Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Aim and objectives of the organization:
For conservation and sustainable management of forests and wild life, afforestation and regeneration of degraded forest land, control and abatement of pollution and promotion of environmental awareness among the public.
2. Mission/ Vision:
To provide access, retention and improvement of forests.
3. Brief history and background for its establishment:
This Division has been established during the year 1979 and it is co-terminous with Athmallik Sub-Division.
4. Allocation of business:
Protection of forest, execution of work through other agencies and under different departmental schemes like Non plan, State plan, Central plan, Centrally Sponsored plan, Capital Outlay, Ashoka plantation, Bamboo plantation, CAMPA, MGNREGS etc.
5. Duties to be performed to achieve the mission:
Protection, planting, Restoration of degraded forests and up liftment of income of local people by way of Integrated Forest Protection activities.
6. Details of services rendered:
This Organization renders the following services.
Protection of forest crop and wildlife within forest area under its control.
Protection of forest crop under the control of Revenue Department.
Enforcement of legal provisions of Special Acts like Odisha Forest Act 1972, Wildlife Protection Act 1972, Forest Conservation Act 1980, Environment (Protection) Act,1986,Odisha forest Produce (Control of Trade)Act,1981,Mine and Minerals(Development and Regulation)Act, 1957, Odisha Saw Mills and Saw Pits (Control) Act 1990, Water (Prevention and Control of Pollutions)Act 1974 and rules framed thereunder for protection of forests, wildlife and environment.
Enriching the existing forest crop by taking up plantation and other silvicultural operations.
Prevent soil erosion and conserve moisture in the soil by taking different Soil & Moisture Conservation methods.
To motivate and impact technical knowledge to public to take up tree plantation of forest species in their own land.
Supply planting material to public to take up tree plantation of forest species according to current schemes and availability of funds.
Motivate public to protect forests for conservation of biodiversity and enlighten them about different awards instituted by Government for outstanding contribution in the field of protection & enrichment of forests.
Interact with villagers of forest fringe villages and motivate them to constitute Vana Samrakshana Samiti to protect the forest area assigned to them for Joint Forest Management so that the forest will be protected and managed effectively.
Development of water bodies for the benefit of wild animals and villagers living nearby.
By engaging tribal people living in most inaccessible pockets in different forestry operations for providing employment and food security to the neglected tribes.
7. Citizens interaction:
We interact with villagers who have formed Vana Samrakshana Samiti so that Joint Forest Management of Forests is done effectively. Public can interact with all field officers to impart any information, suggestion or views in the mater of protection of forests and wildlife and we gratefully acknowledge such assistance. There is provision of Award to public who provide information which leads to detection and booking of forest offense cases against offenders. Technical guidance regarding tree plantation in their own land or community land is imparted to public approaching the Forester, Range Officer, Assistance Conservator of Forests or Divisional Forest Officer during office hours. If any body has any doubt about any legal provision or feels that any forest office has unlawfully harassed him, he can take up the matter with higher authority.

11. Grievance redress mechanism:
Action is taken by concerned Range Officers after getting information about grievance of any public so far as our far as our duties are concerned. People sometimes directly approach or submit petition to the Divisional Forest Officer and action is taken by the D.F.O. If the grievance is genuine and relating to our work.
