Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (I)]
1. Brief History of the Public Authority:
It was the second day in the month of September 1987, A vision long cherished by the employees of Talcher Coal Fields materialized. A new baby was born tearing the womb of time. The college, then known as Nilakantheswar Vidyapeeth (+2) came into being fulfilling the dreams of the higher education for the children of colliery employees as well as those of the periphery.
The colliery authorities generously lent a part of the high school building in which the college set its feet. The college started with a student strenght of 130 in Arts faculty and seven lecturers. In spite of several constraints, it has made rapid strides in the path of progress. Started as a tutorial college in 1987, it was recognized by the Govt. of Odisha in the year 1989 and was affiliated to the council of Higher Secondary Education, Odisha in the same year. The faculty of Science was introduced in the year 1989 with 64 students on the roll. Now the college has a sanctioned student strength of 256 in +2 Arts stream and 96 in Science stream. Efforts are on to increase the number of seats in Science to 128 in view of progressively growing demand. Efforts are also being taken to open Sanskrit and Education in Arts and Information Technology in Science stream.
The college which was initially installed in the High School building shifted to its new abode towards the end of 1989. It is now housed in a magnificent building with 32 rooms including laboratories and two galleries. It was a massive 80 lakh project sanctioned by the then chairman of Coal India Ltd. Padmabhushan Sri G.L.Tandon. The college has now 17 members of teaching and 13 members of non-teaching staff.
The college has been steadily burgeoning in bulk and strength. From an initial strength of about 72. students, the college now has over 400 students in Arts and Science streams. The majestic structure with an enicircling boundary wall standing beside the Cuttack- F.C.I. Road is an eye-catcher to all the passers by. This is undoubtly one of the best and most expensive of the private (non-govt.) college in the state.
The name of the college has undergone a change from Nilakantheswar Vidyapeetha (+2) to Nilakantheswar Mahavidyalaya after the opening of degree classes. Then again recently the name has been changed as Nilakantheswar junior Mahavidyalaya. The college owes its existence to the good will and patronage of the M.C.L. authorities who, to a large extent, contribute to the sustenance of the college by providing grants-in-aid from time to time.
The +2 wing of the college came under the Grant-in-Aid Scheme meant for the non-Government colleges of Odisha w.e.f june 1994. Now the college is a fully aided non-govt. college. Ten members of teaching and three members of non-teaching staff are receiving grant-in-aid from govt. of Odisha. While four members of teaching staff including demonstrators and four members of non-teaching staff are coming under block grant scheme by govt. of Odisha both in Arts and Science streams. Now the college is functioning under one-man Governing Body with the Sub-Collector (Talcher) as its Sole authority.
The main objective of the college is to produce students who value duty and discipline, so as to prepare them as good citizens of the country. The authorities have unanimoulsy decided that discipline be enforeced by all means, for real education is impossible without discipline and over the years our students have proved worthy of it.
The college considers itself fortunate to get the co-operaton and good will of the public, guardians, authorities, teachers and students at all times. It is hoped that no effort will be spared by all concerned, to make the college an ideal institution of the highest order.

Procedure Followed in Decision Making Process
[Section-4 (1) (b) (iii)]
1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).
Decisions are taken:
i) As per the Directions of the Dept. of Higher Education, Govt. of Odisha.
ii) By the Governing Body of the College.
iii) By the Principal in consultation with different internal Committees/ Bodies of the College like:
College Advisory Board & College Staff Council & other committees
iv) In consultation with the public/ parents.
v) In consultation with the students.
2. What are the Documented Procedures/ laid down Procedures/ Defined Criteria/ Rules to arrive at a particular Decision for important matters? What are different levels through which a Decision Process moves?
As per the Educational Manuals, Govt. of Odisha, Service Rules,Govt. of Odisha, Circulars from the Dept. of Higher Education, Govt. of Odisha/ Directorate of H.E., Govt. of Odisha/ Regional Directorate of Education, Govt. of Odisha/ Utkal University/ CHSE, Odiaha.
At the college level the Principal places certain proposal in the College Advisory Board. Then the proposal is moved for the approval of the College G.B. Finally the same is sent for the approval of the Govt. through the Director of Higher Education.
3. What are the Arrangements to communicate the decision to the Public?
Decisions are communicated to the public through College Notice Board, Wall-Notice, News Papers, Public meetings and letters to the public/ parents.
4. Who are the Officers at various levels whose opinions are sought for the process of decision making?
At the college level:
