Introduction
The Regional Transport Office (RTO), Nuapada designated with the code OD26 (formerly OR26), serves as the official transport authority for Nuapada district in Odisha. Regional Transport Office, Nuapada started functioning w.e.f. 18.06.2002 in rented accodmodations till 13.02.2020. It started functioning in its own building at Silda, Nuapada w.e.f. 14.02.2020.

Particulars of Organization, Functions & Duties

1) Aims and Objectives of the Organization:
The RTO , Nuapada, operates under the Motor Vehicles Act with the primary aim of regulating road transport and ensuring road safety. Its key objectives include issuing driving licenses after proper testing, registering all motor vehicles, enforcing traffic laws, and promoting road safety awareness. The office also ensures vehicle fitness and pollution control, manages permits for transport vehicles, collects motor vehicle taxes and fees, and takes enforcement actions against violations to maintain lawful and efficient transport operations.
2) Mission/Vision:
Mission :-To ensure safe, efficient, and eco-friendly road transport in Nuapada district by delivering reliable services such as issuing licences and permits, registering vehicles, enforcing traffic laws, and maintaining vehicle fitness and emission standards while fostering public awareness and legal compliance.
Vision :- To become a model Regional Transport Office that upholds the highest standards of road safety and environmental responsibility, enabling seamless mobility for all citizens and contributing to the sustainable development of our district.
3) History & Background of its establishment:
The Regional Transport Office, Nuapada was established under the Transport and Commerce Department, Odisha to provide motor vehicle services to the people of Nuapada district. It began functioning on 18.06.2002 in rented accommodations and shifted to its own building at Silda, Nuapada on 14.02.2020. The office is headed by the RTO, assisted by the MVI, Jr. MVI, TSI and other clerical staffs with the Collector & District Magistrate serving as the Chairman of the RTA for ensuring administrative oversight and coordination for better transport governance in the district.
4) Allocation of Business:
The RTO Office, Nuapada is responsible for issuing driving licenses, registering vehicles, granting permits, collecting road taxes, ensuring vehicle fitness and pollution control, and enforcing traffic laws. It also focuses on promoting road safety and providing efficient, citizen-friendly services under the Motor Vehicles Act.
5) Duties Performed:
All staff members diligently carry out their assigned responsibilities, working collaboratively to ensure the smooth functioning of the office. Their coordinated efforts contribute significantly to fulfilling the mission of providing efficient, transparent, and citizen-focused transport services.
6) Details of Service Rendered:
The RTO Office, Nuapada provides a range of services including issuance and renewal of driving licenses, registration and renwal of vehicle , transfer of ownership, hypthication addition/termination, NOC, fitness certification, issuance of permits, collection of MV taxes and fees and enforcement of traffic regulations. The office also facilitates public awareness programs on road safety and offers streamlined, transparent services through digital platforms for the convenience of citizens.
7) Citizen's Interaction:
The functioning of the RTO Office, Nuapada is transparent and accessible to the public in accordance with the Right to Information Act and Odisha’s related rules. Citizens can obtain information and interact with the office freely to ensure accountability and effective service delivery.

The RTO Office is located near Silda (Infornt of National College, Nuapada). The office has been functioning from its own dedicated building at Silda, providing better facilities and services to the public.

Public queries and concerns are handled with utmost courtesy and professionalism by the staff and officials, reflecting the office’s commitment to serving the community effectively as a public service institution.
11) Working Hours both for Office & Public:
The office operates from 10:00 AM to 5:30 PM with a lunch break from 1:30 PM to 2:00 PM on all working days. During the summer season, from 10th April to 15th June every year, the office timings are adjusted to 7:00 AM to 1:00 PM without a lunch break.

Particulars of Arrangement in Formulation of Policy
[Section-4 (1) (b) (vii)]
The Regional Transport Office (RTO), Nuapada ensures transparency and public participation in the formulation and implementation of its policies through the following arrangements:
1. Participation in District-Level Public Grievance Hearings
Public grievance redressal meetings are organized by the Collector & District Magistrate, Nuapada, on Mondays of each month. The RTO attends these meetings to address queries and grievances related to transport services, road safety, vehicle registration, licensing, and other motor vehicle matters
2. Stakeholder Consultations
The RTO engages with key transport stakeholders including Bus, truck, taxi, and auto associations, Vehicle dealers. These consultations are held informally or during permit and road safety planning discussions.
3. Participation in Road Safety Committees
The RTO is a member of the District Road Safety Committee (DRSC), chaired by the Collector, where civil society representatives and public feedback are considered in planning road safety initiatives and implementing transport policies.

Manner of Execution of Subsidy Programmes

Good Samaritan Policy:-
The Good Samaritan Policy encourages people to help road accident victims without fear of legal trouble. Anyone who helps a road accident victim by providing first aid or taking them to a hospital will not be held liable for any legal or financial responsibility. The helper, known as a “Good Samaritan” has the right to remain anonymous and cannot be forced to disclose personal details or appear in court unless they voluntarily agree. Hospitals must provide immediate treatment without waiting for police or payment. As a token of appreciation, the Government offers a reward of Rs.2,000/- and a certificate to Good Samaritans. This policy aims to save lives by promoting timely help and removing fear from the minds of the public.
Rakshak and Junior Rakshak Programme :-
The Rakshak Programme by the Odisha Transport Department trains local volunteers to act as first responders during road accidents, especially in rural and accident-prone areas. These volunteers receive basic first aid and emergency response training to help victims during the critical golden hour before professional help arrives. The programme aims to reduce fatalities by providing timely assistance and promoting road safety awareness in the community.
The Junior Rakshak programme is a partnership between Odisha’s Transport Department and the National Cadet Corps (NCC), aiming to train NCC cadets as first responders and road-safety ambassadors. Under the programme, NCC cadets receive first-aid and emergency response training to provide critical assistance during the “golden hour” following road accidents—helping with first aid and transporting injured victims to hospitals. These cadets also spread road safety awareness among communities and assist traffic management efforts.
Cashless Treatment of Road Accident Victims Scheme, 2025 :-
The Cashless Treatment of Road Accident Victims Scheme, 2025 is the new initiative launched by Govt. to ensure immediate medical care for road accident victims without upfront costs. Under this scheme, individuals injured in road accidents are entitled to cashless treatment up to Rupees 1.5 lakh per person for a maximum of seven days from the date of the accident. This coverage applies to treatment at designated hospitals empanelled under the Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) and other approved facilities.
Odisha Electric Vehicle Policy, 2021;-
The Government of Odisha has introduced the Odisha Electric Vehicle Policy, 2021 with the vision of making the state a model in EV promotion through adoption, adaptation, research & development apart from facilitating growth in employment. The policy offers 100% exemption on Motor Vehicles taxes and Registration fees for the Policy period in order to encourage faster adoption of Electric Vehicles in the State during the policy period, i.e. up to 31st December, 2025.

Citizens are encouraged to visit the office or access online portals for updated guidelines, circulars, and service-related announcements.
