Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1. Brief History of the Public Authority:

Khariar College, at present known as Khariar (Autonomous) College, ever since its birth in 1977 has been fledgling its branches into a vast area of studies year after year. Now it has occupied a special niche of name and fame all over Odisha and is valued as a treasury of eruditions in the Western Odisha, It covers Science, Arts and Commerce Streams in both UG and PG classes with CBCS syllabus respectively facilitating the students with various subjects. Besides it all., it facilitates the students with IGNOU Study Centre, 0disha State Open University Study centre, self-financed Diploma courses in Environmental Science. Journalism and Mass Communication & Sports Management courses, Diploma in Yoga, Diploma in Indian Knowledge Systems, Diploma in Translations,  Diploma in Yoga, Diploma in Computer Application,  Certificate in Computer Application,  Certificate course in Human Rights . The students of Rover Ranger, NSS, N.C.C and Red Cross have added pages of appraisal in the national level, The institution feels proud to have outstandingly talented and vigorous staff members who continuously have been contributing their best for the college. The students as well, coming out of this college make the institution feel proud and glorious being placed in many significant positions and for their flabbergasting outward curricular activities. It is a matter of pride privilege to declare that the institution con forms all sorts of compliance to be deemed as a University. For the overall developmental growth and bright future of this Institution, we solicit the dedication, sincerity, determination and cooperation of every individual directly or indirectly linked with it. Good wishes and Feedbacks from the local and the outsiders to improve further more are awaited.

     The college is  a premier educational institution in the tribal dominated Western frontier in the district of Nuapada and on the border of Odisha - Chhatisgarh, came into being in the year 1977. The college is situated on N.H. 353 connecting Raipur and Gopalpur. The campus area spreads over 28.345 acres of land donated by Late Ranisaheba Soubhagya Manjari Devi.

     The college is affiliated to CHSE, Odisha for +2 and Maa Manikeshwari University for +3 and Post Graduation (PG) is recognized by University Grants Commission under 2F (1986) and 12B scheme since 2008.

     The college offers both +2, +3 courses in Arts, Science,  Commerce, PG in Hindi, Odia. Political Science and PG in Chemistry. The college takes care not only to impart and enhance the quality of higher education but also to build up an atmosphere of learning. It has proved its ability by giving students opportunities for their all round development. Again the college has sustained and concerted effort to bring innovations in teaching learning methodology. The students are provided with model notes and question banks etc. to enable them to grasp the course easily and help them prepare for the examination. Extra attention is also paid to academically backward and slow learners through extra and remedial classes.

     The faculty members maintain regular assessment of academic progress, which is verified by the HODs, and the Principal. The students' performance is evaluated through classroom interactions, unit tests, and half yearly and annual examinations. The communicative skill and confidence level of the students are assessed through departmental seminars, debates and other cultural activities. Their knowledge is further sharpened through study tours, excavation and field works.

     The college has the distinction of having highly qualified faculty members. They update their knowledge through research work, refresher course, orientation course and participation in state, National as well as International level Seminars along with publication of articles in research journals. This college has been accredited by NAAC in 2009 1st cycle and in 2014 2nd Cycle.

     The college encourages students' participation in extension activities through NSS, N.C.C. and YRC. The activities of these organizations include a number of awareness programmes, Rallies, Blood donation camps, Health camps, Legal Aid workshops etc. The unique outreached programme of the college is village adoption programme through which students use their knowledge, skill and abilities to benefit the village community in the neighborhood.

     A student friendly-library in the campus provides access to Internet and also provides Reading Room facilities for staff and students. General facilities are available in the campus. The college has a nice eco-friendly campus. It is surrounded by rare variety of Mango grooves Sedum and Teak and other varieties of seasonal plants. Though the existing building provides classrooms for degree and higher secondary students, it is under further extension to accommodate growing demands in teaching and learning process. For better health care it has a play ground, Gymnasium which facilitates the students with both indoor and outdoor games. Yoga classes nourish the mental and physical growth of the students.

     The students get benefited through Book Bank, Scholarships, SSG, SAF, College Magazine, Departmental Seminars, Career guidance and placement cell, Cultural activities, Alumni meet, parents meet etc.

     Keeping pace with the fast changing world, the institution has adopted innovative practices to fulfill the growing academic needs of the students and staff which include establishment IQAS to ensure quality assurance on a sustained basis within the academic and administrative system.

     The College provide calendar to the students. The teachers prepare annual progress of courses and make periodic academic review and discuss different issues in staff council and staff association meetings.

     In order to achieve academic excellence the college promotes use of technology in the form of LCD, OHP, Audio Visual support system, Educational CDs etc.

2) Main objective of the Public Authority:

The Crest

     The rising sun symbolizes a new and fresh awakening in educational front. The tree leaves with symbols of a game of football, book, lamp and yantra stand respectively for physical, intellectual and spiritual development. The three are indispensible for an integrated personality development and the famous Vedic hymn "Tamaso Ma Jyotirgamaya" implying,

     "From darkness to light", reminds one of the glory of India, envisaged by the great saints and seers and highlights the basic goal of human life.

     The college has set a very clear vision which is to build a thriving culture disseminating knowledge to all sections of the society through value based education.

Procedure Followed in Decision Making Process

     This is a Non-Government aided college and the Principal of the college takes decisions in various matters having discussions with different committees like, Staff Council, Admission Committee, Examination Committee, Purchase Committee etc. as per the Government rules/ University rules/ UGC guidelines & Placed before the Governing Body for its approval.

Norms for Discharge of Functions

[Section-4 (1) (b) (iv)]

      Any letter, Application from the public, proposal received from Government Individual, Students, Parents, Educationist and staff are being entered in the diary register and referred to the concerned sections. Officers-In-Charge of different Committees after scrutinizing the information necessary compliance are made. The files are routed through the different Officers in Charge/ Bursars/ Vice-Principal/ Controller of Examination/ Heads of the concerned Departments are put before the Principal for approval/ sanctions after which being dispatched with number and date.
