1. History & Background of its Establishment:
The Circle Mining Office has been functioning at Phulbani since 12.11.1987 and its Head quarter is located at Phulbani in the District Head quarters of Kandhamal.

At present Mining Office is functioning in its own building since 1995 near F.C.I. Square, Phulbani under the Administrative control of Director of Mines, Odisha and Deptt. of Steel and Mines, Govt. of Odisha.

2. Jurisdiction:
Administrative jurisdiction of the Circle Minig Office, Phulbani extends over three revenue district namely Kandhamal & Boudh.

3. Survey and Demarcation of Mineral bearing area:
Watch and ward of Odisha Minerals (Prevention of Theft, Smuggling, Illegal Mining, Possession, Storage, Trading & Transportation) Rules 2007.

4. Allocation of Duties:
a) Inspect work of different mines under concerned jurisdiction.
b) Inspect mineral transaction, transportation to ensure raising of mineral from non-forest areas.
c) Development and administration of minor minerals.
d) Odisha Minerals (Prevention of Theft, Smuggling, Illegal Mining, Possession, Storage, Trading & Transportation) Rules 2007.

9. Cases for authorizing officers to inspect accounts of licenses or their prospecting operations under Rule-19 of MC Rules, 1960.

11. Appointment of Class-IV staff for the Office.
12. Sanction of pension and DCRG of the staff of the office sanction of earned leave to Class-III staff including Class-IV.
13. Sanction of House Building advance and other advances.
14. Sanction of journey inside the state in respect of Class-III & IV.
15. Stopping of pay of both Gazetted and Non Gazetted employees.
16. Grant of contiguity certificates of all Gazetted and Non Gazetted staff.
