1. Brief Description regarding creation of Regional Directorate of Education, Bhubaneswar:

     Govt. in the Higher Education Department, Odisha vide its resolution No. 5256/He, Dt. 29.01.1997 after careful consideration were pleased to decide that there shall be three composite Regional Directorates at Bhubaneswar, Berhampur & Sambalpur to look after the matters relating to both Higher Education Department and School & Mass Education Department for streamlining the Administration and expeditious disposal of various matters in the field of Education.Later on vide Letter No. 35725/HE, dated 29.12.20217 two new Regional Directorate were formed  one at Balasore and the other at Jajipur under Koraput District 

         The Regional Directorates will be executive oriented in form. The Regional Directorate of Education, Bhubaneswar is headed by an Officer of College Branch (Grade 1 Principal) who enjoys the status of the Heads of the Department & designated as Regional Director.

     The Regional Director is the appointing and disciplinary authority in all Class III & Class Iv employees of the Regional Directorates concerned.

3. Administrative/ Financial Powers of Regional Director in the matters relating to Higher Education:

i) Inspection of Government & Non-Government Colleges including general supervision of the work of the Principals of Non- Government Colleges and Government Colleges.
ii)
Recommendation for Permission/ Recognition of Non-Government Colleges including Professional College.
iii)
Recommendation for opening of new streams/ subjects/ honours subjects and increase of seats in respect of Government & Non-Government Colleges.
iv)
Submission of proposals for constitution of Governing Body of Government College /Non- Government Colleges.
v) Sanction of Leave/G.P.F. advance L.T.C/G.I.S. etc. in respect of the staff of Government /Non- Government Colleges including that of the establishment of the Regional Directorate.
vi)
Processing of Pension cases in respect of Government & Non-Government Colleges.
vii)
Countersignatures / approval of tour programme, tour diary, tour particulars, T.A. bills of the Principals, Non- Government Colleges and Government Colleges except Autonomous Colleges and lead Colleges.
viii)
Audit on the accounts of Government and Non- Government Colleges.

The area of operation of this Directorate including like districts namely Angul, Dhenkanal, Cuttack, Jajpur, Jagatsinghpur, Kendrapara, Khordha, Nayagarh & Puri 

 

b) Elementary:

      General Supervision of works of D.Is, S.Is and Court cases of Primary Education D.P., E.P., learning without Frontier, Education for all and A.I.P. Programme in respective Districts.

5. Prescribed Authority:

     The Regional Director of Education, Bhubaneswar has been notified as Prescribed Authority in respect of the Non- Government Colleges (offering general education and Sanskrit colleges imparting Upasastri & Shastri courses) situated and functioning under its jurisdiction.

     By such notification the Regional Director will receive the applications for opening permission / recognition in respect of Non- Government Colleges, to inspect such colleges and to submit report to the High Power Committee for necessary consideration and decision. The Regional Director is the approval authority of the Governing Bodies of Non- Government Aided/ Unaided Colleges under jurisdiction.

      There are 39 Government Colleges, 396 Non-Government Aided Colleges, 103 Non- Government Aided (Block Grant) Colleges 761 Nos. of Non- Government Unaided Recognized Colleges under the Administrative Jurisdiction of Regional Directorate of Education, Bhubaneswar.
