Particulars of Organization, Functions & Duties

Aims and Objectives of the Organization:

 

     To look after the health, sanitation, water supply, roads, safety and public convenience of the citizen of the urban inhabitants. This includes improvement and up-gradation of the socio-economical status of the Urban Poor's.

Mission/Vision:

 

    Local Self Government under the statute consisting of the local people as representatives to the Council for carrying out the functions as provided under the Odisha Municipal Act/Rules, for the public health, safety and convenience of the citizens of the town.

History and Background for its Establishment:

 

   Konark, the heritage town blessed with magnificent "Black pagoda" in the form of the historic Sun Temple is one of the three points of "The Golden Triangle of Tourism" in the State of Odisha. Located in Puri District at a distance of 33 kms. from the District Headquarter of Puri and at a distance of 65 kms. from Bhubaneswar, Konark is glorified by its scenic beauty, resplendent foliage of natural forests, plants and small sand dunes surrounded by deep blue sea of 'Bay of Bengal' which attracts innumerable tourists to the warm lap of its heart throbbing beach at Chandrabhaga.

   In view of the significance of tourism potential at Konark, the historic place has been declared as Urban Area comprising seven numbers of Revenue villages surrounding Sun Temple. Accordingly, Konark Notified Area Council was constituted vide Government in Housing and Urban Development Department Notification No.53072/HUD, Dt.17.12.1983 covering an area of Ac.8670.00 i.e. 35.15 Sq.kms. The office of the Konark Notified Area Council is functioning in its own building situated immediately adjoining to the backside left corner boundary of the famous Sun Temple and near Konark Police Station.

 Organization Chart:

    The N.A.C Konark is the head of the Department as per Rule 428 of Odisha Municipal Rules, 1953. The Chairperson is the head of the Department.

The Executive Officer is the Controlling Officer. The following sections work under this N.A.C.

  1. General Office Establishment including bills and budget headed by a Junior Assistant.
  2. Public Works section: - The Municipal Engineer heads this section comprising one Junior Engineer and One Work Sarkar.
  3. Tax Section: - One Warrant Officer is the section head assisted by 4 TCs and 3 Peons.
  4. Sanitation: One Junior Assistant is kept in charge of supervision of Sanitation work. He supervise the work of 9 Sweepers, One Tax Collector is in the sanitation section to supervise the work of Sweepers. Two nos of Tractor of the N.A.C. lift the garbage of the town.

Duties to be Performed to Achieve the Mission:

As per the provisions of Odisha Municipal Act 1950 and Odisha Municipal Rules-1953.

Sanitation, street lighting, water supply, providing roads, drains, culvert, maintenance of water reservoirs etc.

Citizens Interaction: 

By organizing awareness meeting on L.S.G.Day and other occasion in the interaction is usually made.

    The procedure can be described both in narrative form and through flow process chart. In narrative form the stages through which a proposal passes, the levels at which it gets examined and the final authority to which it has to go for approval may be explained.
