1. Aims and Objectives of the Organisation:

The office was established in the year 01-03-1968. The main objective of the public authority is to increase the Agriculture production and productivity of the farming community and make them self sufficient.

Duties

Works under the direct control of the CDAO at district level.

Supervises and monitors the different agriculture programmes in the jurisdictional blocks.

Acts as DDO for all the agriculture staff in the jurisdictional blocks.

Delegated with powers to exercise administrative, financial and technical control over extension staff.

Makes tour for supervision of different ongoing schemes and conducting block level monthly and biweekly trainings of agriculture staff.

Verifies and forwards different proposals for administration of subsidies under New agriculture Policy of Govt. to respective JDAs at district level.

Identifies problems relating to input supply and other constraints of the block agriculture set up and transmits to the JDA at district level for remedial action..

Supervises for successful execution of all Government schemes like ATMA, NFSM, BGREI, NMOOP, RKVY and any other special programmes under his jurisdiction.

Ensures that all the developmental schemes related to Agriculture percolate to the farmers of his jurisdiction coordinating with the block agriculture set up..

Keeps liaison with other departmental agencies like Horticulture, ARD, Soil Conservation, Fisheries, Irrigation, Cooperation, financing agencies and other line departments.

Placed at Block Head Quarters.

Head of the Agriculture set up at block level..

Supervises and monitors different agriculture programmes in the block.

Monitors and supervises the works of Assistant Agriculture Officers placed under his disposal.


Maintains liaison with other block level officials, viz., BDO, Tehsildar, BVO, AFO, Soil Conservation, Horticulture, Cooperation, Commercial & Cooperative Banks, Water Resources and other line departments.

Responsible for online management of different subsidy related farmers oriented programmes like Farm Mechanisation, Jalanidhi, Direct Benefit Transfer of funds to the accounts of the beneficiaries. Krushi Sahayak Kendra.

Discharges the duties as Convenor of Block Technology Team under ATMA.

Monitors the programme of Biju Krusak Kalyan Yojana (BKKY)

Acts as Inspectors of Fertilizers, Pesticides and Seeds. Recommends the issue of licences related to such inputs to the licensing authority.

Monitors the collection of targeted seeds, fertilisers, pesticide, biofertiliser samples for quality control.

Chalks out and monitors all the field demonstrations and trials in the farmers' fields as per the targets fixed for the block.

Distributes and monitors targets-achievements under different schemes to the AAOs serving under his control.

Reporting officer of areas and crops affected under natural calamities.

Prepares Strategic Plans for Kharif and Rabi as per the land pattern and crop perspective of the block.

Prepares block level plan for Comprehensive District Agriculture Plan (C-DAP) in consultation with all the line departments.

Monitors effective execution of different training programmes, Melas, Exhibitions, Krushi Ratha, Kisan Gosthi, Awareness Campaign, Capacity Building etc. under schemes like NFSM, RKVY, NMOOP, ATMA, State Plan.

Reporting authority of different types of crop cuttings, viz., Joint Crop Cutting with Bureau of Statistics and Revenue personnel, departmental crop cuttings for different schemes, Insurance crop cutting etc.

Facilitates Crop Insurance to both loanee and non loanee farmers.

Ensures availability and supply of different inputs viz., seeds fertilisers,Bio fertilizer, Pesticide etc. to the farmers of the block.


Supervises after the production programmes of small sized departmental farms under block jurisdiction with the help of AAO of the Block.

Ensures promotion of Agri- enterprises.

Monitors Soil Health Mission Programme in the block.

Participates in BLBC, BLCC, Panchayat Samiti, Pani Panchayat Apex Body meetings.

Reporting officer for all the agriculture activities to his immediate higher authority like ADO at Agriculture District level and CDAO at District level.

Exercises administrative control of all the subordinate staff under his control and will initiate the PAR of AAOs and CCR of AOs, and VAWS.

Monitors and supervises the agriculture input supplies at block.

Most of the decisions were taken at Director of Agriculture and food Production level and at Govt. Level. Regarding ATMA activity a Governing body headed by Collector Bhadrak taken all the decisions.
