2024-2025 these institutes have conducted about 194 Nos of Refresher Course Training meant for field functionaries of Forest, Environment and Climate Change Department, Government of Odisha with the funding received from the State Forest Department as well as from the DFE, Dehradun.

4. Duties of the public authority.

          The Forest Officer, one must  be physically  and mentally  fit for taking up any challenge  in the field, in order to inculcate desired mental and physical robustness  among  the budding officer trainees; regular field exposure  tour, trekking, weapon handling, combat,  tactics  and Jungle survival   training were  conducted  in house  as well  as  in collaboration   with the institutes  of  national repute such as STF,  Tamil Nadu, IIFM, Bhopal, ZSI Zonal Centre, Jabalpur, NCPOR (National Centre for  Polar and Ocean Research), Goa, FSI, Dehradun , WLL, Dehradun, FRI, Dehradun and  various National  Parks  &  Sanctuaries of the country . 

5. Main activities / functions of the public authority.

The Primary function of a  Public Authority under the  right to  information(RTI) Act is to provide citizens with access to  information held by them. Promoting transparency and  accountability in governance. This includes responding to  RTI requests proactive disclosing certain information, and  establishing a system for handling and  appearing information requests.

The Odisha Forest Rangers’ College, Angul have initiated to avail the facilities of    weeklong certificate course training offered by leading institution.

8. Expectation of the public authority from the public for enhancing its effectiveness and efficiency.

Expects good coordination from general public in developing training needs assessments, curriculum development, faculty development ensuing the quality and relevance   of training programs with respect to forestry.

 9. Arrangement and methods made for seeking public participation / contribution.

 The RTI Act,2005 in India aims to promote transparency and  accountability in Public authorities by providing citizens with the  right to access information. While the primary focus is on information access, the Act also simply encourages public participation by empowering citizens and  fostering a culture of  openness. Public authorities are mandated to proactively disclose information and provide mechanisms for citizens to seek information, which can lead to greater public involvement in governance.

10. Mechanism available for monitoring the service delivery and public grievance resolution.

 The  RTI mechanism primary the  centralized Public Grievance Redress and  Monitoring System, is a key tool for monitoring service delivery and  public grievance  resolution. CPGRAMS is an  online platform accessible to citizen 24/7 to file grievance related to service delivery issue with public authorities. It is a centralized system connected to all government ministries and departments at both the  central & state level.
