Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the Public Authority:

   To provide information to public under Right to Information Act 2005 subject to payment of fees applicable under Odisha RTI Rule 2005.

2. Mission/ Vision Statement of the Public Authority:

a) Ensuring transparency in administration, creditability and legitimacy Government in Block and perform the Government programmes communicated through Panchayati Raj Department.

b) To enable PRIs to plan and implement schemes for Socio-economic & Infrastructui development of rural People.

c) To achieve rural prosperity and ensure quality life through PRIs.

3. Brief History of the Public Authority and Context of its Formation:

   Panchayat Samiti, Birmaharajpur. This Panchayat Samiti is functioning as NES Block from 01.01.1964 Stage-1 Block from 01.04.1957 to 31.03.1962, Stage, Block from 01.04.1962 to 31.03.1963 and Post Stage-II Block from 01.04.196 to date. The area of this Block is 233.84 square Kilometers having 13 GI covering 146 inhabited village and 35 uninhabited villages. The population this Block is 95376 as per 2011 census.

4. Duties of the Public Authority:

   The Public Authority discharge their duties in official capacity.

5. Main Activities/ Functions of the Public Authority:

   Administration of th Block on Development works, Co-operation, Civil Supply, Social Welfare, SC and ST Development, Natural Calamity, Election, Fishery, Educaiton, Small Scale Industries.

6. List of Services being Provided by the Public Authority with a brief write up on them:

   Administration of the Block on Devleopment, Co-operation, Civil Supply, Social Welfare, SC & ST Development, Law and Order, Natur; Calamities, Election, Fishery, Education, Small Scale Industries.

   Block Office and the Gram Panchayat Office under the Block.

Procedure Followed in Decision Making Process

1. What is the Pprocedure followed to take a Decision for various matters?

   All Official business are dealt in different sections as per Odisha Records Manuals 1964 and instructions given from the Government in Panchayati Raj Department, Instructions of Higher Authority of District Administration and Panchayat Samiti Manual and Odisha Gram Panchayat Act.

2.  What are the Documented Procedures/ Laid down/ Defined Criteria/ Rules to arrive at a particular Decision for important matters? What are different levels through which a Decision process moves?

   All the official records are dealt in as per provision of different Acts/ Rules & Guidelines and instructions of Government and instructions of District Administration.

3. What are the Arrangements to communicate the Decision to the Public?

   Information will be given as per RTI Act, 2005 and Odisha RTI Manual 2005.

4.  Who are the Oofficers at various levels whose opinions are sought for the Process of Decision making?
