Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
Aims & Objectives of the Organisation:
The Ret Medium Irrigation Project is a reservoir scheme, which envisages construction of an Earth Dam near village Kuttingpadar of Narla Block in Kalahandi District. The Dam will be constructed across river Ret, a tributary of Tel River in Mahanadi Basin. The Dam is located at latitude of 19'-56'-8"N & longitude of 83'-l8'42"E. The catchment area of the reservoir is 262 sq. km. on completion of the Project it will provide 8500 Ha. of CCA. in blocks of Kalahandi District i.e. Narla, Kesinga, Bhawanipatna & Lanjigarh as details below.
Narla - 3205.63 Ha.
Kesinga-1281.04 Ha.
Bhawanipatna -3432.72 Ha.
Lanjigarh - 580.61 Ha.
Resorvoir: The gross storage of reservoir at F.R.L is 6776.50 Ha.m. & Dead staorage capacity is 812.031 Ha.m. With live storage capacity of 5964.47 Ha.m. The F.R.L/M.W.L, T.B.L & D.S.L are 305.00m, 308.00m. & 287.40m. Respectively with submerged area at F.R.L. is 650.00 Ha. . In this process 9 (Nine) Nos. of villages are fully submerged where as 6 (Six) Nos. of villages are partly submerged.
Dam: Homogeneous Earth fill Dam is to be constructed for a length 1054m. With a maximum height of bank as 36.40m. & the top width of the Dam is 6.0m. At 308.00m. Level (T.B.L.).
Spillway: A centrally located ogee crested Spillway for a length of 87.00m. With 6 Nos. of radical gates (Size- 12m. x 6m.) is to be constructed.
Distribution System: This Project has a G.C.A. of 14167 Ha. Where as CCA. of 8500 Ha. With a percentage of CCA. to G.C.A. as 60 % to provide irrigation in both Khariff & Rabi. For which the Left Main Canal for a length of 17.075 km. & Right Main Canal for a length of 12.30 km. with their distribution system & all conveyance structures are to be constructed with Left & Right Ayacut/ Village irrigated are 4890 Ha. /53 villages & 3610 Ha. /44 villages respectively.
The Project was approved by Planning Commission in the year 2003-04 for Rs. 86.14 Crore (1999 price level). The 2nd revised estimate cost of the project has accorded the Administrative approval vide Letter No. 15473 dt. 18.04.2008, Govt. of Odisha, Department of Water Resources for the cost of Rs. 273.81 Crore (2007 price level). Funding is made by A.J.B.P.
Mission/Vision:
This organization has been established with an aim to provide irrigation in the drought prone area of Kalahandi District. The responsibility of the Division Officer (Executive Engineer) is to monitor the execution works of Head works, Canal works as well as the Rehabilitation & Resettlement works of this Project.
History & Background of its Establishment:
This establishment has been created as Ret Irrigation Division, Bhawanipatna under the control of Superintending Engineer, Western Irrigation Circle, Bhawanipatna & Chief Engineer & Basin Manager, R.V.N. Basin, Berhampur (Ganjam District) on dt. 14.09.2005 vides Order No. 28750 of D.O.W.R. This Division actually started functioning from 26.10.2005 at Bhawanipatna, Kalahandi.
Duties to be Performed:
Smooth & proper execution of a centrally located Spillway of length 87m. to be constructed with a homogeneous Earth fill Dam of length 1054m. Across river Ret. Two nos. of Head Regulators namely Left & Right Head Regulator to regulate the supply of water to irrigate an ayacut of 8500 Ha. in the drought prone area of Kalahandi District. Proper Rehabilitation & Resettlement of the affected people of 15 (Fifteen) villages with its ancillary works.
Main Activities/ Functions:
The Executive Engineer is assigned to monitor the execution of Ret Irrigation Division, headquarter at Bhawanipatna. The main activities of the project at present are
1. Rehabilitation & Resettlement of the affected people of 15 Nos. of villages.
2. Construction of Earth Dam.
3. Construction of Spillway.
4. Construction of Head Regulator & other Head works.
5. Construction of Right Main Canal in its Head reach (00 to 6.00km)
Details of Services Rendered:
a. Rehabilitation & Resettlement of 15 (Fifteen) affected villages.
b. Construction of Ret Spillway across the river Ret of length 87m.
c. Construction of Earth Dam (Both Right Flank & Left Flank) of length 1054 m.
d. Construction of Right & Left Head Regulator on the body of the Dam.
e. Construction of Right Main Canal from RD 00 to 6.00km with its structures.
f. All other ancillary works relating to the project like construction of Office buildings, Staff quarters & other buildings.
g. Construction & maintenance of roads in the Project area for new public use as well as departmental use.
Citizen Interaction/ Public Participations:
Citizen or Public are involved in matters of Land Acquisition, Rehabilitation & Resettlement works by forming village level committee & taking active participation in the R.P.D.A.C. of the project.

Grievance are received from the public during the office hours of every working day & suitable action to being taken after due investigation of the grievances.

Working Hours both for Office & Public:
The office hour is from 10 A.M to 5 P.M. with lunch break from 1.30 P.M. to 2.00 P.M. & in summer season 7.00 A.M. to 1.00 P.M. without lunch break from 15th of April to 15th June generally as per the order of State Govt. of Odisha.
The visiting hour for public with Executive Engineer, Ret Irrigation Division, Bhawanipatna & Sub-ordinate offices under his control is during office hours of every working day.
