Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Aims & Objective of the Organization:
This organization is created for authorization of pensionary benefits and final GPF accounts to the employees of the Odisha Aided Educational Institutions including Aided Colleges.
(i) Maintenance of GPF Account of
a. Employees of the Odisha Aided Educational Institutions and Aided Colleges
b. Employees of the Aided Educational Institutions declared as Government Servant
c. Final Payment of G.P.F. of retired, resigned and deceased employees while in service
d. Issue of Annual Account Slips
(ii) Authorization of retirement benefits such as Pension, Death-cum-retirement gratuity and GPF of the retired employees.
2. Mission/Vision:
Providing timely Service to Pensioners & GPF Subscribers.
3. Brief History and Background of the Establishment:
The Office of the Controller of Accounts was set up in 1991 vide Finance Department Resolution No.45220/F.Dated.06.12.1991 for maintenance of Provident Fund and authorization of retirement benefits of employees under Odisha State Government Aided Educational Institution including Aided Non-Govt.Schools & Colleges. It became Heads of Department in 1994 vide Finance Department Resolution No.24103/F.Dated.06.07.1994

Under the Right to Information Act,2005, the Controller of Accounts, Odisha, as a public authority, has the following key duties:

6. List of Services being provided by the Public Authority with a Brief writ up on them
a. Entry of monthly GPF subscription and withdrawal if any by the employees of the Non-Government Aided Schools & Colleges, Primary School teachers and taken over schools and colleges under Teachers' Provident Fund.
b. Online generation of annual GPF Account Slip to the above categories of the employees through their registerded mobile Phones.
c. Authorisation of pensionary benefits i.e. final pension, Death cum-retirement of gratuity and CVP Authority and family pension to the above categories of the employees.
d. Authorisation of Final GPF Authority.
e. Revision of Pension of the above categories of the employees when authorized by the Government.
7. Organisation Structure:
The O/o the Controller of Accounts functions under the admin control of Government of Odisha, Finance Department situated at 3rd Floor and 4th Floor of Treasuries and Accounts Bhawan, Unit-3, Kharavelnagar, Bhubaneswar. There are no subordinate offices under this office. It has also no branch office in Odisha or outside the state of Odisha.
8. Expectation of the Public Authority from the Public for Enhancing its Effectiveness and Efficiency:
Co-operation of the public and various stake holders valuable suggestions are solicited for providing efficacious and timely services.
9. Arrangements and Methods made for Seeking Public Participation/Contribution:
A complain/suggestion box is made available in the office which is displayed outside. Besides there are Public contact over phone No.0674-2394293 and 0674-2390128 of the office phone of the Controller of Accounts and Addl. Controller of accounts respectively. People can also send their suggestion/complaint by post in the office address.
10. Mechanism Available for Monitoring the Service Delivery and Public Grievance Resolution:
A grievance cell is functioning in the office of the Controller of accounts (except holidays) from 10 A.M. to 5.30 P.M.

Norms for Discharge of Functions
[Section-4 (1) (b) (iv)]
The Chief activity of this office is timely authorization of retirement benefits and issue of final GPF authorities. The applications of the retired person are being disposed of according to their receipt serial number in this office. However cases are also disposed of as per the direction of various courts in the State with confirmity of Finance Department and School & Mass Education Department.
