1.Institutional Information
Shilabala Women’s College, is a century old college is the premier educational Institution of its kind in the state of Odisha for women education. It was established in 1913 with intermediate classes and became on Undergraduate College in 1946 with Utkal University affiliation, Post graduation classes started in 1982 and since then it has been steadily progressing. Autonomy status was conferred upon by the UGC in 2017. It is now accredited by the NAAC with B++grade. The college is situated in the heart of Cuttack city on a sprawling campus measuring A11.062D. The institution imparts teaching to about 3600 students in 48 programmes.

(B) Institutional core functions
The Core functions of Shailabala Women’s Autonomous College revolve around good governance, Teaching and learning, research, and community connect. These functions are interconnected and contribute to the overall development of students, society, and the nation.
i.Good Governance:
The institution maintains a decentralized and participative mode of administration with the decision-making process with the powers being concentrated to different committees and cells to maintain systematic. The organogram of the institution conveys the decentralized mode of administration and is displayed in the College website. The administration of the institution is vested upon Principal, with the support and advice of different statutory bodies, administrative staff and the internal Quality Assurance Cell (IQAC) for the growth and development of the institution. The institution has an effective strategy for delegating authority and providing operational autonomy to all academic departments, clubs and associations to work towards decentralized governance.
ii.Teaching-Learning:
This involves imparting knowledge and skills to students, fostering critical thinking, and preparing them for future careers and further studies. The institution assesses students’ learning levels and organises spcial programmes for both slow and advanced learners through an appropriate process. ICT classrooms, e-Resources and Well-equipped laboratories are used for an effective teaching-learning process. Value added, skill based certificate courses, experiential learnings and internships are offered to all students for providing opportunities to acquire new knowledge and skills throughout their lives.
iii.Research Culture:
This institution conducts research across various disciplines, addressing societal challenges and contributing to scientific and technological progress.
iv.Community Connect:
The college believes in a strong sense of connectedness with the society through various community connect programmes like awareness of health & hygiene, environmental issues, addition liberation and social justice etc.

Principal |
The Principal as the administrative and academic head, is responsible for the overall functioning and strategic development of the college. He/She oversees the governance, discipline, academic programs, budget, represents the college externally, and foster a positive learning environment. The Principal sanctions leave of all types, within the rules prescribed by the government, to all staff and officiates arrangements, wherever necessary, will also be made by him in accordance with the rules. He/she acts as the drawing & disbursing officer for all the financial transactions by the College. |

Administrative Bursar |
The Administrative Bursar handles the day to day administrative work of the College with consultation of Principal. He/she ensures the proper maintenance of service books, establishment related issues and sanction of salary and increments in time. |

Accounts Bursar |
As the head of the accounts section, he/she handles financial management, budget preparation, accounts maintenance, audit compliance, and procurements in accordance with the government rules and procedure. |
|
4 |
Academic Bursar |
As the head of teh academic section, he/she is primarily responsible for managing and overseeing the College’s academic activities. This includes coordinating all academic-related matters, assisting the Principal in academic administration, and handling tasks related to curriculum development. |

Legal Bursar |
He/she handles all legal matters and disputes in consultation with the Principal and government pleaders. |

6 |
Controller of Examinations |
The Controller of Examinations holders the primary responsibility for overseeing all examination related activities within the institution. This role encompasses the preparation, scheduling, and conduct of examinations, as well as addressing all associated contingent matters. He/she has the responsibilities of ensuring the secure custody of office files, documents, certificates, and other examination related materials under designated officers’ supervision & convening mettings of BoCE and BoS. |

Hostel Superintendent |
The Hostel Superintendent is responsible for the ovberall management and welfare of boarders. The duties include maintaining discipline, ensuring safety and security, managing hostel operations, and providing support to students. She acts as a liaison between students, parents, and the institution’s administration. |

Procedure Followed in Decision Making Process
[Section-4 (1) (b) (iii)]
1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).
This is a Government college and the Principal of the college takes decisions in various matters having discussions with different committees like, Admission Committee, Examination Committee, Purchase Committee and Financial Committee etc. as per the Government rules/ University rules/ UGC guide lines.

Norms for Discharge of Functions
[Section-4 (1) (b) (iv)]
Any letter, public application, proposal received from Government, public individual, students and staff are being entered in the diary register and referred to concerned sections/concerned Officers in charge/concerned committees for examination and submission of the compliance in the related files. The file duly routed through the different officers in charge/Bursars/Heads of the concerned Departments are put up before the Principal for approval/ sanction after which it is dispatched with number and date.

Citizen’s Charter
COMMON MINIMUM STANDARD
Admission:
Time Table:
Time table shall be prepared by each college as per the following guidelines:
Duration of one theory period – 45 minutes
Duration of one practical class 3 periods – 3x45 minutes
No of students in a practical group – 16
One teacher shall be allotted maximum 30 periods per week
All teachers shall be assigned classes on every working day of a week. Similarly each student must have theory classes on every working day of a week
Names of teachers should be reflected in the time table against respective classes allotted and the time table must be uploaded in e-space for information of teh Govt./DHE/RDEs.
The classes must be held only in the respective rooms as per time scheduled in the time table.
Lesson Plan & Progress Register:
Progress of theory portion of the syllabus shall be maintained by each teacher in the individual “Lesson Plan-cum-Progress Register” as communicated to you earlier vide letter No.19389/HE/27.07.2012. It should be strictly followed by each teacher. The progress register shall be signed by the concern HOD on the last working day of every week and by the Principal on last working day of every month.
Students’ Attendance:
Students’ attendance shall be maintained by each teacher in each class and put his/her full signature with date.
College students have to attend at least 75% of available classes failing which they shall not be allowed to appear in end-term examination. Student attendance must be monitored on monthly basis an parents of students not attending 75% of classes must be contacted over phone/SMS/postcard, etc. Guidelines/instructions issued in the past by this Department or its Directorate / Regional Directorates in this regard, all the previous orders are hereby superseded (vide No.13559/HE/Dt 5th July 2019).

Applications from staff, students (for admission, issue of CLC/TC or any other grievance) and guardians etc./letters from Higher Education Department/DHE or any other institutions shall be registered in the diary register and acknowledgement shall be given to the applicant.
As e-despatch system has been introduced by the Govt., the letters from the Govt., DHE, RDES, and Universities etc. Should be verified everyday and downloaded from the concern websites.
The activity of each section shall be displayed for the information of students’ and guardians.

Proctorial System:
Proctorials system must be strengthened. Each teacher must be assigned a group of students and he will act as friend, philosopher and guide of these students. He will keep the record of attendance and also academic achievement of his group. He will also remain in touch with the parents/guardians of the students.
