Particulars of Organization, Functions & Duties

1. About the Organization:

   The Vocational Education Programme at Higher Secondary School level started in Odisha in the year 1988. The programme is basically designed for skill development and self employment of the students. Besides, the students after completion of the course can avail employment in the Government/ Private sector and pursue higher studies at under graduate level.

   Regional office of vocational education, Berhampur has been created under the Directorate of Vocational Education, Odisha. Deputy Director is the head of office for this Regional Office. This office is to supervise functioning of Government Higher Secondary Vocational Schools (GHSVSs) located in 10 districts, Ganjam, Gajapati, Kandhamal, Boudh, Koraput, Rayagada, Nabarangapur, Malkanagiri, Nuapada and Kalahandi. 48 GHSVSs were there in these districts. Out of them 16 GHSVSs were in Non-Tribal area and 32 were in the Tribal area. All these GHSVSs were located within host institutions, either Government, Non-Government aided Colleges or Government High Schools.

   From 2003-04 session GHSVSs located within the High School premises shifted to nearby Government or Non-Government Aided Colleges and all the GHSVSs are renamed as Government Vocational Junior College (GVJC). Since then, jurisdiction of Regional Office of Vocational Education, Berhampur has been reduced to 7 districts. They are Ganjam, Gajapati, Kandhamal, Koraput, Rayagada, Nabarangapur and Malkanagiri. There are in total 37 GVJCs in these districts (16 GVJCs are in Non-Tribal area and 21 GVJCs are in the Tribal area).

   During the academic session 2010-11, 26 GVJCs (14 GVJCs in Non-tribal area and 12 GVJCs in Tribal area) were imparting teaching in 11 vocational trades.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. Decisions are taken on the basis of different Rules/ Regulation framed for the purpose in the Regional Office as prescribed by the Government.

2. Letters, applications, files etc. are received in the Diary section and placed before the Deputy Director and then sent to the concerned Dealing assistants. The Dealing assistants process them in files as per the existing Rules/ Regulations/ Guidelines/ Instruction of the Government and put up to the Assistant Director. Then the Assistant Director put up them to the Deputy Director with his views for orders. Deputy Director takes the final decision. Matters require the Director's approvals are send to the Director for necessary order.
