Chilika Wildlife Division was created on 30.03.1985 by carving out area from undevided Puri Division & some portion of Ghumsar south Division with Hqrt. at Bhubaneswar under the administrative control of Director, Nandankanan. Consequent upon the reorganization of state Forest Deptt. on 01.10.2023 the Chilika Wildlife Division brought under the administrative control of Conservator of Forests, Bhubaneswar Circle (now RCCF, Bhubaneswar). The division was created with an objective to manage the Flora & Fauna coming under its jurisdiction with a special job of managing Chilka Wildlfe Sanctuary, Nalabana.

Supervise the work of all their subordinate staff for the purpose of effective management of sanctuaries and parks coming under their respective jurisdiction and implementation of the provision of the WL Protection and Rules and framed there under.

Preparation of Annual Budget Estimates and revised estimates relating to management of the Wildlife Sanctuaries, Parks and other schemes connected with development of wildlife and their habitat under their respective jurisdiction.

All fees and royalties and royalties payable under any of the provision of Wildlife Act, 1972& Rules framed there under & realized & credited to the proper head of Accounts.

Maintain all records and furnish timely returns prescribed under Wildlife (Protection) Act, 1972 and Rules framed there under or as required by superior authorities.

Inspection of office and works of all subordinate offices to ensure proper implementation of the provisions of the Wildlife (Protection) Act, 1972 and Rules framed there under and proper field administration.

Responsible for the discipline, conduct and work of all his subordinates in the discharges of their duties.

Communicate all official orders and instructions to his subordinates, and to see that they understand them fully and carry them out

Financial

Responsible for all cash disbursement and expenditure within his Range, and all payments of pay and labor must, as far as possible, be done personally by him.

All forest revenue due from  his Range is collected and credited to Government.

Others

He is to collect, check and consolidate all returns and registers and prepare the monthly range account and to carry out all necessary office work promptly and correctly.

He is to protect Government interests by insisting by insisting up on the maximum of good work from all subordinates and labor and producing the highest revenue from his Range consistent with the highest

principles of forestry.

He should have full knowledge of the fauna and their habitat and must know the provisions prescribed for the protection and management of wildlife within his jurisdiction. He is responsible for the protection of fauna and their habitat in his charge and should see that, the provisions of Wildlife (Protection) Act, 1972 and rules framed there under are properly implemented.

Duties

He must know the nature, value and extent of the forest property committed to his charge and must know the plan prescribed for the protection and management of that propert.

He is to prevent to the best of his ability and misuse of authority by subordinates. In the case of compounding forest offences, he should see that rules are strictly followed

Procedure Followed in Decision Making Process

[Section-4(1) (b) (iii)]

   Generally the decisions on various matters are finalized by the Government in Forest & Environment Department on receipt of proposals from the Divisional Forest Officer through the Regional Chief Conservator of Forests and Principal Chief Conservator of Forests.

(c)To       develop alternate sites for tourists to minimize adverse impact of tourism beyond carrying capacity of Nalabana Sanctuary.

(d)To       develop linkages between local people and tourists for augmenting the livelihood options of the community for sustainable.

(e)To       act as a platform for open debate, seminars, workshops, training programmes and field investigations on issues related to conservation of Chilika eco-system and tapping of tourism potential.

(f) To       carry out any other activities in the furtherance of the above objectives.

(a)To       strive to preserve the biodiversity and ecological integrity of the wetland and other scenic areas in Chilika Lagoon.

(b)Extension            activities of the Forest Department, Govt, of Odisha to promote eco-tourism and protection of birds and dolphins providing necessary entries of high standard for eco- tourism visiting Chilika and Satapada areas.

(c )To      collaborate with the bird and dolphin experts and other agencies in furtherance of the objectives of the Society.

(d) To      collaborate and interlink with the national and international forum to develop eco-tourism.

(e)To       receive financial assistance form registered financial institution to grow the business of the Society.

Structure and Member composition

A)The General body consisting of all the members of the Society approved by the Government. Shall be the supreme in all matters of control and administration of the Society. It may delegate certain powers, if required to Governing Body / Sub- Committees as may be constituted by it.

B)There shall be a Governing Body consisting of the following namely.

(i)Chairperson

(ii)Secretary

(iii)Two non-official members to be selected by the General Body from among its non-official members. The maximum •tenure of any non-official member will be two years at a time, subject to a maximum of two tenures.
